NOTICE OF APPLICATION

SHORELINE SUBSTANTIAL DEVELOPMENT PERMIT

WIN SSDP 19-2

NOTICE IS HEREBY GIVEN THAT Phillip Davis, 1512 46th Ave SW, Seattle, WA 98116 has submitted application for a Shoreline Substantial Development Permit for development of Homesteam Park including installation of covered picnic shelters, benches, sculptures, and two ADA parking stalls. The project will restore much of the site with native riparian vegetation. The project is within the shoreline area of the Methow River, within the urban/high intensity shoreline designation. No structures will be placed, nor will work occur below the ordinary high water mark, nor within the conservancy area. The project is located on parcel 3421020035 at 504 Hwy 20, in the Town of Winthrop.

SEPA Determination: A threshold Determination of Nonsignificance was issued for the project on May 16, 2019. The Town of Winthrop (lead agency) has determined that this project does not have a probable significant adverse impact on the environment. An environmental impact statement is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file at Winthrop Town Hall. This information is available to the public on request. The DNS has been issued under WAC 197-11-340(2).

Comment Period: All persons are welcome to submit written comments concerning this application and the related SEPA Checklist and Threshold Determination. The comment period for the SEPA Checklist and Threshold Determination ends on June 7, 2019. Comments or requests for notification of the action taken on the shoreline permit application must be submitted no later than 4:00 pm, June 28, 2019. SHORELINE SUBSTANTIAL DEVELOPMENT PERMIT

WIN SSDP 19-3

NOTICE IS HEREBY GIVEN THAT the Town of Winthrop, PO Box 459, Winthrop, WA 98862 has submitted application for a Shoreline Substantial Development Permit to develop the first phase of the RiverWalk trail, consisting of a 6’ wide pedestrian path along the Chewuch River for 415 linear feet, including a pedestrian underpass beneath the SR 20 bridge over the Chewuch River and an 80 foot long pedestrian foot bridge over a floodplain/habitat area. The project includes right-of-way acquisition, replacement of rip rap armoring for scour protection, retaining walls and wing-walls, and stairways and railings. The project is within the shoreline area of the Chewuch River, within the high intensity and conservancy shoreline designations. A portion of the project involves working below the ordinary high water mark, and requires additional permits. The project is located along a linear corridor along the Chewuch River in downtown Winthrop.

Information Available: The following application materials are on file at Winthrop Town Hall, 206 Riverside Ave: JARPA form; Floodplain addendum; SEPA Checklist; NEPA form; OHWM delineation and report; Cultural Resource Survey; Engineering Geologic Report; Technical Memo on Chewuch Bridge Scour Protection; Biological Assessment; and USFWS response letter for ESA consultation. Pursuant to WAC 197-11-350, the lead agency considers this a mitigated DNS. The project includes measures to avoid and minimize impacts as identified in the biological assessment and agency consultation. An environmental impact statement is not required under RCW 43.21C.030(2)(c). The DNS has been issued under WAC 197-11-340(2). The DNS was not appealed and stands as issued.

Comment Period: All persons are welcome to submit written comments concerning this shoreline application. Comments or requests for notification regarding the action taken on the shoreline permit application must be submitted no later than 4:00 pm, June 28, 2019. Alex Kerr of Hungry Mountain Construction of Methow, Washington, submitted for a floodplain development permit for the remodel of a single family residence on parcel number 3322070096. The subject property, owned by Dustin and Kelly Zahn, is located at 203 Hagerman Street within Section 7, T. 33, R. 22 and lies within the 100 year floodplain. The project includes replacement of the foundation and elevating the home to at least 1’ above the elevation of the 100-year floodplain.

The Town of Twisp has determined that this proposal will not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). We have reviewed the attached Environmental Checklist, project application and appurtenance information. This information is available at Twisp Town Hall.

This determination is based on the following findings and conclusions:

The application and SEPA checklist contain mitigation measures that satisfactorily address environmental impacts.

Notice is hereby given that two consecutive special meetings of the Three Rivers Hospital Board of Commissioners will be held on June 5 and 6, 2019, for the purpose of discussing strategic planning. The first meeting will be held from 9 a.m. to 1 p.m. June 5 at the Methow Valley Community Center, 201 WA-20, Twisp WA 98856. The second meeting will be held from 9 a.m. to 4 p.m. in the Douglas Okanogan County Fire District 15 EMS Station, 412 W. Indian Ave., Brewster WA 98812. Other hospital business will not be conducted in these meetings.
