ADVERTISEMENT FOR BIDS
2018 DOWNTOWN IMPROVEMENT PROJECT
Sealed bids will be received by the Town of Twisp, Washington, at City Hall located at 118 S Glover St, Twisp, WA 98856 until 1:00 PM. on May 8, 2018 and will then and there be opened and publicly read aloud.
The improvements for which bids will be received are generally described below:
This project entails the full depth recycling of several roadways in downtown Twisp, as well as the installation of new 8-inch C900 water mains. This project also includes:
Approximately 1,350 tons of Class ½” PG 64-28 HMA
800 LF of Cement Concrete Curb & Gutter
325 SY of Cement concrete sidewalk
1,650 LF of 8” water main
25, ¾-inch water meters and boxes
Reconstruction of existing water services

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check, or surety bond in the amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the Town of Twisp.
Contract documents must be obtained from Varela and Associates, Inc., located at 601 W. Mallon, Suite A, Spokane, Washington 99201 upon payment of $30.00. Contract documents are on file for inspection at Town of Twisp Town Hall. The project is being funded by the Transportation Improvement Board funds 2-E-855(002)-1 and a grant/loan program from the United States department of Agriculture Rural Development program. Schedule B of this project is subject to Section 746 of Title VII of the Consolidated Appropriations Act of 2017, American Iron and Steel Requirements.
The Town of Twisp is in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award.

TAKE NOTICE:
That on March 24, 2017, MICHAEL AND TRACY DEVANY of Seattle, WA, applied to change the point of diversion as authorized under the above-referenced S4-144891CL.
That said S4-144891CL originally claimed the diversion of 5.0 cfs, 100 acre-feet/year, of water from the Twisp River from a point located within the SW¼ of the NW¼ of Section 9, T. 33 N., R. 21 E.W.M., Okanogan County and was subsequently temporarily authorized 200 gpm, 55.25 acre-feet/year from a well located in NE¼of the NW¼ of Section 9, T. 33 N., R. 21 E.W.M., Okanogan County.
That said water is claimed for the purpose of irrigation within the SE¼ of the NW¼, NE¼ of the NW¼, SW¼ of the NE¼, and the NW¼, lying south of the Twisp River, all in Section 9, T. 33 N., R. 21 E.W.M., Okanogan County.
That the applicant proposes to permanently change the point of diversion claimed under S4-144891CL to a point of withdrawal located within the SW¼ of the NW¼ of Section 9, T. 33 N., R. 21 E.W.M., Okanogan County.
Protests or objections to approval of this application must include a detailed statement of the basis for objections. All letters of protest will become public record. Cash shall not be accepted. Fees must be paid by check or money order and are nonrefundable. Sealed bids for Central Landfill Truck Scale, will be received by Okanogan County at the Office of the Board of County Commissioners, located on the first floor of the Grainger Administration Building, 123 Fifth Avenue North, Room 150, Okanogan, Washington. Mailed proposals must be received by no later than the last working day prior to the bid opening date. Hand carried proposals will be received only by the Clerk of the Board of County Commissioners at the address stated above until 11:00:00 A.M. Pacific Time, Tuesday, May 15, 2018 and will then and there be opened and publicly read. No facsimiles or electronic proposals will be accepted.
All bid proposals shall be accompanied by a bid proposal deposit by certified check, cashier’s check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Okanogan County.

Installing truck scale and testing/calibrating. Work to be performed in a window of 5 days or less; counting weekends. Scale will be functional on the sixth day. Bidder to furnish a portable axle scale one-piece 8’ x 10’ for the duration of the job, all in accordance with the contract provisions and specifications and the WSDOT Standard Specifications. Work to include all materials and labor costs.
