TOWN OF WINTHROP NOTICE TO CONSULTANTS
General Sewer Plan Update
The Town of Winthrop Washington solicits interest from consulting firms with expertise in civil, hydraulic analysis, WW lagoon systems and financial planning to update the Towns General Sewer Plan. Work content will include all requirements listed WAC 173-240-020 (7)(f) consistent with key outcomes as provided in supplemental information. The Town of Winthrop reserves the right to retain the services of the selected Consultant(s) for subsequent phases of projects undertaken within the above scope of services.
Submittals should include the following information: Firm name, address, phone, and email addresses; Name of Principal-in-Charge and Project Manager; sub-consultants (if any); the names and experience of employees that would work on the project, examples of successful projects of similar scope. Submittals will be evaluated and ranked based on the following criteria: 1) Key personnel; 2) Firm experience on similar projects; 3) Firm familiarity with the Town of Winthrop and immediate area; 4) Firm experience with environmental planning and permitting process; 5) Ability to meet schedule; 6) Approach to project; 7) Familiarity with relevant codes, standards and regulations; 8) Past performance/references; 9) Experience in successful federal and state grant/loan applications. NOTICE IS HEREBY GIVEN that the Town of Winthrop has adopted its Ordinance No. 710, which in summary, extends a temporary moratorium upon the approval and establishment of new overnight/transient rentals; sets forth findings of fact in support of said moratorium; states the effect on vested rights; provides severability; schedules a public hearing date; authorizes official interpretations by the Town of Winthrop Planner; declares and emergency and establishes an immediate effective date.
Said ordinance may be examined at the Winthrop Town Hall during regular business hours or a copy will be mailed upon request.

DETERMINATION OF SIGNIFICANCE AND SCOPING NOTICE
REVISED OKANOGAN COUNTY COMPREHENSIVE PLAN
EXTENSION OF SCOPING PERIOD
Notice is hereby given that the Okanogan County Office of Planning and Community Development has proposed revisions to the 2014 Okanogan County Comprehensive Plan. The Comprehensive Plan proposal is prepared in accordance with RCW 36.70 Planning Enabling Act, RCW 36.70A Growth Management Act, and other applicable case law and requirements. The Comprehensive Plan contains policies that inform other land use regulation in all unincorporated areas of the county. The proposed revisions to the comprehensive plan consider the medium range of population increase prepared by the OFM which projects that the population will increase by 3511 people by the year 2040. The revised comprehensive plan includes three alternative policy approaches for dealing with the projected population increase.
A Determination of Significance was published on November 14 and 15, 2018 and a scoping period was initiated. In response to requests from the public and in light of the holiday season just completed the SEPA Responsible Official for Okanogan County has extended the scoping comment period.
Agencies, affected tribes, and members of the public are invited to comment on the scope of the EIS. You may comment on alternatives, mitigation measures, or other probable, significant, and adverse impacts related to the proposal.
