These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Okanogan County.
REQUEST FOR RELEASE OF FUNDS
On or about September 27, 2019 the County of Okanogan will submit a request to the HUD/Home Program for the release of HUD Home Program funds under Title II of the National Affordable Housing Act of 1992 as amended and subject to the requirement of Section 24, Part 92, of the Code of Federal Regulations (224 CFR part 92), to undertake a project known as Meadow Point Family Housing for the purpose of development of forty-six (46) new construction units of two and three bedroom units located at 620 Oak Street North, Omak, WA.
FINDING OF NO SIGNIFICANT IMPACT
Okanogan County has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Okanogan County Planning, 123 5th Ave N, Okanogan, WA 98840 and may be examined or copied weekdays 8am to 5pm.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to Okanogan County. All comments received by September 27, 2019 will be considered by Okanogan County prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
Okanogan County certifies to WA State HUD that Angela Hubbard in her capacity as Interim Director consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. WA State HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Meadow Point Family Housing to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
Seattle Regional Office will accept objections to its release of fund and Okanogan County’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Okanogan County; (b) Okanogan County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by Seattle Regional Office, or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Seattle Regional Office at Seattle Federal Office Building, 909 First Avenue Suite 200, Seattle, WA 98104-1000. Potential objectors should contact the Seattle Regional Office to verify the actual last day of the objection period.

Proposed Title III Projects
NOTICE is hereby given that up to $82,000 is available to Okanogan County from Title III funds. The county and applicable agencies may use the funds in accordance with the authorized uses as set out in Secure Rural Schools and Community Self-Determination Act of 2000 [Public Law 106–393; October 30, 2000, 116 Stat. 1607] [As Amended Through P.L. 115–334, Enacted December 20, 2018]
Applicable agencies may submit proposals, which describe activity to be performed on Federal Forest Land that qualify under the Act for consideration. Title III Project Submission Forms are available by contacting Lanie Johns, Clerk of the Board for Okanogan County at 509-422-7105 or by email ljohns@co.okanogan.wa.us.
County projects may include activities on Federal Forest Land to carry out Fire Wise Community Programs that provide education to homeowners in fire-sensitive ecosystems and assistance with implementing Firewise techniques for home landscaping that increases the protection of people and property from wildfire, and for costs of Search and Rescue services performed on Federal Forest Land as required by the Act; and cover training costs and equipment purchases directly related to emergency services performed on Federal land and paid for by the participating county.
The allocation of funding for county projects is open for public comment for a period of 45 days from the date of this notice.

Final SEPA Determination
The SEPA Responsible Official has issued a final determination of non-significance (DNS) on the following project. NCI Datacom is proposing to construct a 140’ guyed lattice communications tower with an 8’ x 10’ equipment enclosure and solar panels in a leased 50’ x 50’ area of a 20 acre parcel.

The project is in Township 36 North, Range 30 East Section 14 on tax parcel 3630140009, approximately seven miles South of Wauconda.
The SEPA Responsible Official issued a final determination of non-significance (DNS). This decision may be appealed in accordance with OCC 14.04.220.
