NOTICE TO FILE DECLARATION OF CANDIDACY FOR ELECTION FOR DISTRICT DIRECTOR
NOTICE IS HEREBY GIVEN that an election of the MVID will be held. The District will elect one member to the Board of Directors to serve in Position 3 for a three (3) year term commencing January 1, 2019. Any qualified elector of the District interested in becoming a candidate must be sponsored by ten qualified electors of the District whose signatures appear on a petition that will show his/her intention of becoming a candidate for Directorship. Petition blanks may be obtained from the District Secretary at (509) 997-2576 or mvid2@methownet.com. The signed petitions must be filed with the District Secretary no later than 5:00 PM on Monday, November 5, 2018. Should the Secretary receive only one signed petition for the position, under the amended State Irrigation Statute, an election will not be necessary.

TOWN OF WINTHROP
PUBLIC HEARING NOTICE
NOTICE IS HEREBY GIVEN that the Winthrop Town Council will hold a public hearing on the revenue sources for the 2019 current expense fund budget and the setting of the annual Ad Valorem (property) and Emergency Medical Service taxes for the year 2019 for the Town of Winthrop at 6:05 pm on Wednesday, November 7, 2018 in the back room (Hen House) of the Winthrop Barn, 51 SR20.
NOTICE IS ALSO GIVEN that the 2019 preliminary budget for the Town of Winthrop has been filed with the Town Clerk. Preliminary hearing on said budget is set for October 24, 2018 at 6:00 pm in the Hen House. Draft Budget will be available at Winthrop Town Hall on November 9, 2018. Final public hearing on said budget will be held on November 21, 2018 at 6:05 pm in the Hen House.
All interested persons may appear and be heard at said time and place. Written comments must be received by the time of hearing in order to be considered. All persons requiring assistance in accessing the Winthrop Barn are requested to contact Town Hall at 996-2320 at least one day prior to the hearing.
The property tax ordinances can be reviewed at Winthrop Town Hall or mailed upon request.

The Okanogan County Fire District 6 commissioners will hold a Special Meeting on Thrs, November 15th starting immediately after the Budget Hearing which starts at 5:00 pm. The Special Meeting is to discuss the 2019 Budget. The Meeting location is 434 W Second Ave in Twisp (Twisp Fire Hall).

Okanogan County Department of Public Works and Central Landfill will be installing a new Truck Scales from November 8th through 13th 2018.
On these dates there will be expected delays and long lines while the contractors work to replace the current scales that are outdated.

Notice of Application and SEPA Exemption
An application for a short subdivision has been submitted by Tackman Surveying, LLC on behalf of Robert & Christie Nolin to divide 10.5 acres into 2 lots. DeVries Bulkhead Removal SDP 2018-2
Final SEPA Determination
In response to a settlement agreement with Washington Department of Ecology, a rock bulkhead will be removed from the shoreline area and the original riparian and wetland areas will be restored to historic conditions. Restoration areas total 6,500 SF, approximately 450 CY of cut material (fill and bulkhead) will be removed from the site.
Project Location:
The project is located approximately 1 1/2 mile northerly of the City of Oroville, WA on parcel 4027080044, Township 40 North, Range 27 E.W.M. Section 08.
This decision may be appealed in accordance with OCC 14.04.220. Appeals must be made in writing to the Okanogan County Hearing Examiner, 123 5th Ave N Ste. 130, Okanogan, WA 98840. Appeals must be submitted or postmarked by 5:00 pm November 15, 2018. Appeals shall state with specificity the elements of the environmental checklist and resulting determination the appellant finds objectionable and shall state he reason therefore. Appeals must include the $300.00 appeal fee. The date of publication in Okanogan County’s periodical of record is October 31 & November 1, 2018. Failure to file a timely appeal shall constitute waiver of all rights to an administrative appeal under county code.
