NOTICE IS HEREBY GIVEN that a petition for exclusion of land has been filed with the Board of Directors of the Methow Valley Irrigation District (MVID). The name of the petitioner and the land description, identified by the Okanogan County Assessor’s parcel number, to be excluded from the MVID without a water right, in Okanogan County, State of Washington, are as follows:

LAKE MANAGEMENT DISTRICT #1 BALLOT PROPOSAL
NOTICE IS HEREBY GIVEN that the Okanogan Board of County Commissioners will conduct a public hearing on December 18, 2017 to take public testimony regarding a revised resolution stating the intent to form a Lake Management District on Lake Osoyoos in accordance with RCW 36.61. If the Board decides to move ahead with the formation of the district a mailed ballot will be issued for the property owners within the proposed district boundaries to determine if the district should be formed. The public hearing will review the boundaries of the proposed district as revised and the assessments to be collected on an annual basis. The proposed district boundary includes property adjacent to Lake Osoyoos. There are 324 parcels owned by 251 owners within the boundaries of the proposed district.. 15 agricultural lots without residential structures and the common lot owned by the Veranda Beach Homeowners Association are proposed for exclusion. Other parcels may be excluded from the district by the Board of County Commissioners if the parcels are found to not benefit from inclusion in the district. .If approved by a simple majority of the property owners the district will conduct control measures for milfoil and other invasive species for 5 years at which time the district will dissolve. An annual assessment of 150.00 dollars per parcel on all properties included in the district will be collected every year for 5 years. Total collections in 5 years will be approximately $230,000.00. .The SEPA Responsible Official has determined this proposal is categorically exempt from environmental review in accordance with WAC 197-11-800 (16). The public hearing will be conducted on December 18, 2017 at 6:00 in the Oroville City Hall in Oroville, WA. Verbal testimony will be taken with a time limit of 5 minutes per speaker. Written comments may be submitted at the hearing. EDELWEISS LIFT STATION RFP
The Okanogan County Department of Public Works solicits interest from consulting firms with expertise in Civil and Structural Engineering Design. This agreement will be for approximately forty (40) days from contract execution in duration with the option for the Okanogan County Department of Public Works to extend it for additional time and money if necessary. Consultants will be considered for the following project.
The Okanogan County Department of Public Works reserves the right to amend terms of this “Request for Proposals” (RFP) to circulate various addenda, or to withdraw the RFP at any time, regardless of how much time and effort consultants have spent on their responses.
Project Description: The work to be performed by the consultant consists of engineering a system to be approved by the Department of Health for the Fawn Creek lift station force main line replacement. The Fawn Creek lift station in Edelweiss, a homeowners’ association in Mazama, requires approximately 1200-1500 ft. of force main line replaced. There will be several potable water crossings within the pipeline area and approximately 600 ft. of gravity line feeding the Fawn Creek lift station. The major features of the project are as follows: •Create a plan to replace the Fawn Creek lift station force main line. Plan will need to be approved by the Department of Health. A copy of the current systems as-built drawings can be obtained by emailing Amanda Moody at amoody@co.okanogan.wa.us or calling (509)422-7319. An on-site visit is highly recommended. The Okanogan County Department of Public Works reserves the right to retain the services of the successful firm(s) for any subsequent phases associated with this project.
All work shall be performed in accordance with the latest WSDOT Standard Specifications, WSDOT Construction Manual, and the Local Agency Guidelines.
Evaluation Criteria: Submittals will be evaluated and ranked based on the following criteria:
1) Qualification of Proposed Project Manager
2) Qualifications/Expertise of Firm in similar scopes of work for local agencies
3) Ability to meet schedule
4) Approach to project
5) Familiarity with large on-site sewer systems and force main lines
6) Past Performance/References
Each criteria will be rated on a scale of 0 (low) to 10 (high) and added together for the consultant’s final score out of a total possible score of 60 points. Submittal: Submittals should include the following information: Firm name, phone and fax numbers; Name of Principal-in-Charge and Project Manager; responses to evaluation criteria 1 through 6. The Proposals shall have no more than twelve (12) single sided 8 ½” X 11” pages, font size no smaller than 12 point, including cover page, resumes, and plan examples.
