Teodoro Dominguez of Winthrop, Washington has submitted an application for the approval of a variance from the rear yard setback requirements within the R-2 zoning district in order to add on to an existing non-conforming structure. The proposed variance for Parcel No. 8862100100, located at 1306 Riverside Avenue, is required by 18.50.090 of the Twisp Municipal Code. The residence for which the variance is proposed is located on the northern side of Avenue in the Town of Twisp, within Section 17, Township 33 N., Range 22 E.W.M.

This determination is based on the following findings and conclusions:

The Town of Twisp has determined that this proposal will not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). We have reviewed the attached Environmental Checklist, project application and appurtenance information. This information is available at Twisp Town Hall.

This DNS is issued under WAC 197-11-340(2) and the comment/appeal period will end on August 22, 2019. Comments and/or appeals must be made in writing to Kurt Danison, Town Planner, townplanner@townoftwisp.com, Town of Twisp, P.O. Box 278, Twisp, WA 98856, 509 997 4081.

LEGAL NOTICE

WSDOT, Kevin Waligorski, 2830 Euclid Ave Bldg A Wenatchee, WA 98801-5916, is seeking coverage under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit. The proposed project, SR 20 Rainy Pass Flood Deflection Berm, is located at SR 20 milepost 150, 7 miles west of Rainy Pass in in Skagit county. This project involves 2.7 acres of soil disturbance for construction of an earthen berm. The receiving waterbody is an unnamed tributary to Granite creek. Any persons desiring to present their views to the Washington State Department of Ecology regarding this Application, or interested in Ecology’s action on this Application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II anti-degradation requirements under WAC 173-201A-320. KNC Group Cannabis Farms, SEPA 2019-3

Final SEPA Determination

Kyle and Kelsey Walter are proposing a cannabis operation on Tunk Creek Rd. approximately 1.4 miles North of Riverside. The project will use 11.4 acres of a 36.82 acre parcel to place eight cannabis operations that will include production, processing, packaging and oil extraction. Water source is a surface water claim to withdraw water from the Okanogan River. Period of operation will be from April to November. Hours of operation will be 7a.m. to 6 p.m.

Project Location

The site is located at 234 Tunk Creek Rd. Riverside WA 98849 on tax parcel number 3526130030.

According to Washington State Environmental Policy Act (SEPA) regulations, the office of Okanogan County Planning and Development issued a final environmental mitigated determination of non-significance (MDNS) for this proposal. This decision may be appealed in accordance with OCC 14.04.220. Appeals must be made in writing to the Okanogan County Hearing Examiner, 123 5th Ave N Ste. 130, Okanogan, WA 98840. Appeals must be submitted or postmarked by 5:00 p.m. on August 16, 2019 Appeals shall state with specificity the elements of the environmental checklist and resulting determination the appellant finds objectionable and shall state the reason therefore.
