Winthrop Barn Septic Upgrade
Sealed bids will be received by the Town of Winthrop at Winthrop Town Hall located at 206 Riverside Avenue, PO Box 459, Winthrop, Washington, 98862 until 2:00 PM on September 28, 2017 and there publicly opened and read.
The Town of Winthrop’s Winthrop Barn Septic Upgrade improvements consists of demolition, abandoning existing septic tank, installing two new septic tanks, new gravity sewer line, new pressure sewer line, electrical, surfacing, concrete flat work, paving and other work as detailed and in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications.
Plans, specifications, and bid documents are available for electronic download at www.questcdn.com. Insert the eBidDoc # 5362435 to download the digital documents for $10.00. Plans, specifications, and bid documents are also available at the office of SCJ Alliance, in Wenatchee at 25 North Wenatchee Avenue, Suite 238, Wenatchee, WA 98801 upon payment of $60.00. Contract documents are on file for inspection at area Plan Centers and at the Town of Winthrop Town Hall.
A bid bond in the amount of 5% of the bid shall accompany all bids. All bids shall be marked “SEALED BID FOR Winthrop Barn Septic Upgrade”, on the outside of the envelope.
Bids must be completed on a lump sum and unit price basis as indicated on the BID PROPOSAL, and the total price shall be used for comparison of bids. The Town of Winthrop reserves the right to reject any or all bids for cause. All contractors must be licensed in the State of Washington. Time for completion of the work is limited to 20 working days. Engineer’s estimated range for this project is $50,000 to $75,000.
No bidder may withdraw his proposal after the hours set for the opening thereof, or before award of contract unless said award is delayed for a period exceeding forty-five (45) days.

LEGAL NOTICE
Okanogan County Fire District #6 is accepting bid proposals for installation of three propane tanks of sufficient size to run a generator at three stations ranging in size from 80 kW to 130 kW. Installation shall include an adequate supply line from the tank to the generators and connection to the generators. Proposals will be accepted until 4:00 p.m. October 9th 2017. Bid proposals will be opened at 4:00 p.m. October 9th 2017 at the District office 434 W 2nd Ave Twisp, WA. Bids may be sent to P.O. Box 895 Winthrop, WA 98862. Additional information may be obtain from the Interim Chief. Please mark bid proposals “Propane Install for Generators.”

NOTICE OF PUBLIC HEARING
Okanogan County 2018 Budget
In accordance with RCW 36.40.050, the board of county commissioners has received the county’s 2018 preliminary budget; it has been filed with them, and is available to the public as required by RCW 36.40.060. The Board has set a Public Hearing on Monday, October 2, 2017 at 11:30 a.m. for the purpose of fixing the its budget and making tax levies, and designating the time and place of the meetings. Any taxpayer may appear thereat and be heard for or against any part of the budget. If said budget is not fixed by this date, the board may continue the hearing to a future date and time, and meet with budget work groups from time to time, until concluded, in order to make revisions or additions it deems advisable. Persons may appear, to submit comments and be heard for or against any part of the 2018 Okanogan County Budget, at the Commissioner’s Hearing Room located at 123 5th Avenue North, Okanogan, Washington. NOTICE IS HEREBY GIVEN by the Board of Okanogan County Commissioners that a Public Hearing is set for 4:30 PM on Monday, September 25, 2017 to consider a supplemental appropriation in the amount of $292,547 within the Capital Improvement Fund 134 and will be used for the remaining costs of the Courthouse Energy Project Capital Outlay. The unused portion of right of way no longer needed due to the new construction of OCR 1776, Hanford Cut-off Road within Okanogan County, Washington, being the right of way no longer needed for public use. All the existing right-of-way of County Road 1776, Hanford Cut-off Road, lying beyond 30 feet on either side of the surveyed centerline of said road located within NE ¼, SE ¼, Section 35, Township 31 North, Range 24 East W.M. The surveyed centerline as is show on the official plat of this road on file in the office of the County Road Engineer and identified as O.C.R. 1776.
The unused right-of-way within the plat of Okanogan Power & Irrigation Company Ranch, Lots 14, 15 & 16, dated 1911. EXCEPTING THEREFROM an easement for existing utilities, if any, including access for the maintenance thereof;

The Planning Department has reviewed 6 applications for permit exempt wells for single family residences and a community restroom at the above listed location and has determined that the proposed use of a permit exempt well in accordance with RCW 90.44.050 will provide a legal and physically adequate supply of potable water.
This decision will not be final until October 10, 2017. Anyone with standing who desires a public hearing be held on this application to determine water adequacy must submit a written request by the deadline listed above. The request must state the basis upon which the request is made which must include a statement that the requesters lawful use of water from a senior source will be impaired if the decision stands.
