NOTICE OF MEETING TO ADOPT 2019-2020 BUDGET AND CONDUCT PUBLIC HEARING

NOTICE is hereby given, pursuant to RCW 28A.505.050 and RCW 28A.505.060, that the Board of Directors (the “Board”) of Methow School District No. 350, Okanogan, County, Washington (the “District”) will hold a regular meeting on July 24, 2019, commencing at 5:30 PM in the district office, located at 18 Twin Lakes Rd., Winthrop, Washington. The meeting is called for the purpose of fixing and adopting the budget of the District for the ensuing 2019-2020 fiscal year. Prior to adoption of the 2019-2020 budget, the Board will hold a hearing for the purpose of receiving comments from the public on the 2019-2020 budget. Any person may appear at the hearing and be heard for or against any part of the 2019-2020 budget, the four-year budget plan, or any proposed changes to uses of enrichment funding under RCW 28A.505.240 (a/k/a Maintenance and Operations Levy). Upon conclusion of the hearing, the Board shall fix and determine the appropriation from each fund contained in the 2019-2020 budget and shall, by resolution, adopt the 2019-2020 budget, the four-year budget plan summary, and the four-year enrollment projection. 2019-2020 budget information is available on the District website methow.org or may be obtained by contacting the district office at 509-996-9205.

INVITATION TO BID

Sealed bids will be received by the Town of Winthrop at Town Hall located at 206 Riverside Avenue (PO Box 459), Winthrop, Washington, 98862 until 1:00 P.M. on July 24, 2019, and there publicly opened and read.

The Town of Winthrop’s 2019 Water Improvements Phase 4 and Overlay project consists of constructing new watermain, hydrants, services, and appurtenances; street restoration, bituminous surface treatment overlay, utility adjustments, surveying, erosion control, traffic control, and other work.

Plans, specifications, and bid documents are available for electronic download at www.questcdn.com. Insert the eBidDoc #6432671 to download the digital documents for $15.00. Contract documents are on file for inspection at area Plan Centers and at the Winthrop Town Hall. Direct questions to Dave Allen, PE at 509.886.3265.

A bid bond in the amount of 5% of the bid shall accompany all bids.

All bids shall be marked “SEALED BID FOR 2019 Water Improvements Phase 4 and Overlay”, on the outside of the envelope.

Bids must be completed on a lump sum and unit price basis as indicated on the BID PROPOSAL, and the total price shall be used for comparison of bids. The Town of Winthrop reserves the right to reject any or all bids for cause. All contractors must be licensed in the State of Washington.

Time for completion of the work is limited to 30 working days. Engineer’s estimated range for this project is $300,000to $350,000.

No bidder may withdraw his proposal after the hours set for the opening thereof, or before award of contract unless said award is delayed for a period exceeding forty-five (45) days. The Town shall have the right to reject any or all bids not accompanied by bid security or data required by the bidding document or a bid in any way incomplete or irregular.

The Town of Winthrop is an equal opportunity and affirmative action employer. Disadvantaged Business Enterprises (Small, minority and women-owned businesses) are encouraged to submit bids. All work performed on the project shall be subject to the higher of the prevailing state or federal wage rates.

This project is partially funded through the Washington State Drinking Water State Revolving Fund program with federal funds from the Environmental Protection Agency. DWSRF requirements and provisions must be met by general contractors and all subcontractors.

INVITATION TO BID

Sealed bids for CRP No. 9221-04 Statler Bridge Replacement, will be received by Okanogan County at the Office of the Board of County Commissioners, located on the first floor of the Grainger Administration Building, 123 Fifth Avenue North, Room 150, Okanogan, Washington. Mailed proposals must be received by no later than the last working day prior to the bid opening date. Hand carried proposals will be received only by the Clerk of the Board of County Commissioners at the address stated above until 11:00:00 A.M. Pacific Time, Tuesday, July 30, 2019 and will then and there be opened and publicly read. No facsimiles or electronic proposals will be accepted.

All bid proposals shall be accompanied by a bid proposal deposit by certified check, cashier’s check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Okanogan County.

Maps, plans and specifications are available upon payment of a non-refundable fee in the amount of $15 per USB Flash Drive or $65 per hard copy set, at the office of the County Engineer, 1234A 2nd Ave. South, Okanogan, WA 98840 or contact the Contracts Administrator at 509-422-7319. Bid proposals must be submitted on the original documents provided in the accompanying bid packet.

On July 9, 2019 informational copies of the maps, plans and specifications will be on file for inspection at the office of the County Engineer at the address noted above, the County website at www.okanogancounty.org/PW and in various plan centers located in Washington.

The County of Okanogan in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex, in consideration for an award.

The Board of Commissioners of Okanogan County, reserves the right to reject any and all bids and to waive informalities in the bidding. The award of this contract, if made, will be to the lowest responsible bidder.

This is a State Funded project that provides for the improvement of *** the replacement of a Bridge on Okanogan County Road No. 9221 Salmon Creek Road from MP 2.18- MP 2.35. Work will include removal of existing 19 ft. bridge, construction of new pre-cast 68 ft. concrete superstructures, cast in place footings and abutments, retaining wall, guardrail installation, clearing & grubbing, excavation including haul, embankment compaction, crushed surfacing base course, seeding, fertilizing and mulching, project temporary traffic controls, trimming and cleanup, *** and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications.

PUBLIC HEARING

OKANOGAN COUNTY CAPITAL FACILITIES PLAN

NOTICE IS HEREBY GIVEN that a public hearing has been scheduled with the Okanogan County Regional Planning Commission to consider an updated capital facilities plan for Okanogan County.

The SEPA Responsible Official has determined this proposal to be categorically exempt from environmental review in accordance with WAC 197-11-800 (14) (h).

The public hearing will be conducted on July 22, 2019 at 7:00 p.m. in the Commissioners Auditorium in the Virginia Grainger Building in Okanogan, WA. Verbal testimony will be taken with a time limit of 5 minutes per speaker. Written comments may be submitted at the hearing. Written comments will be accepted prior to the hearing and may be submitted in writing or electronically to Cortney Ingle, Administrative Secretary, at 123 5th Ave N suite 130, Okanogan, WA 98840 or at cingle@co.okanogan.wa.us.
