The Town of Twisp is proposing to adopt updates to the Town of Twisp Resource Lands, Critical Areas and Shorelines Element of the Town of Twisp Comprehensive Plan and to Chapter 18.60 – Critical Areas Regulations of the Twisp Municipal Code.
The Town of Twisp has determined that this proposal will not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). We have reviewed the attached Environmental Checklist, project application and appurtenance information. This information is available at Twisp Town Hall.
This determination is based on the following findings and conclusions:
Adoption of the updates is considered a non-project action and will have no adverse-affect-on the environment. In fact, the proposed amendments are intended to ensure that best available science is used to classify, designate and regulate development in critical areas.

NOTICE OF QUORUM
Notice is hereby given that a quorum of the Three Rivers Hospital Board of Commissioners may attend an open house hosted at Three Rivers Family Medicine from 4-6 p.m. on Friday, May 17, 2019. The open house will feature guided tours of the new emergency room and clinic, along with local children’s artwork. The clinic is located at 415 Hospital Way, Brewster WA 98812. No hospital business will be conducted during this event.

Public Hearing Notice
NOTICE IS HEREBY GIVEN by the Board of Okanogan County Commissioners that a Public Hearing is set for 3:00 p.m. on Tuesday, May 20, 2019 and will be held in the County Commissioners’ Hearing Room. The hearing is held in order to receive public comment for or against the consideration of a budget supplemental appropriation within the Noxious Weed Fund 103 in the amount of $242,950. The funds are from Contracted Services, Grants, DOE Lakes, Title II, BLM/WSDA funds, and Beginning Fund Balance. The funds will be used for Salaries, Benefits, Operating Supplies, Communications, Repairs & Maintenance, and Professional Services. The hearing will be held in the County Commissioners’ Hearing Room located at 123 5th Avenue North, Okanogan, Washington. PUBLIC HEARING NOTICE
NOTICE IS HEREBY GIVEN that a public hearing will be held by the County of Okanogan in the Okanogan County Commissioners Chambers, 123 Fifth Avenue North, Room 150, Okanogan, Washington May 28, 2019 at 2:00 p.m.
The purpose of the public hearing is to review community development and housing needs, inform citizens of the availability of funds and eligible uses of the state Community Development Block Planning Only Grant (CDBG), and receive comments on proposed activities, particularly from lower income persons.
An amount of $24,000 may be available to the County of Okanogan on a statewide competitive basis to fund functional plans, in areas such as housing, land use and economic development that principally benefit low- and moderate-income persons.
An outline of the proposed plan will be available for review at the Okanogan County Commissioners Office, the County’s website, the Okanogan County Housing Authority, the Oroville Housing Authority, and Community Action, May 15 to May 28, 2019. Comments may also be submitted in writing to the Okanogan County until May 27, 2019.
The Okanogan County Commissioners Chambers is handicap accessible. A Spanish Language interpreter will be present. Arrangements to reasonably accommodate other special needs, including handicap accessibility, will be made upon receiving twenty-four (24) hour advance notice. Vacancy Notice
Board of Equalization
Okanogan County is seeking one (1) member to serve on the Okanogan County Board of Equalization (BOE). The purpose of the BOE is to adjust and equalize the valuation of real and personal property as valued by the Okanogan County Assessor. The board assures uniform property tax assessments are applied at the local level and may review tax assessments to be certain the assessment for each parcel is fair. The applicant should reside in Okanogan County in the areas of either Omak or Okanogan.
In Okanogan County, the BOE is a three-member board serving a three-year term. There is mileage compensation reimbursement of $.50 per mile and $50 per attended meeting day. New members must attend Department of Revenue Educational Sessions within one-year of appointment. This training is usually scheduled in June in Wenatchee or Spokane. The Board of County Commissioners is responsible for appointing members to the Board of Equalization.

An outline of proposed Oroville Harvest Shelter Renovation Project will be available for review at 123 5th Ave. N., Okanogan, the Oroville Housing Authority, and Oroville Library, May 13th to May 28, 2019. Comments may also be submitted either in person or writing to the Okanogan County Clerk of the Board, Laleña Johns at 123 5th Avenue North, Okanogan, WA 98840 or by email ljohns@co.okanogan.wa.us until May 28th by 3:00 p.m.

NOTICE IS HEREBY GIVEN THAT Michael Strauss and Heidi Breitbeil, 31 Hi Way, Winthrop, WA 98862 have submitted application for a 6-lot preliminary long plat under Winthrop Municipal Code (WMC) Chapters 16.20 and 19.04. The applicant proposes to utilize Town water and sewer services, and to provide private access from Norfolk Road via an easement across parcel 2960030000. The subject property is .85 acres in size. The project is located in Section 2, Township 34, Range 21, in the Town of Winthrop.
Public Hearing: The Winthrop Planning Commission will hold an open record hearing on the application on June 11, 2019 at 7:05 pm, at the Hen House in the Winthrop Auditorium, 51 Highway 20, Winthrop, Washington. The hearing will be conducted in accord with WMC Chapter 19.10. Any person desiring to present written or oral testimony may do so at the hearing, and by doing so shall have standing as a party of record. Any person requiring assistance to access the hearing is urged to contact Town Hall at least 24 hours in advance.
Information available: Application materials are on file at Winthrop Town Hall. SEPA Determination: A threshold determination of nonsignificance was issued for the project on May 15, 2019. The comment period for the SEPA determination ends on May 31, 2019. The Town of Winthrop, as lead agency, has determined that this project does not have a probable significant adverse impact on the environment. An environmental impact statement is not required under RCW 43.21C.030(2)(c). This decision was made after review of the application materials and a site visit. The DNS has been issued under WAC 197-11-340(2).
Comments: Written comments received prior to 4 pm on May 31, 2019, will be entered into the record and considered in the staff report; comments received after the above date but prior to the public hearing will be provided to the planning commission and admitted to the record at the hearing.
