Old Schoolhouse Brewery, Inc. has applied for a new State Waste Discharge Permit No. ST0501321 in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW), Chapter 173-216 Washington Administrative Code (WAC), and the Federal Water Pollution Control Act as amended.
Following evaluation of the application and other available information, a draft permit will be developed which would allow the discharge of process wastewater to the Town of Twisp POTW from its facility located at 502 S. Glover St., North Shed, Twisp, WA. All discharges to be in compliance with the Department of Ecology’s Water Quality Standards for a permit to be issued.
The Department of Ecology has determined that it will take no further action on this application at this time. The application and all attachments, submitted January 24, and February 28, 2019 and accepted March 1, 2019, will be become a “temporary permit” effective 30 days following the final date of this notice. Operation consistent with the application and attachments shall be authorized for a period up to 5 years or until Ecology issues a formal permit. A final determination will not be made until all timely comments received in response to this notice have been evaluated.

NOTICE OF INTENT TO ISSUE A LIMITED GENERAL OBLIGATION BOND AND CONDUCT A PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Board of Directors (the “Board”) of Methow Valley School District No. 350, Okanogan County, Washington (the “District”) intends to issue a non-voted limited general obligation bond (the “Bond”) pursuant to RCW 28A.530.080 and will hold a public hearing on March 27, 2019, starting at 5:30PM, or as soon thereafter as possible, in the District Office, 18 Twin Lakes Rd., Winthrop WA 98862, for the purpose of hearing comments from the public on the proposed issuance of the Bond. The proposed Bond will be issued as a limited general obligation bond; will be in the principal amount of not to exceed $450,000; will be dated its date of delivery to the purchaser thereof; will be issued only in fully registered form; will bear interest at the rate(s) to be determined based on market conditions; will mature within three (3) years of the date of issue; may be subject to prepayment prior to maturity of the Bond; will be issued and sold in such manner, at such time as will be required for the purpose for which the Bond is to be issued; and will include other related terms and conditions, all as determined necessary and advisable by the Board. The exact date, form, terms, price, interest rate(s), maturity date, purchaser and repayment schedule of the Bond will be hereafter fixed by resolution of the Board. The proceeds of the Bond will be used to pay costs to upgrade and improve the Methow Valley Elementary School playground and carry out other purposes authorized by RCW 28A.530.080. The principal of and interest on the Bond will be paid from money legally available from the District’s Capital Projects Fund and General Fund, and from other legally available money of the District. Tax proceeds received from the District’s Capital Levy for Health, Safety and Educational Improvements approved by the voters on April 28, 2015, will be used to pay principal of the Bonds. Any person wishing to be heard on the proposed issuance of the Bond should appear at the public hearing and present their views. CANYON ST – STREET & WATER MAIN IMPROVEMENTS PROJECT
Sealed bids will be received by the Town of Twisp, Washington, at City Hall located at 118 S Glover St, Twisp, WA 98856 until 1:00 PM. on April 2, 2019 and will then and there be opened and publicly read aloud.
The improvements for which bids will be received are generally described below:
This project entails the full depth recycling of Canyon St in downtown Twisp, as well as the installation of new 8-inch C900 water main. This project also includes:
• Approximately 675 CY of Roadway Excavation, Incl. Haul, construction of 700 LF of Bioinfiltration swale, and 1,550 tons of Crushed Surfacing Top Course.
• Replacement of approximately 17 water meters and boxes, with 14 1” service connections.
• Spot repairs of the existing sanitary sewer system.

Notice of Final SEPA Determination and Hearing Date
CUP 2017-5 Amendment 2019-1
Notice is hereby given that an application has been submitted by Jared Vermillion on behalf of Glenbrook Partners LLC to amend CUP 2017-5 to permit two additional marijuana grows, four greenhouses and a composting area in accordance with Okanogan County Code 17A.220.010. The amendment, if approved, would allow two additional Tier 3 grows that will have 2.5 acre fenced area and a 12’ x 16’ shed. The existing CUP allows a tier 3 and a tier 2 grows. The green houses will measure 30’ x 100’, 30’ x 50’, and two 30’ x 60’. The composting site will process up to 20 cubic yards of plant based material. The compost will be used onsite as fertilizer. The marijuana grows will employ up to 15 people and operate from 8:00 am to 5:00 pm., Monday through Friday, beginning in May and ending in November. The site is located at 1815 N Pine Creek Rd. near Tonasket, WA 98855 on tax parcel number 3726360022. According to Washington State Environmental Policy Act (SEPA) regulations, the office of Okanogan County Planning and Development issued a final environmental mitigated determination of non-significance (MDNS) for this proposal. This decision may be appealed in accordance with OCC 14.04.220. Appeals must be made in writing to the Okanogan County Hearing Examiner, 123 5th Ave N Ste. 130, Okanogan, WA 98840. Appeals must be submitted or postmarked by 5:00 p.m. on April 5, 2019. Appeals shall state with specificity the elements of the environmental checklist and resulting determination the appellant finds objectionable and shall state the reason therefore. Appeals must include the $300.00 appeal fee. The public hearing for this project is scheduled for April 25, 2019 at 10:00 am in the Commissioners Hearing Room. Project comments can be submitted up to the hearing date and testimony may be given at the hearing. Failure to comment by this date denies a party standing to appeal the final decision.
