NOTICE OF APPLICATION FOR A NEW MITIGATED APPROPRIATION OF PUBLIC WATERS UNDER APPLICATION NO. G4-33213
TAKE NOTICE: That on September 7, 2018, Barkley Irrigation Company (BIC) of University Place, Washington applied under Application No. G4-33213 to appropriate ground water, subject to existing rights. Application No. G4-33213 requests 1600 gallons per minute and 750 acre-feet per year for the seasonal irrigation of 187.4 acres from up to 10 wells adjacent to the Methow River. The location of the proposed wells and irrigated area lies within Sec. 24 and 25, T. 34 N, R. 21 E.W.M., and Sec. 19 and 30, T. 34 N., R. 22 E.W.M.
This application is part of a previously noticed mitigation project wherein historic irrigation claims (Claim No. 129470 and 129471) from BIC are being transferred to Ecology’s trust water program for instream flow and mitigation. The transfer to instream flow is intended to benefit the Methow River from the historic point of diversion to the confluence with the Columbia River. This transfer is also intended to mitigate for BIC’s irrigation under G4-33213, surface water application S4-33166, facilitate irrigation efficiency improvements associated with BIC, and potentially mitigate additional instream and out-of-stream uses within the Methow River Basin that will be noticed in future water right processing.
Protests or objections to the approval of these applications must include a detailed statement of the basis for objections. All letters of protest will become public record. Cash shall not be accepted. Fees must be paid by check or money order and are nonrefundable. Protests must be accompanied by a fifty dollar ($50) recording fee payable to the Department of Ecology, and filed with the Department of Ecology Cashiering Unit, P.O. Box 47611, Olympia, WA 98504-7611 within thirty (30) days from (last date of publication).

METHOW VALLEY IRRIGATION DISTRICT
EQUALIZATION MEETING NOTICE
Notice is hereby given that the Methow Valley Irrigation District’s Board of Directors will conduct the annual equalization meeting on Monday, October 8, 2018 at 6:00 p.m. at the River Bank in Twisp, Washington. The purpose of the meeting is to equalize assessments for the 2019 irrigation season. In the event the Board concludes the business that may come before it prior to 7:00 p.m., the Regular Meeting of the MVID will immediately follow the Equalization meeting.
The assessment roll is on file in the district office for the inspection of all persons interested. Upon the day specified in this notice, the Board of Directors, constituted a Board of Equalization for that purpose, shall meet and continue in session from day to day as long as may be necessary, not to exceed ten days, exclusive of Sundays, to hear and determine such objections to said assessment roll as may come before them; and the Board may change the same as may be just.
Any member who cannot attend the meeting is encouraged to submit a letter stating his or her comments to or request of the Board on or before October 1, 2018 to the district office at PO Box 860, Twisp, WA 98856.
All lands will be fully assessed unless the parcel owner petitions the Board to hear and determine if a reduced assessment is warranted. No lands will be equalized after this date. Questions may be directed to the District Office at (509) 997-2576.

INVITATION TO BID
Sealed bids for 2018 Countywide Guardrail Safety project, will be received by Okanogan County at the Office of the Board of County Commissioners, located on the first floor of the Grainger Administration Building, 123 Fifth Avenue North, Room 150, Okanogan, Washington. Mailed proposals must be received by no later than the last working day prior to the bid opening date. Hand carried proposals will be received only by the Clerk of the Board of County Commissioners at the address stated above until 11:00 A.M. Pacific Time, Tuesday, October 2, 2018 and will then and there be opened and publicly read. No facsimiles or electronic proposals will be accepted.
All bid proposals shall be accompanied by a bid proposal deposit in the form of certified check, cashier’s check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Okanogan County.
Maps, plans and specifications are available upon payment of a non-refundable fee in the amount of $15 per USB Flash Drive or $65 per hard copy set, at the office of the County Engineer, 1234A 2nd Ave. South, Okanogan, WA 98840 or contact the Contracts Administrator at 509-422-7300. Bid proposals must be submitted on the original documents provided in the accompanying bid packet.
Informational copies of the maps, plans and specifications will be on file for inspection at the office of the County Engineer at the address noted above, the County website at www.okanogancounty.org/PW and in various plan centers located in Washington.
The County of Okanogan in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex, in consideration for an award.

This is a Federally Funded project that will install / upgrade guardrail at key locations within the county to protect over embankment hazard. Work will include bank stabilization. With guardrail totaling approximately 5.23 miles. The improvements include beam guardrail type 31 — 8 and 11 foot posts, non-flared terminals, guardrail type 10 anchors, project temporary traffic control, and other work, all in accordance with the Contract Plans, Contract Provisions, and the Standard Specifications.

DeVries Shoreline Substantial Development Permit, SDP 2018-2
NOTICE IS HEREBY GIVEN that Teade and Janna DeVries have submitted a Joint Aquatic Resource Permit Application (JARPA) for an Okanogan County Shoreline Substantial Development Permit. In response to a settlement agreement with Washington Department of Ecology they have applied to remove a rock bulkhead from the shoreline area and the original riparian and wetland areas will be restored to historic conditions. Restoration areas total 6,500 SF, approximately 450 CY of cut material (fill and bulkhead) will be removed from the site.
Location of Proposal, including street address, if any: The project is located approximately 1 1/2 mile northerly of the City of Oroville, WA on parcel 4027080044, Township 40 North, Range 27 E.W.M. Section 08, within Okanogan County.
PROJECT CONSISTENCY: This application will be reviewed in accordance with the Master Program for Okanogan County Shoreline Management, Growth Management Critical Areas Regulations, Okanogan County Code, Title 14 (Environment), Okanogan County Code, Title 15.08 (Floodplain Management) and all other applicable County regulations. The Project has been reviewed and found to be consistent with requirements established by the Master Program for Okanogan County Shoreline Management.
COMMENT PERIOD: Any person has the right to comment on this application, receive notice and participate in, any hearings (if scheduled), and request a copy of the decision once made. Any person may appeal a decision in accordance with RCW 90.58.180.
