Each bid shall be accompanied by cash, a certified check, cashier’s check or bid bond payable to the Okanogan County, in an amount equal to at least 5 percent of the total bid amount, as evidence of good faith and as a guarantee that, if awarded the Contract, the Bidder will execute the contract in conformity with the Contract Documents, and shall provide surety bond or bonds specified therein within ten (10) days after notification of award of contract to the bidder.
This work may generally be described as construction of a One million gallon leachate evaporation pond for the Okanogan County Central Landfill, which shall be west of the existing landfill. The work to be performed under this contract shall be the following: excavation, embankment, grading, placement of a bedding layer, installation of a geotextile cushion layer, installation of one 60-mil textured HDPE geomembrane liner, one 60-mil studded geomembrane liner, and installation of a leak detection system. Also, the work will include the installation of depth marker. See the Proposal on page LD-3 for construction period for this project.
No pre-bid meeting will be held for this project. All bidders are encouraged to visit the site.
The envelopes containing the bids must be sealed and addressed as stated above to the Office of Okanogan County Board of Commissioners and designated as “Bid for Okanogan County Central Landfill, Leachate Pond No. 3.” The name and address of the bidder shall be on the outside of the envelope.
The award of the contract shall be made to the qualified responsive bidder submitting the lowest responsible bid. Okanogan County reserves the right to reject any and all bids and to waive irregularities to formalities in the bid or bidding.

Comprehensive Solid Waste Management Plan
Comment Period
Okanogan County is updating the Comprehensive Solid Waste Management Plan (SWMP) in accordance with RCW 70.95. This is a 5-year update. The plan identifies solid waste and moderate risk waste management practices within Okanogan County and associated service areas. The plan will ultimately be approved by the Washington State Department of Ecology and then subsequently adopted by Okanogan County.
The preliminary draft of the SWMP is currently available for review. The plan may be viewed or downloaded on Public Works website at www.okanogancounty.org/PW/solid_waste_recycling.htm or by visiting the Public Works Administration Office at 1234-A Second Ave. South, Okanogan, WA 98840.
Comments will be accepted until the comment period is closed by the Board of Okanogan County Commissioners during a public hearing. The public hearing has not yet been scheduled but is expected to occur mid-April, 2018. An additional notification shall be published confirming the hearing date. Comments on the SWMP must be submitted in writing. Notice of Application and Threshold SEPA Determination
CUP 2018-2 High Mountain Quarry
Notice is hereby given that an application has been submitted by Paul Christen on behalf of Eldred Barker to permit a gravel pit/quarry in accordance with Okanogan County Code 17A.220.010. The CUP, if approved, would allow rocks, topsoil and shale to be removed from six different sites ranging from 5 acres to 30 acres. Each site will make a depression five to twelve feet deep. The resources would be stockpiled on site until sold. A 70’ x 10’ truck scale will be installed along with a 5’ x 5’ building to hold the scale reader. Work would occur March through December with limited work being done July through September. Time of operation will be from 7am to 5pm. The site is located at 20696 Hwy 20 near Twisp, WA on tax parcel numbers 3322132005, 3322130028, 33222410006 & 3322244005. According to Washington State Environmental Policy Act (SEPA) regulations, the office of Okanogan County Planning and Development issued a threshold environmental Mitigated Determination of Non-Significance (MDNS) for this proposal. The public hearing for this project has not yet been set. The public is welcome to comment on this project. Project comments may be submitted in writing up to the hearing or be presented at the hearing. SEPA comments must be submitted in writing by 5:00 pm March 21, 2018 to afford the commenter standing.
