TAKE NOTICE
On March 22, 2004, Raymond R. Vaughn of Carlton, WA, applied to add a point of withdrawal as authorized by the above referenced certificate. Surface Water Certificate #945, authorizes the diversion of 150cts of water from Methow River from a point located from within the SW1/4 NE1/4 of Section 25 T, 34N, R, E.W.M Okanogan County.
Water is authorized for the purpose of irrigation within the Methow Valley Irrigation District.
The applicant purposes to add a point of withdrawal located within the SW1/4 NE1/4 of Section 16, T.32N., R.22 EWM., Okanogan County.

NOXIOUS WEED
CONTROL BOARD
Inspections Have Begun
The Okanogan County Noxious Weed Control Board has begun inspections of properties for control of noxious weed species designated by the board as enforcement species. Landowners with any of these species present on their property shall be required to control the noxious weeds according to provisions outlined in Chapter 17.10 RCW.
INSPECTIONS SHALL TAKE PLACE FOR THE SPECIES DESIGNATED FOR CONTROL BY THE WASHINGTON STATE NOXIOUS WEED CONTROL BOARD and THE OKANOGAN COUNTY NOXIOUS WEED CONTROL BOARD; a list is available in our office. All State, Federal and private landowners will be notified of noxious weeds present and classified as enforceable and control will be required.
This notice is published according to Board policy to notify landowners in our County that OCNWCB may enter their property according to the provisions outlined in 17.10.160 RCW, and that this notice shall serve as “Reasonable Attempt” as defined according to the aforementioned RCW.

Threshold SEPA Determination
Bretz Large Lot Segregation 2019-1
The applicants, Joe and Renee Bretz, have submitted a large lot segregation application to divide parcels 3827133003, 3827142002 & 3827244004 into six 20 acre parcels. Notice of Final SEPA Determination and Hearing Date
CUP 2019-2 Carpenter Gravel Pit
Notice is hereby given that an application has been submitted by Andrew Carpenter to permit surface mining for a gravel pit in accordance with Okanogan County Code 17A.220.010. The CUP, if approved, would allow a 24.9 acre parcel to be used for surface mining, screening, crushing, stockpiling, hot and cold asphalt batching and concrete batching. The parcel currently has a gravel pit less than three acres. The pit will operate year round and run 24 hours a day during spring, summer and fall depending on demand. The site is located at 147 Cherokee Rd. Omak WA 98841 on tax parcel number 3427180006. According to Washington State Environmental Policy Act (SEPA) regulations, the office of Okanogan County Planning and Development issued a final environmental mitigated determination of non-significance (MDNS) for this proposal. This decision may be appealed in accordance with OCC 14.04.220. Appeals must be made in writing to the Okanogan County Hearing Examiner, 123 5th Ave N Ste. 130, Okanogan, WA 98840. Appeals must be submitted or postmarked by 5:00 p.m. on April 25, 2019. Appeals shall state with specificity the elements of the environmental checklist and resulting determination the appellant finds objectionable and shall state the reason therefore. Appeals must include the $300.00 appeal fee. The public hearing for this project is scheduled for May 23, 2019 at 10:00 am in the Commissioners Hearing Room. Project comments can be submitted up to the hearing date and testimony may be given at the hearing. Failure to comment by this date denies a party standing to appeal the final decision. CANCELLED PUBLIC HEARING
PROPOSED AMENDMENT 2019-1 to CUP 2017-5
NOTICE IS HEREBY GIVEN The Okanogan County Department of Planning & Development is processing an application to amend Conditional Use Permit 2017-5 issued for a cannabis production facility located at 1815 N Pine Creek Rd. near Tonasket, WA 98855 on parcel #3726360022.
The SEPA Responsible Official issued a final mitigated determination of non-significance on March 18, 2019.
Due to the changes adopted to Okanogan County Code (OCC) 17A.290 Cannabis Operations and OCC 17A.220 District Use Chart the applicants have elected to terminate their conditional use permit and proceed under the newly adopted regulation. The application will be processed on an administrative level in accordance with Okanogan County Code.
The public hearing scheduled with the Okanogan County Hearing Examiner on April 25, 2019 has been cancelled.

PUBLIC NOTICE
Okanogan County Public Works, Anna Randall, 1234-A Second Ave South Okanogan, WA 98840, is seeking coverage under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit. The proposed project, Highway 7 Bridge North Project, is located on Highway 7, north of the Tonasket Bridge from milepost 5.320 to milepost 6.630, Township 37 N., Range 27 E.W.M., Sections 16 and 19 in Tonasket, in Okanogan County. This project involves 2 acres of soil disturbance for Highway or Road construction activities. The receiving waterbody is the Okanogan River. Any persons desiring to present their views to the Washington State Department of Ecology regarding this Application, or interested in Ecology’s action on this Application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II anti-degradation requirements under WAC 173-201A-320.

INTERIM OKANOGAN COUNTY CODE REVISIONS
OCC 17A.400.130 (2) WATER AVAILABILITY STUDY AREA
WRIA 48-METHOW RESTRICTED AREAS
NOTICE IS HEREBY GIVEN that the Okanogan Board of County Commissioners will conduct a public hearing on April 29, 2019 to take public testimony regarding ordinance 2019-5 approved on April 1, 2019 that adopted interim code revisions to OCC 17A.400 Water Availability Study Areas. The public hearing is scheduled to meet the procedural requirements found in RCW 36.70.795. The interim code revisions amend OCC 17A.400.130 by adding a new subsection 2 which identifies the Restricted Areas surrounding the closed surface waters listed in WAC 173-548-050 in WRIA #48 as water availability study areas. The effect of this decision is to prohibit the application for land divisions during the time period of the study which is up to 2 years before further review.
The interim code revisions will undergo environmental review and be scheduled for additional public hearings before the Okanogan County Regional Planning Commission followed by the Okanogan Board of County Commissioners.
The public hearing will be conducted on April 29, 2019 at 1:30 p.m. in the Commissioners Auditorium in the Virginia Grainger Building in Okanogan, WA. Verbal testimony will be taken with a time limit of 3 minutes per speaker. Written comments may be submitted at the hearing. Written comments will be accepted prior to the hearing and may be submitted in writing or electronically to Lalena Johns, Clerk of the Board, at 123 5th Ave N Ste 150, Okanogan, WA 98840 or at ljohns@co.okanogan.wa.us.
