Jr. Taxing District’s 2019 Budget
NOTICE IS HEREBY GIVEN, by the Board of Okanogan County Commissioners that a Public Hearing is scheduled for adoption of the listed Jr. Taxing Districts 2019 budget. Brewster, Conconully, Coulee Dam, Elmer City, Nespelem, Okanogan, Omak, Oroville, Pateros, Riverside, Tonasket, Twisp, Winthrop, Hospital 1, Hospital 3, Hospital 4, Fire 1, Fire 2, Fire 3, Fire 4, Fire 6, Fire 7, Fire 8, Fire 9, Fire 10, Fire 11, Fire 12, Fire 15, Fire 16, Cemetery 1, Cemetery 2, Cemetery 3, Cemetery 4, Fire 15 EMS, Pateros EMS, Brewster EMS, Twisp EMS, Winthrop EMS, Tonasket P&R, Tonasket EMS, and Methow Valley EMS. THRESHOLD DETERMINATION OF NON-SIGNIFICANCE
PROPOSED ORDINANCE
OCC 17A.290 Cannabis Operations
OCC 17A.220 District Use Chart
NOTICE IS HEREBY GIVEN The Okanogan County Department of Planning & Development, working with the Okanogan County Regional Planning Commission and the Cannabis Advisory Committee, has proposed an ordinance that would amend Okanogan County Code 17A.290 Cannabis Operations and OCC 17A.220 District Use Chart. If adopted, the revised codes would impose new regulations on Cannabis Operations throughout the county and amend the District Use Chart to identify by zoning, the areas compatible for various cannabis operations.
The Okanogan Board of County Commissioners conducted a public hearing on August 27, 2018 on an earlier version of revisions to OCC17A.290 and OCC 17A.220. At the conclusion of the hearing, the BOCC remanded the proposal to the Planning Commission for additional review. The BOCC adopted Ordinance 2018-12, which put new interim controls in place. The Planning Commission has released the current proposal for public review.
The SEPA Responsible Official has prepared an Environmental Checklist and has issued a Threshold Determination of Non-Significance (DNS) on this proposal in accordance with WAC 197-11-340. Comments regarding the Threshold Determination may be submitted, in writing, to the address listed below. Deadline for submitting comments regarding this Threshold Determination will be 5:00 pm, January 7, 2019. Date of publishing is December 19 and 20, 2018.

Following the initial comment period and final SEPA determination a public hearing will be scheduled before the Okanogan County Regional Planning Commission. NOTICE IS HEREBY GIVEN that the Okanogan County Office of Planning and Development has issued a Threshold Determination of Non-Significance for the Barrett Shoreline Restoration Project.

Barrett Shoreline Substantial Development Permit, SDP 2018-4
NOTICE IS HEREBY GIVEN that Todd and Brenda Barrett have submitted a Joint Aquatic Resource Permit Application (JARPA) for an Okanogan County Shoreline Substantial Development Permit. The project involves removing the unauthorized placement of boulders within the OHWM of Palmer Lake and replacing them with soft shoreline stabilization techniques, including the planting of trees, shrubs, and seeding of grass cover immediately above and below the OHWM. Natural fiber logs and netting, as well as sediment retention screen, will be used to prevent erosion of the shoreline and sediment delivery to Palmer Lake.
Location of Proposal, including street address, if any: The project is located approximately 7 1/2 miles northerly of the Town of Loomis, WA on parcel 3926060101, Township 39 North, Range 26 E.W.M. Section 06, within Okanogan County.
PROJECT CONSISTENCY: This application will be reviewed in accordance with the Master Program for Okanogan County Shoreline Management, Growth Management Critical Areas Regulations, Okanogan County Code, Title 14 (Environment), Okanogan County Code, Title 15.08 (Floodplain Management) and all other applicable County regulations. The Project has been reviewed and found to be consistent with requirements established by the Master Program for Okanogan County Shoreline Management. COMMENT PERIOD: Any person has the right to comment on this application, receive notice and participate in, any hearings (if scheduled), and request a copy of the decision once made. Any person may appeal a decision in accordance with RCW 90.58.180. Okanogan County Department of Public Works Toats Coulee SE 2018-18
NOTICE IS HEREBY GIVEN that Okanogan County Department of Public Works has submitted a Joint Aquatic Resource Permit Application (JARPA) for an Okanogan County Shoreline Exemption.
The bridge abutments have been exposed by high flows of Sinlahekin Creek. To avoid failure of this structure rip rap will be placed under the bridge around the abutment to protect it from further exposure. Last year rip rap was placed on the opposite bank as an emergency measure against high flows. As a result some rip rap ended up in the channel, this rock will be removed with equipment on site.
The project is in Sinlahekin Creek within Toats Coulee Road Right of Way, 1 mile north of the Town of Loomis, WA. Township 39 North, Range 25 E.W.M. in Section 26.
