NOTICE IS HEREBY GIVEN by the Board of Okanogan County Commissioners that a Public Hearing is set for 3:30 p.m. on Tuesday, March 12, 2019 and will be held in the County Commissioners’ Hearing Room. The hearing is held in order to receive public comment for or against the consideration of a budget supplemental appropriation within the Equipment Reserve Fund #196 in the amount of $25,000. The funds are from Unreserved Beginning Fund Balance and will be used for Small Tools and Minor Equipment. The hearing will be held in the County Commissioners’ Hearing Room located at 123 5th Avenue North, Okanogan, Washington. Persons wishing to comment may attend the hearing or submit their comments in writing to the Commissioners’ Office at 123 5th Avenue North, Rm 150, Okanogan, Washington 98840.

PUBLIC NOTICE
CALL FOR BIDS – OFFICIAL COUNTY NEWSPAPER
The Board of Okanogan County Commissioners intends to contract with a qualified legal newspaper, in accordance with RCW 65.16.020, to serve as the official newspaper for publishing all of Okanogan County’s legal notices for one year beginning July 1, 2019. Qualified proponents are invited to submit bids for serving as Okanogan County’s official county newspaper within which the newspaper is generally circulated.
Responsive Bids shall be submitted no later than Tuesday, March 19, 2019, at 2:00 p.m. to the County Commissioners’ Office located at 123 5th Avenue North, Room 150, Okanogan, Washington, where the bids will be publically opened and read aloud and recorded into the commission’s proceedings.
As provided for in RCW 36.72.075 and subject to the specifications in this invitation to bid, the Board of County Commissioners shall award the bid to the best and lowest responsible bidder. The Award of the contract will be considered by the Board of Commissioners at a Public Meeting on Monday, April 1, 2019 at 3:00 p.m. It is the Board’s intent to award the contract to the winning bidder at that time.
Bids shall be submitted in a sealed envelope clearly marked with the name and address of the bidder and the words “BID FOR OFFICIAL COUNTY NEWSPAPER” as applicable, on the outside of the envelope. Bids that are submitted timely and properly will be opened and read aloud at the Public Meeting. Any bid received after that time shall be null and void and shall be returned unopened to the bidder.

Notice of Final SEPA Determination and Hearing Date
North Cascades Basecamp PDM 2019-1
Notice is hereby given that an application has been submitted by Chris Johnson on behalf of The Bush School to modify the existing North Cascade Basecamp Planned Development. If approved the exterior boundary of the PD which currently encloses 20.51 acres would be expanded to include an adjoining 2 acre parcel. The expansion would allow the 50 foot setback for structures required by the PD to be measured from the amended exterior boundary. The modification will not change the established zoning density for the PD or the allowed uses.
In 1980 the PD was given a final determination of non-significance. The North Cascade Basecamp PD was recorded on 10/18/1983. In 2016 an administrative decision was made after review of a supplemental environmental checklist which determined that activities contemplated in 2015 were consistent with those approved in 1980.
The site is located at 255D Lost River Rd. near Mazama, WA on tax parcel numbers 9100000300 & 9800880012.
The SEPA responsible official issued a Final Determination of Non-Significance in accordance with WAC 197-11-340. This decision may be appealed in accordance with OCC 14.04.220. Appeals must be made in writing to the Okanogan County Hearing Examiner, 123 5th Ave N Ste. 130, Okanogan, WA 98840. Appeals must be submitted or postmarked by 5:00 p.m. on March 22, 2019. Appeals shall state with specificity the elements of the environmental checklist and resulting determination the appellant finds objectionable and shall state the reason therefore. Appeals must include the $300.00 appeal fee.
A public hearing is scheduled for March 28, 2019 at 10:00 a.m. in the Commissioner’s hearing room located on the first floor of the Grainger Administration Building at 123 Fifth Ave. North, Okanogan, Washington, at which time the Hearings Examiner will hear verbal testimony on the issue. Written comments will be accepted prior to the hearing and may be submitted in writing or electronically to pwyllson@co.okanogan.wa.us or mailed or delivered to 123 5th Ave N. Suite 130, Okanogan WA 98840. Written comments may be submitted at the hearing. Failure to comment by this date denies a party standing to appeal the final decision. PUBLIC HEARING NOTICE
(FOR CDBG PUBLIC SERVICES GRANT ONLY)
NOTICE IS HEREBY GIVEN that a public hearing will be held by the Board of Okanogan County Commissioners in their Hearing Room located at 123 5th Avenue North, Okanogan, WA on Monday, March 18, 2019 at 11:00 a.m.
The purpose of the public hearing is review community development and housing needs, inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant (CDBG), and receive comments on proposed activities, particularly from lower income persons residing in Okanogan County. And, to receive comments on the close out the 2018 CDBG contract and hear comments on the application for 2019 CDBG funding.
$81,154 is proposed to be available annually to the county and Okanogan County Community Action Council to fund public services that principally benefit low- and moderate-income persons.
An overview of the proposed public services will be available for review at 123 5th Avenue, Okanogan on March 15, 2019 until 5:00 p.m.
Comments may be submitted either in writing to Okanogan County Clerk of the Board, Lanie Johns at 123 5th Avenue North, Okanogan WA 98840 until March 18, 2019 by 8:30 a.m. or emailed to ljohns@co.okanogan.wa.us

INVITATION TO BID
Sealed bids for the 2019 Gravel Crushing or Supply Project, will be received by Okanogan County at the Office of the Board of County Commissioners, located on the first floor of the Grainger Administration Building, 123 Fifth Avenue North, Room 150, Okanogan, Washington. Mailed proposals must be received by no later than the last working day prior to the bid opening date. Hand carried proposals will be received only by the Clerk of the Board of County Commissioners at the address stated above until 10:45:00AM Pacific Time, Tuesday March 26th , 2019 and will then and there be opened and publicly read. No facsimiles or electronic proposals will be accepted.
All bid proposals shall be accompanied by a bid proposal deposit by certified check, cashier’s check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Okanogan County.
