It shall be the duty of each Bidder to submit his/her bid on or before the hour and date specified. Any bids received after the time for opening will not be considered. Bids will be publicly opened and read aloud at the designated location and time.
A Pre-bid Conference for will be held at 10 a.m., Wednesday, February 6, 2019 at the Town Hall, 118 South Glover Street, Twisp, WA 98856. Attendance is recommended, not mandatory.
Work generally consists of construction of a new south parallel taxiway, connecting taxiways and taxilanes to include approximately 9,500 square yards of asphalt removal, 5,000 cubic yards of excavation and embankment, 2,300 cubic yards of base course, 2,200 Tons of asphalt pavement. Other tasks include pavement markings, fencing, erosion control, hydroseeding, and herbicide.
The Contract Documents will be made available on January 30, 2019. Free-of-charge access to project bid documents is available at www.to-engineersplanroom.com. Bid documents may be ordered in hard copy format for purchase at cost (nonrefundable). Electronic documents in PDF format may be downloaded for no cost. A contract according to the General Conditions, Supplemental General Conditions, Special Provisions, and Addenda (if applicable) shall be signed prior to work commencing. Each bid must be accompanied by a cashier’s check, money order or surety bid bond in an amount not less than five percent (5%) of the total bid, made payable to the Town of Twisp. A performance bond, payment bond, and liability insurance in accordance with the contract documents will be required for the Contract.
Prospective Contractors are notified that the work under this Contract is funded in part by a grant from the Washington Department of Transportation Aviation Division. The Contractor will be required to comply with all applicable Federal and State Equal Employment Opportunity Laws and Regulations.

EXTENSION OF TEMPORARY MORATORIUM UPON THE APPROVAL
AND ESTABLISHMENT OF NEW OVERNIGHT/TRANSIENT RENTALS
NOTICE IS HEREBY GIVEN THAT the Winthrop Town Council will hold an open record public hearing on the adoption of Ordinance 710, which was adopted on January 2, 2019 pursuant to RCW 35.63.200, as follows: imposing a temporary moratorium upon the approval and establishment of new overnight/transient rentals; setting forth findings of fact in support of said moratorium; stating the effect on vested rights; providing for severability; scheduling a public hearing date; authorizing official interpretations by the Town of Winthrop planner; declaring an emergency and establishing an immediate effective date; and allowing for summary publication by title only.
The public hearing will be held on February 6, 2019 at 6:05 pm, at the Hen House of the Winthrop Auditorium, 51 Highway 20, Winthrop, Washington. The hearing will be conducted in accord with WMC Chapter 19.10. Any person desiring to present written or oral testimony may do so at the hearing, and by doing so shall have standing as a party of record. Any person requiring assistance to access the hearing is urged to contact Town Hall at least 24 hours in advance.

The Town of Twisp is hereby providing a notice of decision regarding final approval of Konrad Long Plat File No. TWP LP 18-01. The final plat of Parcel No. 33221700258 creates 7 lots ranging in size from 5063 to 7300 square feet with approximately 4558 square feet of common area. The PD, encompassing 3.25 acres, entails development of Parcel No. 3322170391 into 14 building lots ranging size from 3200 to 4250 square feet with approximately 40% of the site remaining as open space. CUP 2018-7 Mazama Starlight Nightly Rental
Notice is hereby given that an application has been submitted by Mark Ryan of Ryan & Kuehler, PLLC on behalf of Mazama Starlight, LLC to permit a nightly rental in accordance with Okanogan County Code 17A.220.010. The CUP, if approved, would allow a 2060sq ft. residence to be used as a nightly rental. The nightly rental would operate year-round and would allow up to 8 guests per stay. The site is located at 1 Nordic Village Rd near Mazama, WA on tax parcel number 6240000700. According to Washington State Environmental Policy Act (SEPA) regulations, the office of Okanogan County Planning and Development issued a threshold environmental Determination of Non-Significance (DNS) for this proposal. PUBLIC HEARING
FINAL MITIGATED DETERMINATION OF NON-SIGNIFICANCE
PROPOSED ORDINANCE OPENING WATV ROUTES
NOTICE IS HEREBY GIVEN: The Okanogan Board of County Commissioners has scheduled a public hearing to take comments regarding an ordinance proposed by the Okanogan County Department of Public Works which, if adopted as proposed, would open approximately 90.951 miles of county roads located primarily in Commissioner District 1 and part of District 2 with a speed limit of 35 mph or less to be used by wheeled all-terrain-vehicles (WATV). There are approximately 150.470 miles of roads in the project area that are eligible to be opened to WATV use that were removed from the proposal due to environmental and resource concerns caused by the possibility of illegal ridership. The county currently manages a road system of 1337.662 miles
The SEPA Responsible Official has issued a Final Mitigated Determination of Non-Significance (MDNS) in accordance with WAC 197-11-350.
The public hearing is scheduled for February 25, 2018 at 1:30 p.m. in the Commissioners Auditorium in the Virginia Grainger Building in Okanogan Washington. Verbal testimony may be given at the hearing with a time limit of 5 minutes per speaker. Written comments of any length may be submitted at the hearing. Comments may be submitted prior to the hearing in writing or electronically.

• Prepare and Provide all Test Results and Reports to Contracting Agency

NOTICE IS HEREBY GIVEN that Okanogan County invites contractors interested in doing business with Okanogan County to submit an application to be included on the Small Works Roster (SWR). The SWR is used for public works projects under Three Hundred Thousand Dollars ($300,000) as provided for in RCW 39.04.155.
