NOTICE IS HEREBY GIVEN that there has been filed with the Town Council of the Town of Winthrop, Okanogan County, Washington, a Petition for Annexation for real property described as follows:

Okanogan County Tax Parcel #3421110158, Tax 158 a portion of the North Half of Section 11, Township 34 North, Range 32 East, W.M. Situated in the County of Okanogan, State of Washington.

Said real property is contiguous to the existing corporate limits of said Town.

Pursuant to R.C.W. 35.13.140, the Town Council has fixed Wednesday, the 21st day of August, 2019, at the hour of 7:05 pm in the back room (Hen House) of the Winthrop Barn, 51 SR20, as the time and place of public hearing for said Petition for Annexation.

All interested persons are invited to appear and voice approval or disapproval of the annexation. A copy of said annexation request and all related documents may be examined at Winthrop Town Hall during regular business hours. Written comments must be received by the time of hearing in order to be considered. Notice of Open Record Public Hearing

NOTICE IS HEREBY GIVEN that the Town of Twisp Board of Adjustment will hold an open record public hearing at 5:00 p.m. on Thursday, August 22, 2019 at Twisp Town Hall.   The purpose of the hearing is to take testimony and establish the record on the application submitted by Teodoro Dominguez of Winthrop, Washington for approval of a variance from the rear yard setback requirements within the R-2 zoning district in order to add on to an existing non-conforming structure. The proposed variance for Parcel No. 8862100100, located at 1306 Riverside Avenue, is required by 18.50.090 of the Twisp Municipal Code. The residence for which the variance is proposed is located on the northern side of Avenue in the Town of Twisp, within Section 17, Township 33 N., Range 22 E.W.M.  Variance approval will be conditioned for compliance development standards set forth by the Town of Twisp Codes 12, 13, 14, 15, 16, 17 and 18.

Public Hearing Notice

NOTICE IS HEREBY GIVEN by the Board of Okanogan County Commissioners that a Public Hearing is set for 3:00 p.m. on Tuesday, August 20, 2019 and will be held in the County Commissioners’ Hearing Room. The hearing is held to receive public comment for or against the consideration of a budget supplemental appropriation within the Current Expense Elections, Current Expense Juvenile, and Vehicle Reserve Budgets in the amount of $70,252. The funds are from the Contingency Reserve, Evidence Based Expansion, and Secretary of State Grant and will be used for Vehicle Reserve, Small Tools Minor Equipment, Operating Supplies and Advertising. Okanogan County 2020 to 2025 Six Year

Transportation Improvement Program

NOTICE IS HEREBY GIVEN, that a public hearing in the matter of the Okanogan County Six-Year Transportation Improvement Program for the years 2020 through 2025 per R.C.W. 36.81.121 will be held in the Hearing Room of the Okanogan County Board of Commissioners at 123 Fifth Avenue North in Okanogan, Washington at 11:00 A.M. on August 27, 2019. The purpose of this hearing is to discuss County Road construction projects only. Road Maintenance issues will not be addressed at this hearing.

NOTICE IS HEREBY GIVEN that a public hearing will be held by the Okanogan County Board of Commissioners in their hearing room, located at 123 5th Ave N, Okanogan, WA 98840 on Tuesday, August 27 at 2:00 p.m.

The purpose of the public hearing is to review final project performance on scattered site rehabilitation and repair of low income homes to prevent blight and preserve existing affordable housing stock funded by the Community Development Block Grant (CDBG).

OKANOGAN COUNTY COMMISSIONERS OFFICE

NOTICE TO CONSULTANTS FOR

Well tracking domestic permit exempt wells

Okanogan County, solicits interest from consulting firms with expertise in creating a model with the ability to manipulate key elements to allow assessment of land use decisions in terms of impacts due to projected use of permit exempt domestic wells. The primary purpose of the study and resulting database is to provide a tool for tracking the amount of water remaining in the 2 CFS set aside in each of the 7 reaches appropriated in WAC 173-548. The analysis will be replicated in WRIA 49 to quantify the average amount of water used by permit exempt wells in Okanogan County, both in terms of withdrawal rate and consumptive use. The qualifications of responding consultants will be considered for the following project scope of work.

PROJECT DESCRIPTION

1. Okanogan County proposes to solicit  a consultant to create a model with the ability to manipulate key elements to allow assessment of land use decisions in terms of impacts due to projected use of permit exempt domestic wells. The work to be performed by the CONSULTANT consists of the following:

a) Review aerial photography in Okanogan County outside of WRIA 48 with emphasis on WRIA 49 to determine the extent that permit exempt wells are used for outdoor irrigation. The analysis will determine an average annual use and a peak withdrawal during periods that outdoor irrigation is used. The rate that the water is consumptively used will be calculated.

b) An analysis of undeveloped lots and the potential for new lot creation based on existing zoning and other regulation. This study will determine the potential for future use of permit exempt wells based on current zoning and regulation.

c) Create a software program. The software program will include the ability to change certain inputs such as underlying zoning or consumptive water figures as they are changed or updated. The software will then create a real time projection of water used by permit exempt wells.

d) Desired completion of scope of work by June 30, 2020.

SUBMITTAL

Submittals should be limited to 10, 8.5 by 11 single-sided pages and must include the following information: Firm name, phone and fax numbers; Name of Principal-in-Charge.

1) Key personnel to perform work; 2) Firm experience with same or similar projects; 3) Familiarity with relevant codes and standards; 4) Past performance/references; 5) Ability to meet schedule including projected timeline for completion of key steps.

Project is contingent on funding through a grant with the Washington state Department of Ecology.

OKANOGAN COUNTY COMMISSIONERS OFFICE

WATER RESOURCE INVENTORY AREA 49 UPDATE

NOTICE TO CONSULTANTS FOR Targeted Basin Assessments and NEB Evaluation using Ecosystem Diagnosis and Treatment Model

Okanogan County, on behalf of the Initiating Governments for WRIA 49 solicits interest from consulting firms with expertise in analyzing basins with the highest potential for impact from new permit exempt domestic wells and the basins with the highest potential for water off-set projects and/or fisheries enhancement, or both utilizing the Ecosystem Diagnosis and Treatment Model (EDT). This will inform the Okanogan Watershed Planning Unit and provide input into the WRIA 49 watershed plan as required by RCW 90.94 that is consistent with the requirements of ESSB 6091 and the Net Ecological Benefit Guidelines developed by the Department of Ecology (published July 2019). The qualifications of responding consultants will be considered for the following project scope of work.

PROJECT DESCRIPTION (Two major components)

1. The WRIA 49 Planning Unit proposes to develop four targeted sub-basin water right assessments that will be developed and utilized to identify potentially viable water transaction projects to offset new consumptive water use associated with permit exempt domestic withdrawals. The work to be performed by the CONSULTANT consists of the following:

a) Water rights research: pull all water rights from WRATS records and organize into database file to be cross referenced with other geographic data;

b) Obtain GIS layers, HUC, WRATS, parcels, aerial photos, hydro and topographic maps and incorporate into a complete data set. Initiate ARCGIS project to cover four sub-watersheds and develop file structures

c) Integrating landownership/parcel data, water right POUs/PODs, and other geographic layers into ARC GIS project. Outline field by parcel and water rights then build table output products and map designs for data presentation.

d) Completing EXCEL list of cross-checked water rights, collated by priority, place of use , and checked for accuracy;

e) Ground truthing models and process to run through remote sensing model; and

f) Running preliminary and final remote sensing models.

g) A Report of the findings from the sub-basin water right analysis containing the following:

a. Beneficial use estimates,

b. Water rights capable of offset,

c. A ranking of the targeted sub-basins based on their likelihood for producing projects that will result in water for water offsets and/or have a quantifiable positive impact to fisheries

d. Analytical maps.

h) Presenting findings as appropriate at least three meetings with the Okanogan Watershed Planning Unit to inform and obtain direction.

2. The WRIA 49 planning unit proposes to use the existing Okanogan Ecosystem Diagnosis and Treatment Model (EDT)and related monitoring data to conduct a net ecological benefit (NEB) analysis and develop an NEB evaluation tool consistent with Washington State Department of Ecology NEB guidance. The work to be performed consists of the following:

a) Development the EDT model scenarios representing future water demand conditions and proposed streamsflow and habitat restoration measures;

b) Generating EDT model results for the U.S. population of Okanogan summer steelhead ;

c) Presenting the water demand and restoration scenario results using an intuitive, web-based reporting format.

d) Presenting findings as appropriate at least three meetings with the Okanogan Watershed Planning Unit to inform and obtain direction.

e) Desired completion of scope of work by July 30, 2020.

Notice of Final Decision

Pharr Shoreline Exemption SE 2019-1

NOTICE IS HEREBY GIVEN that Keith Kistler, Colville Confederated Tribes submitted a Joint Aquatic Resource Permit Application (JARPA). Okanogan County Planning has determined that this project is exempt from requirements for a Shoreline Substantial Development Permit per Okanogan County Shoreline Master Program 14.15.510 (16). The Pharr Road Shoreline Exemption proposes to reconnect a historically connected side channel and activate an isolated and disconnected floodplain. Benefits include rehabilitation of species rich transition zone riparian vegetation, ground water storage, enhancing side channel conditions and providing off channel habitat for out-migrating juvenile Chinook and Steelhead.

The project is located on the Okanogan River on parcel 6670011000 approximately 2 1/2 miles northerly of the town of Riverside, WA within Okanogan County, T. 35 N, R, 27 EWM, S. 06, 07.
