ANNUAL LICENSE APPLICATIONS

OCC 5.06 NIGHTLY RENTALS

NOTICE IS HEREBY GIVEN that the Okanogan County Department of Planning & Development is accepting applications for the annual license required of all nightly rentals operating in the unincorporated areas of Okanogan County in accordance with the requirements of Okanogan County Code 5.06 adopted on April 2, 2018 by Ordinance 2018-5.

On July 20, 2018 the application forms will be mailed to known nightly rental operations in the county. If you do not receive a form in the mail you are still required to submit an application for the annual license. Forms may be obtained by contacting the planning department using the contact information listed below. Applications should be submitted by October 1, 2018 to the address listed below. Nightly rentals in compliance with all Public Health District, County Building, County Planning, and Department of Revenue requirements will receive their annual license on or before January 1, 2019. All operating nightly rentals must have their annual license to continue operations after January 1, 2019.

Notice of Final Decision

Okanogan County Public Works Sinlahekin Creek SE 2018-10

NOTICE IS HEREBY GIVEN that Okanogan County Public Works has submitted a Joint Aquatic Resource Permit Application (JARPA) for an Okanogan County Shoreline Exemption.

Blue Lake overflowed and filled in a channel that normally feeds Blue Lake from Sinlahekin Creek. This caused the flow to travel through an Okanogan County Public Works culvert. The flow washed out the culvert and left a 20’ hole in the road. The water will be redirected into Blue Lake by re-digging the channel and reinstalling a culvert, thus allowing the road to open for one lane traffic.

The project is in Sinlahekin Creek within Sinlahekin Road Right of Way, Township 37 North, Range 25 E.W.M. in Section 22, approximately 5 miles southerly of the Town of Loomis, WA.

Okanogan County Public Works Highway 7 (Bridge North) Project, SEPA 2018-3

Threshold SEPA Determination

Project Summary

Okanogan County Public Works is proposing a road construction project on a 1.31 mile portion of Highway 7 Road from milepost 5.320 to 6.630. The project proposes to perform a Hot Mix Asphalt (HMA) overlay that will involve excavating 2ft of gravel shoulder consisting of previously excavated material, shaping and then paving with HMA over the existing road and 2’ of shoulder material on each side. Existing culverts will be extended as needed and guardrail may be installed or replaced.

Project Location:

The project is on Okanogan County Road 9437-07 Highway 7 milepost 5.320 to 6.630 Township 37 North, Range 27 E.W.M. in Sections 16, & 9 north of the Tonasket Bridge, in Tonasket, WA.

Comments must be submitted in writing to the Okanogan County Office of Planning & Development, 123 5th Ave N Ste. 130, Okanogan, WA 98840, no later than August 9, 2018. Beaver Creek RM 2.6 Fish Habitat Enhancement Project SE 2018-11

NOTICE IS HEREBY GIVEN that Jarred Johnson, Confederated Tribes and Bands of the Yakama Nation has submitted a Joint Aquatic Resource Permit Application (JARPA) for an Okanogan County Shoreline Exemption. 

The project seeks to improve instream habitat by promoting natural geomorphic and habitat forming processes while protecting nearby infrastructure. The restoration strategy involves 4 major treatments. 1) Remove floodway and channel confining bridge approach on the west side of Beaver Creek. This will allow for more channel movement within the confines of the existing glacial terraces and provide pool development and complex development. 2) Install large wood structures and a large wood crib along the east side of Beaver Creek to create complex pool habitat and provide hydraulic refuge and cover. A plating bench will be established ton top of the large wood structures for riparian species. 3) Reconstruct the channel 15-20’ east of the current alignment. This will increase channel sinuosity, floodplain inundation and further reduce hydraulic forces along the SR 20 embankment. 4) Use bioengineering techniques to protect existing infrastructure and remediate the chronic environmental deficiency site along SR 20.

The project is on parcel 3322140004, Township 33 North, Range 22 E.W.M. in Section 14, approximately 4 ½ miles from the Town of Twisp, WA.

NOTICE IS HEREBY GIVEN THAT a public hearing will be held on August 7, 2018 at 2:45 P.M., in the Okanogan County Commissioners hearing room, located at 123 5th Ave North, Room 150, Okanogan Washington regarding an application to franchise a cattleguard by the O.C. Cattle Co., Derek Olma.

The cattleguard will be a 16’ x 8’, wide, H-20 loading heavy duty steel cattleguard with wings and a by-pass gate at milepost 0.610, on O.C.R. 4623 Fancher Road in the NE1/4, NW1/4 in Section 12, Township 37N., Range 27, E.W.M.

PUBLIC HEARING

PROPOSAL TO PURCHASE COUNTY SURPLUS PROPERTY

NOTICE IS HEREBY GIVEN that the Okanogan Board of County Commissioners has received a proposal from Larry Henke of Sinlahekin Bighorn Surveying on behalf of Dave Tabor to purchase approximately .39 (point three nine) acres from property identified by parcel #3927260056 and 3927260039 owned by Okanogan County Public Works – Solid Waste Division. The county property adjoins land owned by the proponent. A public hearing has been scheduled to consider whether the property is surplus to the needs of the Okanogan County/Public Works Department and to consider the offer to purchase the property. If sold to the proponent the property will be absorbed into the adjoining property through boundary line adjustments to reconcile discrepancies between legal descriptions and existing fence lines and to improve access to the proponent’s property.

The county property is located north of Ellisforde at 65 Swanson Mill Road (Ellisforde Transfer Station)

The SEPA Responsible Official has determined this proposal is exempt from environmental review in accordance with WAC 197-11-800 (5).

The public hearing has been scheduled to consider whether the property is surplus to the needs of solid waste and to consider the proposal. The public hearing will be conducted on August 14, 2018 at 11:00 a.m. in the Commissioners Auditorium in the Virginia Grainger Building in Okanogan, WA. Verbal testimony will be taken with a time limit of 5 minutes per speaker. Written comments may be submitted at the hearing. Written comments will be accepted prior to the hearing and may be submitted in writing or electronically to Lalena Johns, Clerk of the Board, at 123 5th Ave N Suite 150, Okanogan, WA 98840 or at ljohns@co.okanogan.wa.us.
