Quotes, plainly marked “Bodie Mtn – Building Move”, will be received by Okanogan County at the Okanogan County Sheriff’s Office located in the Grainger Administrative Building, 123 N. 5th Ave, Room 200, Okanogan, WA 98840, until July 2nd, 2019 at 2:00 PM Pacific Time, at which time the bids will be opened in the Okanogan County Sheriff’s Office Conference room. Quotes will be accepted via US mail and email/electronic format.

NOTICE OF PUBLIC HEARING

PROPOSED PURCHASE AND SALE AGREEMENT

PARCELS #3123310006, 3023064004, 3022011005, 3022120005

NOTICE IS HEREBY GIVEN that the Okanogan Board of County Commissioners will conduct a public hearing on July 8, 2019 to take public testimony regarding a purchase and sale agreement proposed by the Okanogan County Public Works Department for parcels 3123310006, 3023064004, 3022011005, and 3022120005 located near the Town of Methow. The intended use of the property is to develop a gravel pit on a portion of the approximately 546.11acres. The residual of the property will be utilized for wildlife habitat.

The public hearing is scheduled to take public input regarding the proposed purchase of the land. If the Board of County Commissioners ratifies the purchase and sale agreement it will initiate a 180 day feasibility period during which an application for a conditional use permit for a gravel pit will be prepared and submitted to the Office of Hearing Examiner.

The SEPA Responsible Official has determined the proposal to purchase the property is categorically exempt from environmental review in accordance with WAC 197-11-800 (5) (a). If subsequently ratified the application for the conditional use permit will be subject to environmental review.

The public hearing will be conducted on July 8, 2019 at 1:30 in the Commissioner’s Auditorium in the Virginia Grainger Building in Okanogan, WA. Verbal testimony will be taken with a time limit of 5 minutes per speaker. Written comments may be submitted at the hearing. Written comments will be accepted prior to the hearing and may be submitted in writing or electronically to Lalena Johns, Clerk of the Board, at 123 5th Ave N Ste 150, Okanogan, WA 98840 or atljohns@co.okanogan.wa.us.

Public Hearing Notice

NOTICE IS HEREBY GIVEN by the Board of Okanogan County Commissioners that a Public Hearing is set for 11:30 a.m. on Monday, June 24, 2019 and will be held in the County Commissioners’ Hearing Room. The hearing is held to receive public comment for or against the consideration of a budget supplemental appropriation within the Affordable Housing Fund 141 in the amount of $50,000. The funds are from the Beginning Fund Balance and will be used for the Housing Authority of Okanogan County Affordable Housing project called Meadow Point located in the City of Omak. Notice of Application and Threshold SEPA Determination

CUP 2019-4 H & J Complex

Notice is hereby given that an application has been submitted by Holly Hammons to permit an RV park in accordance with Okanogan County Code 17A.220.010. The CUP, if approved, would allow a 200’ x 200’ area of a 15.63 acre parcel, to be used for six 50 feet by 10 feet gravel parking pads, for RV’s and travel trailers, with additional parking for six vehicles. Each site will have electrical and septic hookups. No potable water will be available. The RV Park will operate year round. The site is located at 315 Monse River Rd. approximately 900 feet South of Monse on tax parcel number 3125340078. The SEPA Responsible Official has issued a Threshold Determination of Non-Significance (DNS) on this proposal in accordance with WAC 197-11-340. SEPA comments regarding this threshold determination may be submitted in writing by 5:00 pm June 27, 2019. The public hearing for this project has not yet been set. Notice of Final SEPA Determination and Hearing Date

CUP 2019-3 Tillage Hill Weddings and Events

Notice is hereby given that an application has been submitted by Jessica Petter to permit an event center in accordance with Okanogan County Code 17A.220.010. The CUP, if approved, would allow a 6.2 acre parcel to be used for weddings and events that will host a maximum of 20 events per year and allow up to 200 guests. A 30’ x 90’ frame tent will be erected on an existing tennis court and the lawn area would be used for ceremonies. Events will be daytime and/or evening, between the hours of 8am and 10pm. Parking will be in a 40,000 square foot field on the property. Temporary sanitation facilities will be on-site for scheduled events. The event center will operate spring, summer and fall. The site is located at 435 Highway 153 near Pateros WA. on tax parcel number 3023290012. According to Washington State Environmental Policy Act (SEPA) regulations, the office of Okanogan County Planning and Development issued a final environmental mitigated determination of non-significance (MDNS) for this proposal. This decision may be appealed in accordance with OCC 14.04.220. Appeals must be made in writing to the Okanogan County Hearing Examiner, 123 5th Ave N Ste. 130, Okanogan, WA 98840. Appeals must be submitted or postmarked by 5:00 p.m. on June 28, 2019. Appeals shall state with specificity the elements of the environmental checklist and resulting determination the appellant finds objectionable and shall state the reason therefore. Appeals must include the $300.00 appeal fee. The public hearing for this project is scheduled for July 25, 2019 at 10:00 am in the Commissioners Hearing Room. Project comments can be submitted up to the hearing date and testimony may be given at the hearing. Failure to comment by this date denies a party standing to appeal the final decision.
