Request for Statement of Qualifications
For Establishing a Consultant Roster
The Town of Twisp (pursuant to Chapter 61, Laws of 1981) requests Statements of Qualifications (SOQ) and performance information from firms interested in providing professional engineering and land surveying services for the 2018 year in conjunction with Town sponsored projects. Potential projects include improvements to the Town’s water and wastewater systems, street and storm drainage system, airport, pool, park and recreational facilities.
Professional services may include, but are not limited to planning, grant and loan application assistance, project cost estimating, surveying, environmental documentation, permit acquisition, and design and construction engineering. Additional information about possible anticipated projects may be obtained by emailing to: publicworks@townoftwisp.com.
Statements shall include 1) description of the firm, 2) a listing of the types of services the firm provides, 3) description of the consultant’s team including references, 4) descriptions of relevant project experience related to the facilities and services listed above, and 5) firm references.
Statements of qualifications will be reviewed, placed on file for the 2018 year and will be used as the source from which to select one or more qualified firms from whom a detailed proposal will be requested for any specific project. Projects may be totally or partially funded through the Washington State Community Development Block Grant program (with federal funds provided by the U.S. Department of Housing and Urban Development), the Washington State Department of Health, Drinking Water State Revolving Fund, U. S. Department of Agriculture Rural Development, Environmental Protection Agency State, and Tribal Assistance Grant, Transportation Improvement Board, or Washington Department of Transportation/Federal Highway Administration funding programs. Cost plus percentage of construction cost contracts will not be allowed and a number of state and federal equal opportunity and affirmative action requirements will apply to the selection process and conduct of each project.

The Town publishes this request in accordance with the requirements of RCW 39.80. Contracts with selected firms will be negotiated in accordance with RCW 39.80.

Interviews may or may not be conducted. The Town reserves the right to select the consultant based upon written qualifications only, or to advertise and retain other consultants on individual projects independent of the firm selected from this solicitation.

NOTICE IS HEREBY GIVEN that Okanogan County invites contractors interested in doing business with Okanogan County to submit an application to be included on the Small Works Roster (SWR). The SWR is used for public works projects under Three Hundred Thousand Dollars ($300,000) as provided for in RCW 39.04.155. Interested Contractors must contact Okanogan County Department of Public Works either at 1234 A Second Avenue South, Okanogan, WA 98840, by phone at 509-422-7300, by email at amoody@co.okanogan.wa.us or a SWR application. The SWR is used in the letting of contracts for such projects as repairs, improvements, remodeling and other public works projects in and around County owned buildings and facilities and for County road construction and maintenance projects.

Repeal of Okanogan County Code Title 20
Adoption of Interim Okanogan County Code Title 20A
NOTICE IS HEREBY GIVEN that the Okanogan Board of County Commissioners will conduct a public hearing on February 26, 2018 to consider the repeal of Okanogan County Code (OCC) Title 20 and the adoption of Interim OCC 20A both regarding development permit administration and procedures. These proposals are under review in response to the adoption of ESSB 6091 on January 19, 2018 by the Washington State Legislature. The objective of these proposed actions is to bring Okanogan County Code into compliance with the adopted legislation. If adopted on an interim basis OCC 20A will be transmitted to the Okanogan County Regional Planning Commission for additional public review.
The SEPA Responsible Official for Okanogan County has determined these proposed actions are categorically exempt from environmental review in accordance with WAC 197-11-800 (19) (b).
The public hearing will be conducted on February 26, 2018 at 3:00 p.m. in the Commissioners Auditorium in the Virginia Grainger Building in Okanogan, WA. Verbal testimony will be taken with a time limit of 3 minutes per speaker. Written comments may be submitted at the hearing. Malott Cannabis Processing
Notice is hereby given that an application has been submitted by Forrest Hurley on behalf of Emerald City Green Machine LLC to permit cannabis processing in accordance with Okanogan County Code 17A.220.010. The CUP, if approved, would allow an existing 12,000 square foot building to be used to process dry, cure, package, and label usable cannabis, cannabis concentrates, and cannabis-infused products for wholesale to cannabis processors and cannabis retailers. The property will be surrounded by an 8’ green metal fence with matte coating. The marijuana processing at full build out will employ up to 32 people and operate year-round from 8:00 am to 8:00 pm. The site is located at 7 School St. Malott, WA 98840 inside the unincorporated town of Malott, WA on tax parcel number 3225090043. According to Washington State Environmental Policy Act (SEPA) regulations, the office of Okanogan County Planning and Development issued a final environmental mitigated determination of non-significance (MDNS) for this proposal. This decision may be appealed in accordance with OCC 14.04.220. Appeals must be made in writing to the Okanogan County Hearing Examiner, 123 5th Ave N Ste. 130, Okanogan, WA 98840. Appeals must be submitted or postmarked by 5:00 p.m. on March 1, 2018. Appeals shall state with specificity the elements of the environmental checklist and resulting determination the appellant finds objectionable and shall state the reason therefore. Appeals must include the $300.00 appeal fee. The public hearing for this project is scheduled for March 22, 2018 at 10:00 am in the Commissioners Hearing Room.
