OKANOGAN COUNTY DEPARTMENT OF PUBLIC WORKS
NOTICE TO CONSULTANTS FOR CONCONULLY SEWERS RFP
The Okanogan County Department of Public Works solicits interest from consulting firms with expertise in Civil and Structural Engineering Design. This agreement will be for approximately sixty (60) days from contract execution in duration with the option for the Okanogan County Department of Public Works to extend it for additional time and money if necessary. Consultants will be considered for the following project. The Okanogan County Department of Public Works reserves the right to amend terms of this “Request for Proposals” (RFP) to circulate various addenda, or to withdraw the RFP at any time, regardless of how much time and effort consultants have spent on their responses.
Project Description: The work to be performed by the consultant consists of evaluating the Conconully Lake Sewer System main lift station, built in the year 1990, which has reached a state of obsolescence. This main lift system has a stuck check valve which is buried approximately 11 ft. and connects to the city’s pressure mainline. In addition, the pump station and all electrical appliances at this lift station needs to be evaluated for current condition and longevity. Individual residential step systems on both upper and lower Conconully Lakes including their tanks, pumps, filter baskets and floats, and all electrical appliances shall be evaluated for condition and longevity. The major features of the project are as follows: Create a plan to fix, repair, relocate, or replace the check valve that gives the County above ground access. Report on pump station and all electrical appliances of current condition and longevity. Report on individual residential step systems entirely evaluated of current condition and longevity. Conceptual alternatives and costs for upgrading the step systems. The Okanogan County Department of Public Works reserves the right to retain the services of the successful firm(s) for any subsequent phases associated with this project. Evaluation Criteria: Submittals will be evaluated and ranked based on the following criteria:
1) Qualification of Proposed Project Manager
2) Qualifications/Expertise of Firm in similar scopes of work for local agencies
3) Ability to meet schedule
4) Approach to project
5) Familiarity with municipal sewer and step sewer systems
6) Past Performance/References
Each criteria will be rated on a scale of 0 (low) to 10 (high) and added together for the consultant’s final score out of a total possible score of 60 points.
