The Methow Watershed Council (MWC) is sponsoring Water 2066: A Vision for the Methow. The MWC has issued a Request for Proposals for the following work: (1) facilitation of meetings with identified water stakeholders including governmental agencies, sovereign tribes, and NGOs, (2) the facilitation of two community scoping workshops and (3) a final written report. The work is to be completed by March 31, 2020. Public Hearing Notice

NOTICE IS HEREBY GIVEN by the Board of Okanogan County Commissioners that a Public Hearing is set for 2:30 p.m. on Tuesday, January 22, 2019 and will be held in the County Commissioners’ Hearing Room. The hearing is held to receive public comment for or against the consideration of a supplemental appropriation within Public Health fund 670 in the amount of $150,000. The funds are from the Unreserved Fund Balance and will be used for reserves. The hearing will be held in the County Commissioners’ Hearing Room located at 123 5th Avenue North, Okanogan, Washington. PUBLIC HEARING

FINAL DETERMINATION OF NON-SIGNIFICANCE

PROPOSED ORDINANCE

OCC 17A.290 Cannabis Operations

OCC 17A.220 District Use Chart

NOTICE IS HEREBY GIVEN that a public hearing has been scheduled in front of the Okanogan County Regional Planning Commission to take public comment regarding a proposed ordinance that would amend Okanogan County Code 17A.290 Cannabis Operations and OCC 17A.220 District Use Chart. If adopted, the revised codes would impose new regulations on Cannabis Operations throughout the county and amend the District Use Chart to identify by zoning the areas compatible for various cannabis operations.

The Okanogan Board of County Commissioners conducted a public hearing on August 27, 2018 on an earlier version of revisions to OCC17A.290 and OCC 17A.220. At the conclusion of the hearing, the BOCC remanded the proposal to the Planning Commission for additional review. The BOCC adopted Ordinance 2018-12 which put new interim controls in place. The Planning Commission has released the current proposal for public review.

The SEPA Responsible Official has issued a Final Determination of Non-Significance (DNS) on this proposal in accordance with WAC 197-11-340.

The public hearing will be held on January 28, 2019 at 7:00 p.m. in the Commissioners Auditorium in the Virginia Grainger Building in Okanogan Washington. Verbal comments will be taken at the hearing with a time limit of 5 minutes per speaker. Written comments of any length will be accepted at the hearing. Written comments will be accepted prior to the hearing in either written or electronic form by submitting them to the address listed below.

THRESHOLD DETERMINATION OF NON-SIGNIFICANCE

PROPOSED ZONE MAP AMENDMENT

AIRPORT SAFETY ZONES

TONASKET AIRPORT

NOTICE IS HEREBY GIVEN that the Okanogan County Department of Planning & Development, in consultation with the City of Tonasket has proposed an ordinance which if adopted would amend the Okanogan County Zone Map by establishing safety zones adjacent to the Tonasket Airport. The zone map amendments if adopted would depict the area contained within the Zone 1-Flight Operations, Zone 2 Approach/Departure, Zone 3-Transition, Zone 4-Passage, and Zone 5-Airport Effects Area. The designated zones would then be subject to the land use regulation found in Okanogan County Code 17A.300 Airport Safety.

The SEPA Responsible Official has issued a Threshold Determination of Non-Significance (DNS) regarding the proposal. Comments regarding the threshold determination should be submitted in writing or electronically no later than 5:00 pm, January 31, 2019. Comments should be submitted to cingle@co.okanogan.wa.us or mailed or delivered to 123 5th Ave N. Suite 130, Okanogan WA 98840.

NOTICE OF QUORUM

Notice is hereby given that a quorum of the Three Rivers Hospital Board of Commissioners will attend an exit meeting held by the Washington State Auditor’s Office at 3 p.m. Wednesday, January 16, 2019, in the McKinley Conference Room at Three Rivers Hospital, 507 Hospital Way, Brewster WA 98812.

The Auditor’s Office will discuss the results of its audit of the hospital district’s financials for the year 2017. The Board of Commissioners will not take action during this meeting.
