Rehabilitation of the taxiway involves realigning the taxiway to be parallel to the runway at a 300-foot centerline offset and reconstructing pavement that has failed. The new alignment allows taxiway object free areas to be clear along the existing hangar buildings. This project site is made up of 16.5 acres of grading and approximately 4.0 acres of pavement. Work items associated with this project will include removal of existing asphalt, excavation/embankment, base course, asphalt, shoulders, pavement markings, guidance sign modifications, runway threshold light modifications, stormwater structures, drainage swales, and seeding.

This project is located on the Twisp Municipal Airport property and consists of the Taxiway south of Runway 10/28 within the SE¼ of the NW¼ of Section 21, T 33 N, R 22 E.

The Town of Twisp has determined that this proposal will not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). We have reviewed the attached Environmental Checklist, project application and appurtenance information. This information is available at Twisp Town Hall.

This determination is based on the following findings and conclusions:

The application and SEPA checklist contain mitigation measures that satisfactorily address environmental impacts.

Request for Statement of Qualifications

For Establishing a Consultant Roster

The Town of Twisp (pursuant to Chapter 61, Laws of 1981) requests Statements of Qualifications (SOQ) and performance information from firms interested in providing professional engineering and land surveying services for the 2019 year in conjunction with Town sponsored projects. Potential projects include improvements to the Town’s water and wastewater systems, street and storm drainage system, airport, pool, park and recreational facilities.

Professional services may include, but are not limited to planning, grant and loan application assistance, project cost estimating, surveying, environmental documentation, permit acquisition, and design and construction engineering. Additional information about possible anticipated projects may be obtained by emailing to: publicworks@townoftwisp.com.

Statements shall include 1) description of the firm, 2) a listing of the types of services the firm provides, 3) description of the consultant’s team including references, 4) descriptions of relevant project experience related to the facilities and services listed above, and 5) firm references.

Statements of qualifications will be reviewed, placed on file for the 2019 year and will be used as the source from which to select one or more qualified firms from whom a detailed proposal will be requested for any specific project. Projects may be totally or partially funded through the Washington State Community Development Block Grant program (with federal funds provided by the U.S. Department of Housing and Urban Development), the Washington State Department of Health, Drinking Water State Revolving Fund, U. S. Department of Agriculture Rural Development, Environmental Protection Agency State, and Tribal Assistance Grant, Transportation Improvement Board, or Washington Department of Transportation/Federal Highway Administration funding programs. Cost plus percentage of construction cost contracts will not be allowed and a number of state and federal equal opportunity and affirmative action requirements will apply to the selection process and conduct of each project.

Minority- and women-owned firms are encouraged to submit statements of qualifications. The Town is an equal opportunity employer. Questions regarding this solicitation should be directed to the Town of Twisp at P.O. Box 278, 118 S. Glover St., Twisp, WA 98856.

The Town publishes this request in accordance with the requirements of RCW 39.80. Contracts with selected firms will be negotiated in accordance with RCW 39.80.

Two copies of the SOQ shall be submitted to the Town (received or postmarked) no later than 5:00 p.m., PST, July 15, 2019.

Interviews may or may not be conducted. The Town reserves the right to select the consultant based upon written qualifications only, or to advertise and retain other consultants on individual projects independent of the firm selected from this solicitation.

Public Hearing Notice

NOTICE IS HEREBY GIVEN by the Board of Okanogan County Commissioners that a Public Hearing is set for 11:30 a.m. on Monday, June 24, 2019 and will be held in the County Commissioners’ Hearing Room. The hearing is held to receive public comment for or against the consideration of a budget supplemental appropriation within the Affordable Housing Fund 141 in the amount of $50,000. The funds are from the Beginning Fund Balance and will be used for the Housing Authority of Okanogan County Affordable Housing project called Meadow Point located in the City of Omak. MSRF Twisp River Floodplain Phase II Shoreline Exemption SE 2019-3

NOTICE IS HEREBY GIVEN THAT A Joint Aquatic Resource Permit Application (JARPA) has been submitted by Chris Johnson, Methow Salmon Recovery Foundation (MSRF). The Twisp River Floodplain project has been developed as a habitat restoration project to address the needs of ESA listed salmon species in the Methow Basin. The project seeks to restore habitat functions within the river channel and associated floodplain areas on the right and left bank of the Twisp River between River Mile 3.9 to 4.5 that have been degraded by past human activities, including levee construction, irrigation diversions, removal of riparian plantings, and other uses that interfere with natural river development processes.

Project Location:

The project includes two implementation sites within the SE SE 1/4 of Section 10, Township 33 N., Range 21 E. Willamette Meridian. Access for the right bank property is 224 Poorman Creek Road. Access for the left bank is 335 Twisp River Road.

LaFountaine SP 2019-4

Notice of Application and SEPA Exemption

An application for a short subdivision has been submitted by NCW Land Surveying on behalf of Chester & Virginia LaFountaine to divide 4.98 acres into 4 lots. Lots will be served by existing wells and on-site septic. Lot 3 has an existing residence. The property is located at 454 Omak Riverside Eastside Rd, approximately 1 1/2 miles northeasterly of the Town of Omak, WA, on tax parcel 3427172005.

NOTICE OF FINAL SEPA DETERMINATION OF NON-SIGNIFICANCE

NOTICE IS HEREBY GIVEN that the SEPA responsible official for Okanogan County Office of Planning and Development has issued a Final SEPA Determination of Non-Significance for the Pringle Dock. The applicant has submitted an updated habitat management and mitigation plan analyzing impacts to the vegetation conservation area from the 15 foot access corridor and has surveyed for DNR listed plant species Phipps Hawthorn to address potential impacts to the vegetation conservation area. The shoreline designation for this property is Shoreline Residential. The project is located approximately 6 miles northerly of the Town of Loomis, WA on tax parcel 3926060072, Township 39 North, Range 26 E.W.M. Section 06.

This decision may be appealed in accordance with OCC 14.04.220. Appeals must be made in writing to the Okanogan County Hearing Examiner, 123 5th Ave N Ste. 130, Okanogan, WA 98840. Appeals must be submitted or postmarked by 5:00 pm July 3, 2019. Appeals shall state with specificity the elements of the environmental checklist and resulting determination the appellant finds objectionable and shall state he reason therefore. Appeals must include the $300.00 appeal fee. The date of publication in Okanogan County’s periodical of record is June 20, 2019. Failure to file a timely appeal shall constitute waiver of all rights to an administrative appeal under county code.

STORRS SHORELINE VARIANCE 2019-01

NOTICE IS HEREBY GIVEN that a public hearing has been scheduled in front of the Okanogan County Hearing Examiner to consider an application received from Jason Storrs for a variance from the shoreline setback requirements in accordance with SMP 14.15.530 for a single family residence in the Rural Shoreline Designation on Gold Creek. They are requesting a reduction from 75’ to 50’ from the ordinary high water mark on their property. The applicant has prepared a habitat management and mitigation plan for the proposed reduction in setback.

The property is located North Gold Creek Rd, approximately 6.6 miles south of Carlton. The .68 acre property is Lot 6 Gold Creek Acres. The property can be identified as parcel number 5260060000 located in Section 16, Township 31N, Range 22E, Willamette Meridian.

Variance applications are categorically exempt from the State Environmental Policy Act in accordance with WAC 197-11-800(6)(e). Okanogan County Public Works, Anna Randall, 1234A 2nd Ave S Okanogan, WA 98840-9723, is seeking coverage under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit.

The proposed project, Statler Bridge, is located at T33 R26 S05 OCR# 9221 Salmon Creek Rd. milepost 2.244. in Okanogan in Okanogan county.

This project involves 5 acres of soil disturbance for Highway or Road construction activities.

The receiving waterbody is Salmon Creek.

Any persons desiring to present their views to the Washington State Department of Ecology regarding this Application, or interested in Ecology’s action on this Application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II anti-degradation requirements under WAC 173-201A-320.

INTERIM OKANOGAN COUNTY ZONE MAP AMENDMENTS

Lower Methow River Reach Rural 1 to Rural 5

NOTICE IS HEREBY GIVEN that the Okanogan Board of County Commissioners will conduct a public hearing on July 15, 2019 to take public testimony regarding Ordinance 2019-010, approved on June 10, 2019 that adopted an interim amendment to the Official Okanogan County Zone Map. The amendment as adopted changed the zone designation on land in the Lower Methow River Reach of WRIA 48 from Rural-1 to Rural-5. The change in zoning extends from approximately Alta Lake to Gold Creek Road.

If left in place the interim code revisions will undergo environmental review and be scheduled for additional public hearings before the Okanogan County Regional Planning Commission followed by the Okanogan Board of County Commissioners.

The public hearing will be conducted on July 15, 2019 at 1:30 p.m. in the Commissioners Auditorium in the Virginia Grainger Building in Okanogan, WA. Verbal testimony will be taken with a time limit of 3 minutes per speaker. Written comments may be submitted at the hearing. Written comments will be accepted prior to the hearing and may be submitted in writing or electronically to Lalena Johns, Clerk of the Board, at 123 5th Ave N Ste 150, Okanogan, WA 98840 or at ljohns@co.okanogan.wa.us.

The intended use of the property is to develop a gravel pit on a portion of the approximately 546.11acres. The residual of the property will be utilized for wildlife habitat.

The study session/open house is scheduled to provide information and respond to questions regarding the proposed purchase of the land. A subsequent public hearing has been scheduled for July 8, 2019 at 1:30 p.m.

The study session/open house will be on June 24, 2019 from 1:30 to 2:30 in the Commissioner’s Auditorium in the Virginia Grainger Building in Okanogan, WA.

KNC Group Cannabis Farms, SEPA 2019-3

Threshold SEPA Determination

Kyle and Kelsey Walter are proposing a cannabis operation on Tunk Creek Rd. approximately 1.4 miles North of Riverside. The project will use 11.4 acres of a 36.82 acre parcel to place eight cannabis operations that will include production, processing, packaging and oil extraction. Water source is a surface water claim to withdraw water from the Okanogan River. Period of operation will be from April to November. Hours of operation will be 7a.m. to 6 p.m.
