Any person having a claim against the Decedent must, before the time the claim would be barred by any otherwise applicable statute of limitations, present the claim in the manner as provided in RCW 11.40.070 by serving on or mailing to the Personal Representative or the Personal Representative attorney at the address stated below a copy of the claim and filing the original of the claim with the Court. The Methow Valley Communications District, in accordance with RCW 39.04.155, maintains a Small Works Roster for public works projects not to exceed $300,000 and is now accepting applications. The Small Works Roster shall include approved contractors who, when required by law, are properly licensed or registered for general or specialty contract work.

Public Hearing Notice 

NOTICE IS HEREBY GIVEN by the Board of Okanogan County Commissioners that a Public Hearing is set for 4:30 PM on Tuesday, May 29, 2018 to consider a supplemental appropriation within the Noxious Weed fund 103 in the amount of $183,596 from Contracted Services, DOE Lakes Grant, BLM/WSDA Grant, and from the Beginning Fund Balance. The supplemental will be used for Capital Outlay Machinery and Equipment, Professional Services, Field Staff, Rentals, Fuel, and Utilities. The hearing will be held in the County Commissioners’ Hearing Room located at 123 5th Avenue North, Okanogan, Washington. INVITATION TO BID

Sealed bids for CRP No. 3532-04 Peter Dan Repair, will be received by Okanogan County at the Office of the Board of County Commissioners, located on the first floor of the Grainger Administration Building, 123 Fifth Avenue North, Room 150, Okanogan, Washington.  Mailed proposals must be received by no later than the last working day prior to the bid opening date.  Hand carried proposals will be received only by the Clerk of the Board of County Commissioners at the address stated above until 11:00:00 A.M. Pacific Time, Tuesday, June 19, 2018, and will then and there be opened and publicly read.  No facsimiles or electronic proposals will be accepted.

All bid proposals shall be accompanied by a bid proposal deposit by certified check, cashier’s check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal.  Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Okanogan County.

Maps, plans and specifications are available upon payment of a non-refundable fee in the amount of $15 per USB Flash Drive or $65 per hard copy set, at the office of the County Engineer, 1234A 2nd Ave. South, Okanogan, WA 98840 or contact Matt Stevie at 509-422-7308. Bid proposals must be submitted on the original documents provided in the accompanying bid packet.

The County of Okanogan in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex, in consideration for an award.

This is a Federally Funded project that provides for the repair of 0.70 miles of Peter Dan Road beginning at MP 0.30 to MP 1.00. Construction includes major excavation, guardrail repair or replacement, seeding, fertilizing and mulching, project temporary traffic control, trimming & cleanup, and other work, all in accordance with the Contract Plans, Contract Provisions, and the Standard Specifications.

CONTINUED PUBLIC HEARING

PROPOSED CODE AMENDMENT

OCC 17A.400 WATER AVAILABILITY STUDY AREAS

NOTICE IS HEREBY GIVEN that the Okanogan Board of County Commissioners has continued the public hearing to take additional public comment regarding an ordinance that if adopted would amend Okanogan County Code by creating a new section 17A.400 Water Availability Study Area. OCC 17A.400 would authorize the Okanogan Board of County Commissioners to designate areas in the county as water availability study areas which would curtail certain land uses that propose to use permit-exempt wells for potable water supplies pending the outcome of a defined analysis of available water in the study area.

The SEPA Responsible Official issued a Final Determination of Non-Significance (DNS) regarding this proposal

The public hearing has been continued to May 29, 2018, at 2:00 p.m. in the Commissioners Auditorium in the Virginia Grainger Building in Okanogan, WA. Verbal testimony will be taken with a time limit of 5 minutes per speaker. Written comments may be submitted at the hearing. Written comments will be accepted prior to the hearing and may be submitted in writing or electronically to Lalena Johns, Clerk of the Board, at 123 5th Ave N Suite 150, Okanogan, WA 98840 or at ljohns@co.okanogan.wa.us.

THRESHOLD DETERMINATION OF NON-SIGNIFICANCE

PROPOSED ORDINANCE AMENDING OCC 10.10

ILLEGAL OPERATION OF WATV’s AND ORV’s

NOTICE IS HEREBY GIVEN that the Okanogan County Board of County Commissioners has proposed an ordinance that if adopted would amend Okanogan County Code 10.10 Off-Road Vehicles.  The proposed amendment would increase the penalty for the illegal operation of wheeled all-terrain vehicles and off-road vehicles in the unincorporated portions of Okanogan County.  The penalty would be doubled if the infraction occurs in a posted critical area.

The SEPA Responsible Official has reviewed the proposal and an Environmental Checklist and has issued a Threshold Determination of Non-Significance (DNS) in accordance with WAC 197-11-340.  Comments regarding the threshold determination may be submitted in writing to the address listed below.  Deadline for submitting comments regarding this threshold determination will be 5:00 pm, June 7, 2018. Date of publishing is May 23 and 24, 2018.

A final environmental determination will be issued and a public hearing will be scheduled in front of the Okanogan Board of County Commissioners following the close of the SEPA comment period.
