Notice of Adoption – Ordinance #742
An Ordinance of the Town of Twisp, Washington, repealing Chapter 2.105 of the Twisp Municipal Code and adding a new Chapter 2.105 which establishes a Town Tree Board, sets forth the duties and responsibilities of such Town Tree Board, regulates street trees and park trees and other provisions related to the planting and maintenance of trees within the Town limits of the Town of Twisp, and providing penalties therefor.
Said ordinance may be examined at the Twisp Town Hall during regular business hours or mailed upon request.
This notice is given by order of the Town Council and pursuant to RCW 35.27.300.

OKANOGAN COUNTY COMMISSIONERS OFFICE
WATER RESOURCE INVENTORY AREA 49 UPDATE
NOTICE TO CONSULTANTS FOR TECHNICAL WRITING SERVICES-FACILITATION
Okanogan County, on behalf of the Initiating Governments for WRIA 49 solicits interest from consulting firms with expertise in facilitation and technical writing to draft the updates to the WRIA 49 watershed plan as required by RCW 90.94 that is consistent with the requirements of ESSB 6091 and the Net Ecological Benefit Guidelines developed by the Department of Ecology. The qualifications of responding consultants will be considered for the following project scope of work.
PROJECT DESCRIPTION
The work to be performed by the CONSULTANT consists of drafting a work plan as noted above. The scope of work to be performed includes:
1) Facilitate the meetings of the WRIA 49 Planning Unit monthly and as needed to complete the project.
2) Obtain and review work group input on structure and content of the update.
3) Facilitate planning unit review of the water demands from permit exempt wells for a 20 year planning horizon.
4) Facilitate planning units work to identify and prioritize a project and action list that will measure, protect, and enhance instream resources and improve watershed functions that support the recovery of threatened and endangered salmonids.
5) Review project and action list for compliance with the requirements of ESSB 6091 and the Net Ecological Benefits Guidelines developed by the Department of Ecology.
6) Draft watershed plan update for submittal to the Department of Ecology that meets the requirements of ESSB 6091 and the Net Ecological Benefits Guidelines developed by the Department of Ecology.
7) Desired completion of scope of work by September 30, 2020.
SUBMITTAL
Submittals should be limited to 10, 8.5 by 11 single-sided pages and must include the following information: Firm name, phone and fax numbers; Name of Principal-in-Charge.
1) Key personnel to perform work; 2) Firm experience with same or similar projects; 3) Familiarity with relevant codes and standards; 4) Past performance/references; 5) Ability to meet schedule including projected timeline for completion of key steps.
Project is funded through a watershed plan update grant with the Washington state Department of Ecology.

Barkley Shoreline Substantial Development Permit, SDP 2018-5
NOTICE IS HEREBY GIVEN that Barkley Irrigation Company has applied to replace the earthen diversion system that currently delivers water through gravity conveyance to users irrigating over 600 acres with a pump to pipe and then gravity piped pressurized system. The goal of the project is to reduce diversion of water from the Methow River to increase summer flows while providing long term water reliability for the Barkley Irrigation Canal and to allow future habitat enhancements/restoration projects to advance around the former diversion site.
The other major components of the project include approximately 8 miles of pipeline for Barkley 4 miles of MVID East Canal and up to 6 satellite wells. Completion of this work will fully enclose both irrigation purveyors systems and complete their efficiency upgrades, this work for both will simultaneously and will complete all infrastructure improvements.
Location of Proposal, including street address, if any: The new point of diversion is approximately 4 miles downstream of the historic Barkley diversion side-channel on river left with in the NE 1/4 NE 1/4 of Township 34 North, Range 21 E.W.M. in Section 25, approximately 3 miles southerly of the Town of Winthrop, WA.
PROJECT CONSISTENCY: This application will be reviewed in accordance with the Master Program for Okanogan County Shoreline Management, Growth Management Critical Areas Regulations, Okanogan County Code, Title 14 (Environment), Okanogan County Code, Title 15.08 (Floodplain Management) and all other applicable County regulations. The Project has been reviewed and found to be consistent with requirements established by the Master Program for Okanogan County Shoreline Management. PROPOSED CODE AMENDMENT
OCC 17A.400.130 WATER AVAILABILITY STUDY AREA
UPPER TUNK, LOWER TUNK, TAMARACK SPRING
NOTICE IS HEREBY GIVEN that a public hearing will be conducted by the Okanogan County Board of County Commissioners on January 7, 2019 regarding a proposed ordinance amending OCC 17A.400.130 Water Availability Study Areas to identify the Upper Tunk, Lower Tunk, and Tamarack Spring Basins located in Water Resource Inventory Area #49 as water availability study areas. If adopted the amendment would initiate a study of the potential water demand created by the use of permit exempt wells and the potential impact the water use would have on senior water users. The length of the study would not exceed two years. During the period of the study no application for the subdivision of property that proposes to use permit exempt wells as the source of potable water will be accepted.
On August 25, 2018 the Okanogan Board of County Commissioners approved ordinance 2018-13 adopting the proposed amendment as interim controls.
The SEPA Responsible Official has issued a Final Determination of Non-Significance (DNS) regarding the proposed code amendment. The Okanogan County Regional Planning Commission conducted a public hearing on the proposed amendment on November 19, 2018. After their review the planning commission recommends the BOCC adopts the proposal.
The public hearing will be conducted on January 7, 2019 at 1::30 p.m. in the Commissioners Auditorium in the Virginia Grainger Building in Okanogan, WA. Verbal testimony will be taken with a time limit of 3 minutes per speaker. Written comments may be submitted at the hearing. THRESHOLD MITIGATED DETERMINATION OF NON-SIGNIFICANCE
PROPOSED ORDINANCE OPENING WATV ROUTES
NOTICE IS HEREBY GIVEN: The Okanogan County Department of Public Works has proposed an ordinance which, if adopted as proposed, would open approximately 90.951 miles of county roads located primarily in Commissioner District 1 and part of District 2 with a speed limit of 35 mph or less to be used by wheeled all-terrain-vehicles (WATV). There are approximately 150.470 miles of roads in the project area that are eligible to be opened to WATV use that were removed from the proposal due to environmental and resource concerns caused by the possibility of illegal ridership. The county currently manages a road system of 1337.662 miles
The SEPA Responsible Official has reviewed the proposal and prepared an Environmental Checklist and has issued a Threshold Mitigated Determination of Non-Significance (MDNS) in accordance with WAC 197-11-350. Comments regarding the Threshold Determination may be submitted in writing to the address listed below. Deadline for submitting comments regarding this Threshold Determination will be 5:00 pm, December 28, 2018.
A final SEPA Environmental Determination will be issued and a public hearing will be scheduled in front of the Okanogan Board of County Commissioners following the close of the SEPA Threshold comment period.

Tucker Shoreline Substantial Development Permit, SDP 2018-3
NOTICE IS HEREBY GIVEN that Burke Tucker has submitted a Joint Aquatic Resource Permit Application (JARPA) for an Okanogan County Shoreline Substantial Development Permit. The applicant proposes to replace a section of concrete seawall that is cracking and collapsing into Lake Osoyoos. The new seawall will be constructed in the same location as the existing and will run from the southern edge of the property to the northernmost edge of the existing concrete patio. During construction existing stairs and patio slab will be replaced. The section of seawall north of the patio will not be replaced. Sections of the remnant concrete shoreline protection below the OHWM will be removed from the lake.
