PUBLIC HEARING
PROPOSAL TO PURCHASE COUNTY SURPLUS PROPERTY
NOTICE IS HEREBY GIVEN that the Okanogan Board of County Commissioners has received a proposal from Larry Henke of Sinlahekin Bighorn Surveying on behalf of Dave Tabor to purchase approximately .39 (point three nine) acres from property identified by parcel #3927260056 and 3927260039 owned by Okanogan County Public Works – Solid Waste Division. The county property adjoins land owned by the proponent. A public hearing has been scheduled to consider whether the property is surplus to the needs of the Okanogan County/Public Works Department and to consider the offer to purchase the property. If sold to the proponent the property will be absorbed into the adjoining property through boundary line adjustments to reconcile discrepancies between legal descriptions and existing fence lines and to improve access to the proponent’s property.
The county property is located north of Ellisforde at 65 Swanson Mill Road (Ellisforde Transfer Station)
The SEPA Responsible Official has determined this proposal is exempt from environmental review in accordance with WAC 197-11-800 (5).
The public hearing has been scheduled to consider whether the property is surplus to the needs of solid waste and to consider the proposal. The public hearing will be conducted on August 14, 2018 at 11:00 a.m. in the Commissioners Auditorium in the Virginia Grainger Building in Okanogan, WA. Verbal testimony will be taken with a time limit of 5 minutes per speaker. Written comments may be submitted at the hearing. Written comments will be accepted prior to the hearing and may be submitted in writing or electronically to Lalena Johns, Clerk of the Board, at 123 5th Ave N Suite 150, Okanogan, WA 98840 or at ljohns@co.okanogan.wa.us.

Lodging Tax Revenue Application
The county is accepting applications for Lodging Tax Revenue for 2019 Tourism marketing and promotion funding. Eligible applicants include certain non-profit entities that provide tourism activities and any municipality or convention visitors’ bureau (VIC) for the following purposes:
1. Match Grants for marketing or promoting tourist events or activities that draw tourists to Okanogan County;
2. Funding single project proposals for acquiring, improving or developing municipally owned facilities that enhance the tourism experience; and/or
3. Grants for operating and promoting facilities that provide a tourism venue and enhance the tourism experience.

PROPOSED ORDINANCE AMENDING OCC 17A.290 CANNABIS OPERATIONS
OCC 17A.220 DISTRICT USE CHART
NOTICE IS HEREBY GIVEN The Okanogan County Department of Planning & Development, working with the Cannabis Advisory Committee, has proposed an ordinance that would amend Okanogan County Code 17A.290 Cannabis Operations and OCC 17A.220 District Use Chart. If adopted the revised codes would impose new regulations on Cannabis Operations throughout the county and amend the district use chart to identify zone designations that are compatible for various cannabis operations.
The Okanogan County Regional Planning Commission conducted a public hearing on June 25, 2018 and has transmitted amended drafts of OCC 17A.290 and OCC 17A.220 to the Board of County Commissioners for further review.
The SEPA Responsible Official has issued a final determination of non-significance for this proposal.
A public hearing has been scheduled with the Okanogan Board of County Commissioners. The public hearing will be conducted on August 27, 2018 at1:30 p.m. in the Commissioners Auditorium in the Virginia Grainger Building in Okanogan, WA. Verbal testimony will be taken with a time limit of 5 minutes per speaker. Written comments may be submitted at the hearing. WRIA 49 PLANNING UNIT
NOTICE IS HEREBY GIVEN that the Okanogan County Board of Commissioners, acting in coordination with the initiating governments for water resource inventory area #49 (Okanogan), is soliciting applications from interested people to serve on the WRIA 49 planning unit. The planning unit is charged with crafting revisions to the WRIA 49 watershed plan adopted in 2009 to bring it into compliance with the requirements of ESSB 6091 adopted in January, 2019. The deadline for completing the revisions is February, 2021. The work schedule will include at least 1 and possibly 2 meetings per month.
The revisions to the watershed plan must include recommendations for projects and actions that will:
A. Measure, protect and enhance instream resources
B. Improve watershed functions that support the recovery of threatened and endangered salmonids
The planning unit members will be appointed by the initiating governments after recommendation from Okanogan County Board of County Commissioners (BOCC). The BOCC will select members with interest and experience in each of the following areas.
1) 3 Senior Water Right Holders, north, central, and south regions
2) 1 Environmental Organization(s)
3) 3 Landowners, non-water right holders, north, central, south regions
4) 1 Private Timber Interests
These members will serve with others selected by the agency or organization they represent. The planning unit will consist of 34 members.

Proposed Title III Projects
Notice is hereby given that up to $105,000 is available to Okanogan County from Title III funds. The county and applicable agencies may use the funds in accordance with the authorized uses as set out in Public Law (524 of P.L. 106-393). Applicable agencies may submit proposals, which describe activity to be performed on Federal Forest Land that qualify under the Act for consideration. Title III Project Submission Forms are available by contacting Lanie Johns, Clerk of the Board for Okanogan County at 509-422-7105 or by email ljohns@co.okanogan.wa.us.
County projects may include activities on Federal Forest Land to carry out Firewise Community Programs that provide education to homeowners in fire-sensitive ecosystems and assistance with implementing Firewise techniques for home landscaping that increases the protection of people and property from wildfire, and for costs of Search and Rescue services performed on Federal Forest Land as required by the Act.
The allocation of funding for county projects is open for public comment for a period of 45 days from the date of this notice.
Notice is also given that the proposals will be considered by the Board of County Commissioners on September 18, 2018 at 2:00 p.m. in the Commissioners Hearing Room located 123 5th Avenue North, Rm 150, Okanogan, WA 98840. The public is welcome to attend and may comment either at the hearing or in writing.
