NOTICE OF APPLICATION

SHORELINE SUBSTANTIAL DEVELOPMENT PERMIT

WIN SSDP 19-1

NOTICE IS HEREBY GIVEN THAT John Sinclair, Sixknot Taphouse, 414 Twisp-Carlton Rd, Carlton, WA 98814 has submitted application for a Shoreline Substantial Development Permit to extend an existing deck approximately 47 feet to within 25’ of Ordinary High Water Mark of the Chewuch River. The project is within the shoreline area of the Chewuch River, within the urban shoreline designation. No structures will be placed, nor will work occur below the ordinary high water mark, nor within the conservancy area. The project is located on tax parcel 2780012700 at 231 Riverside Ave, in the Town of Winthrop.

Information Available: A JARPA form, SEPA Checklist and other application materials are on file at Winthrop Town Hall, 206 Riverside Ave. Persons wishing to view project information or receive notice of the action taken on the application may contact Winthrop Town Hall between the hours of 9 a.m. and 4 p.m., Monday – Friday. SEPA Determination: A threshold Determination of Nonsignificance was issued for the project on April 25, 2019. The Town of Winthrop (lead agency) has determined that this project does not have a probable significant adverse impact on the environment. An environmental impact statement is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file at Winthrop Town Hall. This information is available to the public on request. The DNS has been issued under WAC 197-11-340(2).

Comment Period: All persons are welcome to submit written comments concerning this application and the related SEPA Checklist and Threshold Determination. The comment period for the SEPA Checklist and Threshold Determination ends on May 17, 2019. Comments or requests for notification of the action taken on the shoreline permit application must be submitted no later than 4:00 pm, June 7, 2019. Submit all comments to the Town Planner, Town of Winthrop, PO Box 459, Winthrop, WA 98862 or by email to planner@townofwinthrop.com.

This notice is given pursuant to RCW 90.58.140, Winthrop Shoreline Master Program Chapter 7.09 & Winthrop Municipal Code Chapter 19.06.

NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN THAT a public hearing will be held on May 21, 2019 at 11:10 A.M., in the Okanogan County Commissioners hearing room, located at 123 5th Ave North, Room 150, Okanogan Washington regarding an application to franchise a cattleguard by the Gebbers Cattle.

The cattleguard will be a 16’ x 8’, wide, H-20 loading heavy duty steel cattleguard with wings and a by-pass gate at milepost 4.42, on O.C.R. 1657 Watson Draw Road in the SE1/4, SW1/4 in Section 11, Township 30N., Range 23, E.W.M.

Members of the public may comment on this proposal. All written comments must be received prior to the start of the public hearing in order to be entered into the record. Testimonies will be heard during the Public Hearing at the above time and location. NOTICE TO PUBLIC

NOTICE IS HEREBY GIVEN that in response to a petition from the public; a public hearing in the matter of a speed limit change relating to the following Okanogan County Roads will be held in the Commissioners Hearing Room, at 123 5th Avenue North, in Okanogan, Washington at 11:00 A.M. on May 14, 2019.

The Public has requested the following speed limit change:

35 M.P.H. beginning at milepost 9.040 and continuing to milepost 10.040 and 25 M.P.H beginning at milepost 10.040 and continuing to milepost 10.185 End of County Jurisdiction.

NOTICE OF CALL FOR BIDS

CRP No. 9140-07 Lost River Road WFLAP-Hot Mix Asphalt

Sealed bids will be received by the Board of County Commissioners of Okanogan County, in their office in the Granger Administrative Building, 123 5th Avenue N, Room 150, Okanogan, Washington 98840, until 11:00:00 AM, May 21, 2019 at which time they will be opened and publicly read.

DESCRIPTION OF WORK

The project generally consists of supplying 1,000 Tons of Hot Mix Asphalt (HMA). Point of delivery will be at the asphalt plant. Work is anticipated to occur in June, 2019.

MATERIALS

Hot Mix Asphalt (HMA).

AWARD

The board of County Commissioners reserves the right to accept or reject any and all bid(s) and to waive informalities in the bidding. The award(s) of this contract, if made, will be to the lowest responsible bidder(s). Material availability dates will also be a consideration in awarding the bid. Multiple contract awards may be made to guarantee the availability of HMA at the lowest available prices.

To be considered a responsible bidder, the asphalt plant shall be within 70 road miles of the project site. For the purposes of this requirement, the project site shall be the town of Mazama, WA.

PAYMENT

Payment shall be made within thirty (30) days of receipt of the invoice for purchased materials.

OPENING TIME: 11:00 AM, Pacific Standard Time.

INVITATION TO BID

Sealed bids for County Wide Roadside Hazard Removal will be received by Okanogan County at the Office of the Board of County Commissioners, located on the first floor of the Grainger Administration Building, 123 Fifth Avenue North, Room 150, Okanogan, Washington. Mailed proposals must be received by no later than the last working day prior to the bid opening date. Hand carried proposals will be received only by the Clerk of the Board of County Commissioners at the address stated above until 11:20 A.M. Pacific Time, Tuesday, May 21, 2019 and will then and there be opened and publicly read. No facsimiles or electronic proposals will be accepted.

All bid proposals shall be accompanied by a bid proposal deposit in the form of certified check, cashier’s check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Okanogan County.

Maps, plans and specifications are available upon payment of a non-refundable fee in the amount of $15 per USB Flash Drive or $65 per hard copy set, at the office of the County Engineer, 1234A 2nd Ave. South, Okanogan, WA 98840 or contact the Contracts Administrator at 509-422-7300. Bid proposals must be submitted on the original documents provided in the accompanying bid packet.

Informational copies of the maps, plans and specifications will be on file for inspection at the office of the County Engineer at the address noted above, the County website at www.okanogancounty.org/PW and in various plan centers located in Washington.

The County of Okanogan in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex, in consideration for an award.

This is a Federally Funded project that provides for removal of fixed roadside hazards to reduce the severity of accidents at select locations, and other work, all in accordance with the Contract Plans, Contract Provisions, and the Standard Specifications.

Okanogan County Public Works Statler Bridge Project, SEPA 2019-1

Final SEPA Determination

The SEPA Responsible Official has issued a final determination of non-significance (DNS) on the following project. Okanogan County Public Works is proposing to replace a failing bridge with a structure approximately 68 feet in length and 31 2/8 feet in width resulting in approximately 28 feet of clear width between faces of guardrail. The new structure is planned to be constructed immediately downstream of the current structure. The current structure was identified as structurally unsound on 9-19-2018. The new location will require additional right of way acquisition.

Project Location:

The project is on Okanogan County Road 9221, Salmon Creek Rd at milepost 2.244.

The SEPA Responsible Official issued a final determination of non-significance (DNS). This decision may be appealed in accordance with OCC 14.04.220. Appeals must be made in writing to the Okanogan County Hearings Examiner, 123 5th Ave N Ste. 130, Okanogan, WA 98840. Appeals must be submitted or postmarked by 5:00 pm on May 24, 2019. Appeals shall state with specificity the elements of the environmental checklist and resulting determination the appellant finds objectionable and shall state the reason therefore. Appeals must include the $300.00 appeal fee. Failure to file a timely and complete appeal shall constitute waiver of all rights to an administrative appeal under county code.
