SHORELINE SUBSTANTIAL DEVELOPMENT PERMIT

WIN SSDP 19-1

NOTICE IS HEREBY GIVEN THAT John Sinclair, Sixknot Taphouse, 414 Twisp-Carlton Rd, Carlton, WA 98814 has submitted application for a Shoreline Substantial Development Permit to extend an existing deck approximately 47 feet to within 25’ of Ordinary High Water Mark of the Chewuch River. The project is within the shoreline area of the Chewuch River, within the urban shoreline designation. No structures will be placed, nor will work occur below the ordinary high water mark, nor within the conservancy area. The project is located on tax parcel 2780012700 at 231 Riverside Ave, in the Town of Winthrop.

SEPA Determination: A threshold Determination of Nonsignificance was issued for the project on April 25, 2019. The Town of Winthrop (lead agency) has determined that this project does not have a probable significant adverse impact on the environment. An environmental impact statement is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file at Winthrop Town Hall. This information is available to the public on request. The DNS has been issued under WAC 197-11-340(2).

Comment Period: All persons are welcome to submit written comments concerning this application and the related SEPA Checklist and Threshold Determination. The comment period for the SEPA Checklist and Threshold Determination ends on May 17, 2019. Comments or requests for notification of the action taken on the shoreline permit application must be submitted no later than 4:00 pm, June 7, 2019. CRP No. 9140-07 Lost River Road WFLAP-Hot Mix Asphalt

Sealed bids will be received by the Board of County Commissioners of Okanogan County, in their office in the Granger Administrative Building, 123 5th Avenue N, Room 150, Okanogan, Washington 98840, until 11:00:00 AM, May 21, 2019 at which time they will be opened and publicly read.

DESCRIPTION OF WORK

The project generally consists of supplying 1,000 Tons of Hot Mix Asphalt (HMA). Point of delivery will be at the asphalt plant. Work is anticipated to occur in June, 2019.

MATERIALS

Hot Mix Asphalt (HMA).

AWARD

The board of County Commissioners reserves the right to accept or reject any and all bid(s) and to waive informalities in the bidding. The award(s) of this contract, if made, will be to the lowest responsible bidder(s). Material availability dates will also be a consideration in awarding the bid. Multiple contract awards may be made to guarantee the availability of HMA at the lowest available prices.

To be considered a responsible bidder, the asphalt plant shall be within 70 road miles of the project site. For the purposes of this requirement, the project site shall be the town of Mazama, WA.

PAYMENT

Payment shall be made within thirty (30) days of receipt of the invoice for purchased materials.

INVITATION TO BID

Sealed bids for County Wide Roadside Hazard Removal will be received by Okanogan County at the Office of the Board of County Commissioners, located on the first floor of the Grainger Administration Building, 123 Fifth Avenue North, Room 150, Okanogan, Washington. Mailed proposals must be received by no later than the last working day prior to the bid opening date. Hand carried proposals will be received only by the Clerk of the Board of County Commissioners at the address stated above until 11:20 A.M. Pacific Time, Tuesday, May 21, 2019 and will then and there be opened and publicly read. No facsimiles or electronic proposals will be accepted.

All bid proposals shall be accompanied by a bid proposal deposit in the form of certified check, cashier’s check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Okanogan County.

Lodging Tax Revenue Application

The Okanogan County is accepting applications for 2020 Lodging Tax Revenue that helps pay for marketing and promoting tourism related events or activities. Eligible applicants include certain non-profit entities and any municipality through a convention, visitors’ bureau or destination marketing organization for the following purposes:

1. Funding match for marketing and promotion of single events and festivals designed to attract tourists.

2. Funding operations and capital improvements of tourism-related facilities that enhance the tourism experience such as visitor’s information centers that are owned or operated by a municipality.

3. Funding match for Year-Round marketing and promotion of tourism attractions.

Final SEPA Determination

Bretz Large Lot Segregation 2019-1

The applicants, Joe and Renee Bretz, have submitted a large lot segregation application to divide parcels 3827133003, 3827142002 & 3827244004 into six 20 acre parcels. CUP 2019-3 Tillage Hill Weddings and Events

Notice is hereby given that an application has been submitted by Jessica Petter to permit an event center in accordance with Okanogan County Code 17A.220.010. The CUP, if approved, would allow a 6.2 acre parcel to be used for weddings and events that will host a maximum of 20 events per year and allow up to 200 guests. A 30’ x 90’ frame tent will be erected on an existing tennis court and the lawn area would be used for ceremonies. Events will be daytime and/or evening, between the hours of 8am and 10pm. Parking will be in a 40,000 square foot field on the property. Temporary sanitation facilities will be on-site for scheduled events. The event center will operate spring, summer and fall. Eastlake Shores Long Plat 2019-1

Tim Pecha on behalf of Jake Barker submitted an application for a subdivision. Eight residential lots will be created on 8.44 acres. Lots range in size from approximately 0.62 acres to 2.28 acres. Water and sewer will be provided by the City of Oroville.

Twisp River Floodplain Project Phase II, SEPA 2019-2

Threshold SEPA Determination

Project Summary

A Joint Aquatic Resource Permit Application (JARPA) has been submitted by Chris Johnson, Methow Salmon Recovery Foundation (MSRF). The Twisp River Floodplain project has been developed as a habitat restoration project to address the needs of ESA listed salmon species in the Methow Basin. The project seeks to restore habitat functions within the river channel and associated floodplain areas on the right and left bank of the Twisp River between River Mile 3.9 to 4.5 that have been degraded by past human activities, including levee construction, irrigation diversions, removal of riparian plantings, and other uses that interfere with natural river development processes.

Project Location:

The project includes two implementation sites within the SE SE 1/4 of Section 10, Township 33 N., Range 21 E. Willamette Meridian. Access for the right bank property is 224 Poorman Creek Road. Access for the left bank is 335 Twisp River Road.

Notice of Public Hearing

OROVILLE RURAL EMERGENCY MEDICAL SERVICES DISTRICT BALLOT PROPOSAL

NOTICE IS HEREBY GIVEN that the Okanogan Board of County Commissioners will conduct a public hearing on Tuesday, May 7, 2019 to take public testimony regarding a resolution providing for the submission to the qualified electors of the Oroville Rural Emergency Medical Services District as defined by the unincorporated areas of School District No. 410, a proposition authorizing continuance and renewal of the property tax levy in an amount not to exceed $.50 per $1,000 assessed valuation for each of six consecutive years beginning in 2020 for the provision of Emergency Medical Services as provided in accordance with RCW 84.52.069.

If the Board decides to move ahead with the proposition, the County Auditor will be instructed to place the proposition on the August 6 Primary Elections ballot for the vote of the property owners within the unincorporated areas of School District No.410 to determine if the levy should continue and be renewed for the provision of emergency medical services.

The SEPA Responsible Official has determined this proposal is categorically exempt from environmental review in accordance with WAC 197-11-800 (14).

The public hearing will be conducted on Tuesday, May 7, 2019 at 3:15 PM in the Okanogan County Commissioners Hearing Room. Verbal testimony will be taken with a time limit of 3-5 minutes per speaker. Written comments may be submitted at the hearing. Written comments will be accepted prior to the hearing and may be submitted in writing or electronically to Lalena Johns, Clerk of the Board, at 123 5th Ave N Ste 150, Okanogan, WA 98840 or at ljohns@co.okanogan.wa.us.
