• Sub-surface soil and asphalt coring samples

• Compaction Testing

• Asphalt Sampling and Testing

• Aggregate Sampling and Testing

• Other road construction related materials testing

• Prepare and Provide all Test Results and Reports to Contracting Agency

All work shall be performed in accordance with the latest WSDOT Standard Specifications, WSDOT Construction Manual and the Local Agency Guidelines.

Respondents please submit two (2) paper copies of your SOQ not to exceed 10 single sided pages each.

Each Firm’s Qualifications Statement will be evaluated and scored on the following categories:

• Firm’s experience in applicable projects

• Staff experience in applicable projects

NOTICE IS HEREBY GIVEN that Okanogan County invites contractors interested in doing business with Okanogan County to submit an application to be included on the Small Works Roster (SWR). The SWR is used for public works projects under Three Hundred Thousand Dollars ($300,000) as provided for in RCW 39.04.155. PUBLIC HEARING

PROPOSED ORDINANCE

OCC 17A.290 Cannabis Operations

OCC 17A.220 District Use Chart

NOTICE IS HEREBY GIVEN that a public hearing has been scheduled in front of the Okanogan County Board of Commissioners to take public comment regarding a proposed ordinance that would amend Okanogan County Code 17A.290 Cannabis Operations and OCC 17A.220 District Use Chart. If adopted, the revised codes would impose new regulations on cannabis operations throughout the county and amend the District Use Chart to identify by zoning the areas compatible for various cannabis operations.

The Okanogan County Board of Commissioners conducted a public hearing on August 27, 2018 on an earlier version of revisions to OCC17A.290 and OCC 17A.220. At the conclusion of the hearing, the BOCC remanded the proposal to the Planning Commission for additional review. The BOCC adopted Ordinance 2018-12 which put new interim controls in place. The Planning Commission conducted a public hearing on the current proposal on January 28, 2019 and has referred the proposal to the BOCC for further consideration.

The SEPA Responsible Official has issued a Final Determination of Non-Significance (DNS) on this proposal in accordance with WAC 197-11-340.

The public hearing will be held on February 25, 2019 at 3:00 p.m. in the Commissioners Auditorium in the Virginia Grainger Building in Okanogan Washington. Verbal comments will be taken at the hearing with a time limit of 5 minutes per speaker. Written comments of any length will be accepted at the hearing. Written comments will be accepted prior to the hearing in either written or electronic form by submitting them to the address listed below.

NOTICE OF APPLICATION AND PUBLIC HEARING

STORRS SHORELINE VARIANCE 2019-01

NOTICE IS HEREBY GIVEN that a public hearing has been scheduled in front of the Okanogan County Hearing Examiner to consider an application received from Jason Storrs for a variance from the shoreline setback requirements in accordance with SMP 14.15.530 for a single family residence in the Rural Shoreline Designation on Gold Creek. They are requesting a reduction from 75’ to 50’ from the ordinary high water mark on their property.

NOTICE IS HEREBY GIVEN that a public hearing has been scheduled with the Okanogan County Regional Planning Commission to consider an ordinance proposed by the Okanogan County Department of Planning & Development, in consultation with the City of Tonasket which if adopted would amend the Okanogan County Zone Map by establishing safety zones adjacent to the Tonasket Airport. The zone map amendments if adopted would depict the area contained within the Zone 1-Flight Operations, Zone 2 Approach/Departure, Zone 3-Transition, Zone 4-Passage, and Zone 5-Airport Effects Area. The designated zones would then be subject to the land use regulation found in Okanogan County Code 17A.300 Airport Safety.

NOTICE IS HEREBY GIVEN that a public hearing has been scheduled in front of the Okanogan County Board of Commissioners to take public comment regarding a proposed ordinance that would amend Okanogan County Code 17A.290 Cannabis Operations and OCC 17A.220 District Use Chart. If adopted, the revised codes would impose new regulations on cannabis operations throughout the county and amend the District Use Chart to identify by zoning the areas compatible for various cannabis operations.

The Okanogan County Board of Commissioners conducted a public hearing on August 27, 2018 on an earlier version of revisions to OCC17A.290 and OCC 17A.220. At the conclusion of the hearing, the BOCC remanded the proposal to the Planning Commission for additional review. The BOCC adopted Ordinance 2018-12 which put new interim controls in place. The Planning Commission conducted a public hearing on the current proposal on January 28, 2019 and has referred the proposal to the BOCC for further consideration.

The SEPA Responsible Official has issued a Final Determination of Non-Significance (DNS) on this proposal in accordance with WAC 197-11-340.

The public hearing will be held on February 25, 2019 at 3:00 p.m. in the Commissioners Auditorium in the Virginia Grainger Building in Okanogan Washington. Verbal comments will be taken at the hearing with a time limit of 5 minutes per speaker. Written comments of any length will be accepted at the hearing. Written comments will be accepted prior to the hearing in either written or electronic form by submitting them to the address listed below.

STORRS SHORELINE VARIANCE 2019-01

NOTICE IS HEREBY GIVEN that a public hearing has been scheduled in front of the Okanogan County Hearing Examiner to consider an application received from Jason Storrs for a variance from the shoreline setback requirements in accordance with SMP 14.15.530 for a single family residence in the Rural Shoreline Designation on Gold Creek. They are requesting a reduction from 75’ to 50’ from the ordinary high water mark on their property.

The property is located North Gold Creek Rd, approximately 6.6 miles south of Carlton. The .68 acre property is Lot 6 Gold Creek Acres. The property can be identified as parcel number 5260060000 located in Section 16, Township 31N, Range 22E, Willamette Meridian.

Variance applications are categorically exempt from the State Environmental Policy Act in accordance with WAC 197-11-800(6)(e). The public hearing is scheduled March 14, 2019 at 10:00 a.m. in the Commissioner’s hearing room located on the first floor of the Grainger Administration Building at 123 Fifth Ave. North, Okanogan, Washington, at which time the Hearings Examiner will hear verbal testimony on the issue. NOTICE IS HEREBY GIVEN that a public hearing has been scheduled with the Okanogan County Regional Planning Commission to consider an ordinance proposed by the Okanogan County Department of Planning & Development, in consultation with the City of Tonasket which if adopted would amend the Okanogan County Zone Map by establishing safety zones adjacent to the Tonasket Airport. The zone map amendments if adopted would depict the area contained within the Zone 1-Flight Operations, Zone 2 Approach/Departure, Zone 3-Transition, Zone 4-Passage, and Zone 5-Airport Effects Area. The designated zones would then be subject to the land use regulation found in Okanogan County Code 17A.300 Airport Safety.
