TAKE NOTICE: That on October 26, 2015, Barkley Irrigation Company (BIC) of University Place, Washington applied to change the place of use and purpose of use under Claim No. 129470, and Claim No. 129471 by submitting change application number is CS4-129470CL@4. Both claims represent a single pre-code vested water right.
Claim No. 129470, under priority date of June, 1900 claims the diversion of 85 cfs and 61,200 acre-feet per year from the Methow River with the point of diversion located within Sec. 13, T. 34 N, R. 21 E.W.M. for the irrigation of 900 acres during the irrigation season.
Claim No. 129471, under priority date of September, 1909 claims the diversion of 60 cfs and 43,200 acre-feet per year from the Methow River with the point of diversion located within Sec. 13, T. 34 N, R. 21 E.W.M. for the irrigation of 900 acres during the irrigation season. However, ecology noted an error in the claimed location based on a GPS measurement associated with a subsequent change authorization, locating the actual diversion within SE¼ SW¼ SW¼ S. 12, T. 34 N., R. 21 E.W.M.
The 900 acres authorized for irrigation under Claim Nos. 129470 and 129471 are located in Sections 13, 24, and 25 of T. 34 N., R. 21 E.W.M., Sections 19, 30, and 31 of T. 34 N., R. 22 E.W.M., and Sections 5, 6, and 8 of T. 33 N., R. 22 E.W.M.
Change Application No. CS4-129470CL@4 proposes to change the purpose and place of use of BIC’s water right to instream flow and mitigation. The transfer to instream flow is intended to benefit the Methow River from the historic point of diversion to the confluence with the Columbia River. This transfer is also intended to provide mitigation through the creation of a water bank to mitigate of out-of-stream uses, including irrigation and to facilitate irrigation efficiency improvements associated with the BIC.
On October 26, 2015, Barkley Irrigation Company (BIC) of University Place, Washington under Application No. S4-33166, applied to appropriate surface water, subject to existing rights, mitigated by the two above mentioned BIC water rights transferred to Ecology’s trust water program. This application was amended on May 4th, 2017 to correct the proposed diversion location. Application No. S4-33166 requests 26.0 cubic feet per second and 8,327.57 acre-feet per year from the Methow River, from a diversion point located within Sec. 25, T. 34 N, R. 21 E.W.M., for the seasonal irrigation of 667.8 acres in sections 13, 24, and 25 of T. 34N., R 21 E.W.M., sections 19, 30, and 31 of T. 34N., R 22 E.W.M., and sections 5, 6, and 8 of T. 33N., R 22 E.W.M.
Protests or objections to the approval of these applications must include a detailed statement of the basis for objections. All letters of protest will become public record. Cash shall not be accepted. Fees must be paid by check or money order and are nonrefundable. Protests must be accompanied by a fifty dollar ($50) recording fee payable to the Department of Ecology, and filed with the Department of Ecology Cashiering Unit, P.O. Box 47611, Olympia, WA 98504-7611 within thirty (30) days from May 24 & 31, 2017.

Dan Lewis, 1551 N Wenatchee Ave Wenatchee, WA 98801, is seeking coverage under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit.
The proposed project, WA DOT SR 20, MP 207-222 Emergency Rep, is located at multiple locations along SR 20 between MP 207.1 and MP 222 that are being repaired as part of the emergency repairs in Okanogan county.
The project involves 15 acres of soil disturbance for Highway or Road construction activities.
The receiving waterbody is tributary to Frazier.
Any persons desiring to present their views to the Washington State Department of Ecology regarding the application, or interested in Ecology’s action on the application, may notify Ecology in writing no later than 30 days of the last date of publication of the notice. Ecology reviews public comments and considers whether discharges from the project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II antidegradation requirements under WAC 173-201A-320. INVITATION TO BID
Sealed bids for Solid Waste Roll-Off Bins, will be received by Okanogan County at the Office of the Board of County Commissioners, located on the first floor of the Grainger Administration Building, 123 Fifth Avenue North, Room 150, Okanogan, Washington. Mailed proposals must be received by no later than the last working day prior to the bid opening date. Hand carried proposals will be received only by the Clerk of the Board of County Commissioners at the address stated above until 11:00:00 A.M. Pacific Time, Tuesday, May 30, 2017 and will then and there be opened and publicly read. No facsimiles or electronic proposals will be accepted.
All bid proposals shall be accompanied by a bid proposal deposit by certified check, cashier’s check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Okanogan County.

CUP 2017-4 Twisp Self-Storage Expansion
Notice is hereby given that an application has been submitted by Cary Therriault on behalf of Therriault Investments, in accordance with Okanogan County Code 17A220.010 to amend Okanogan County CUP 2005-8. The amendment, if approved, would allow the expansion of the existing Twisp Self Storage by adding 1.19 acres of fenced land and two wood framed buildings on concrete slab. One building will be 300’ x 30’ and the second will be 270’ x 30’. The parcel will have no more than 40% covered by structures.
The site is located at 20326 Highway 20, Twisp WA on tax parcel numbers 7770000100 and 7770000201. According to Washington State Environmental Policy Act (SEPA) regulations, the office of Okanogan County Planning and Development issued a final environmental determination of non-significance (DNS) for this proposal. This decision may be appealed in accordance with OCC 14.04.220. Appeals must be made in writing to the Okanogan County Hearing Examiner, 123 5th Ave N Ste. 130, Okanogan, WA 98840. Appeals must be submitted or postmarked by 5:00 p.m. on June 8, 2017. Appeals shall state with specificity the elements of the environmental checklist and resulting determination the appellant finds objectionable and shall state the reason therefore. “The Planning Department has reviewed five applications for water availability/building permits for single family residences at the above listed locations and has determined that the proposed use of a permit exempt well in accordance with RCW 90.44.050 will provide a legal and physically adequate supply of potable water.
This decision will not be final until June 13, 2017. “The Planning Department has reviewed three applications for water availability in anticipation of building single family residences at the above listed locations and has determined that the proposed use of a permit exempt well in accordance with RCW 90.44.050 will provide a legal and physically available supply of potable water.
This decision will not be final until June 13, 2017. Anyone with standing who desires a public hearing be held on this application to determine water availability must submit a written request by the deadline listed above. The request must state the basis upon which the request is made which must include a statement that the requesters lawful use of water from a senior source will be impaired if the decision stands.
Any request for public hearing must be directed to the Director of Planning at the above listed address and received prior to 5:00 p.m. on June 13, 2017.
