On May 3, 2016 Nationstar Mortgage LLC dba Champion Mortgage Company obtained

an Order of Entry of Judgment in the Superior Court of Washington, County of Okanogan,

against defendants, All Unknown Heirs and Devisees of Harold R. Christian (“Heirs’’), Julian

Castro, solely in his capacity as Secretary for United States Department of Housing and Urban

Development (“HUD”); Nine Mile Ranch Homeowners Association (“HOA” together with Heirs

and HUD, collectively “Defendants”).

It is ordered, adjudged, and decreed that the land and premises located at 212 Nine Mile

Road, Oroville, WA 98844 and legally described as follows:

Lot 46, Nine Mile Ranch Division IV Amended, as per survey recorded in Volume “L” of

Surveys, pages 43, 44, 45, 46, and 47, under Auditor’s File No. 840112, Okanogan County,

Washington.

Situate in the County of Okanogan, State of Washington.

Default Judgment, be sold at public auction, as particularly set out in said Judgment.

The total amount due and owing on the Judgment through May 3, 2016, is $385,232.95

consisting of the following: the Judgment amount of $380,604.05 principal and interest;

$2,850.00 awarded for attorneys’ fees; $1,778.90 awarded for costs; Due to the nature of the

loan, Plaintiff waives any post-judgment interest; pursuant to paragraph 2 of the Judgment, post-judgment amounts advanced for attorneys’ fees, and costs for publication and Sheriffs fees of an

unknown amount.

It is ordered, adjudged, and decreed that the Sheriff is hereby authorized to make the return within 60 days after issuance by the court. For purposes of the sale, the Order may be automatically extended for 30 days, pursuant to RCW 6.21.050.

Plaintiff agrees that no deficiency judgment shall be entered against Borrower and that the

court will establish a zero month redemption period. The Subject Property has been abandoned

for more than six months and Plaintiff reserves the right to establish a zero month redemption

period. Pursuant to RCW 61.12.093 , if the court finds that the mortgagor or his successor in

interest has abandoned said Property for six months or more, the purchaser at the Sheriffs sale

shall take title in and to such Property free from all redemption rights as provided for in RCW6.23.010 et seq. upon confirmation of the Sheriffs sale by the court. Lack of occupancy by, or by

authority of, the mortgagor or his successor in interest for a continuous period of six months or

more prior to the date of the decree of foreclosure, coupled with failure to make payments upon

the mortgage obligation within the said six month period, will be prima facie evidence of abandonment.

In the name of the State of Washington, you are hereby commanded and required to proceed to notice for sale and to sell the Subject Property, which is more particularly described in the Notice of Sale, and apply the proceeds of said sale as in said Judgment and Decree directed, and to make and file your report of such sale with the Clerk of this Court, and do all things according to the terms and requirements of said Judgment, and the provisions of Washington Law.

PUBLIC NOTICE

Okanogan County Department of Public Works, 1234-A 2nd Ave South, Okanogan, WA 98840, is seeking coverage under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit. The proposed project, Highway 7 Bridge South Project, is located at  Okanogan County, Highway 7 Road from milepost 3.43 to milepost 5.31. Township 37N., Range 27 East W.M., Sections 16, 17 and 20. in Tonasket in Okanogan county. This project involves 18 acres of soil disturbance for Highway or Road construction activities. The receiving waterbody is Okanogan River.

Any persons desiring to present their views to the Washington State Department of Ecology regarding this application, or interested in Ecology’s action on this application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II antidegradation requirements under WAC 173-201A-320.

INVITATION TO BID

Sealed bids for Ellisforde Transfer Station Steel Deck Truck Scale, will be received by Okanogan County at the Office of the Board of County Commissioners, located on the first floor of the Grainger Administration Building, 123 Fifth Avenue North, Room 150, Okanogan, Washington.  Mailed proposals must be received by no later than the last working day prior to the bid opening date.  Hand carried proposals will be received only by the Clerk of the Board of County Commissioners at the address stated above until 10:45:00 A.M. Pacific Time, Tuesday, May 9, 2017 and will then and there be opened and publicly read.  No facsimiles or electronic proposals will be accepted. 

All bid proposals shall be accompanied by a bid proposal deposit by certified check, cashier’s check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal.  Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Okanogan County.

Okanogan County Public Works Highway 7 (Bridge South) Project, SEPA 2017-2

Threshold SEPA Determination

Project Summary

Okanogan County Public Works is proposing a road construction project  on a 1.88 mile portion of Highway 7 Road from milepost 3.43 to 5.31.  The project proposes minor vertical and horizontal alignment and includes minor widening.  Total width proposed to be disturbed for the project will not exceed 50 feet each side of existing centerline. 

The purpose of the project is strengthening, resurfacing, and widening the road bed and road way surface and to improve sight distance.  The new roadway surface is proposed to be 30 feet in width, an additional 2 feet in each lane.  The proposal includes pulverization of the existing roadbed and incorporating the existing pavement into embankment sub-grade. Guardrail and signs will be installed where warranted.

Project Location:

The project is on Okanogan County Road 9437-06 Highway 7 milepost 3.43 to 5.31, Township 37 North, Range 27 E.W.M. in Sections 16, 17, 20 just south of the Town of Tonasket, WA.

Adoption of Existing Environmental Document:  In accordance with RCW 43.21C.030 and pursuant to WAC 197-11-610, the lead SEPA agency adopts the following document: “Washington State Department of Transportation NEPA Categorical Exclusion Document Form”. Adoption includes the entire Categorical Exclusion Form. We have adopted this document as appropriate for this proposal. The document meets our environmental review needs for the proposal.

Comments must be submitted in writing to the Okanogan County Office of Planning & Development, 123 5th Ave N Ste. 130, Okanogan, WA 98840, no later than May 10, 2017. Notice is hereby given that the Office of Hearing Examiner for Okanogan County has continued the public hearing for CUP 2016-2, previously scheduled for May 11, 2017 to June 8, 2017.  CUP 2016-2 is an application submitted by Zachary Dickson to permit two tier 3 commercial cannabis production and processing facilities in accordance with Okanogan County Code 17A.220.010. The site is located at 587 Antoine Creek Rd. Chelan, WA approximately 17 miles southwest of Pateros, WA on tax parcel number 2923310004. The parties to the appeal heard on April 13, 2017 will have until May 11, 2017 at 5:00 p.m. to submit the requested briefings.  Written comments will be accepted by other parties to the appeal until May 11, 2017 at 5:00 p.m. Verbal testimony will be taken from the parties to the appeal on June 8, 2017 but will be limited to the scope of the written comments submitted prior to the hearing.

Public Notice 

Lodging Tax Revenue Application

The county is accepting applications for Lodging Tax Revenue for 2018 Tourism marketing and promotion funding. Eligible applicants include certain non-profit entities and any municipality through a convention and visitors bureau or destination marketing organization agencies for the following purposes: 

1.    Funding single project proposals for acquiring, improving or developing municipally owned facilities for enhancing the tourism experience; and/or

2.    Grants for operating and promoting facilities that enhance the tourism experience such as visitors information centers; and/or county-owned fairgrounds.

3.    Match Grants for marketing or promoting tourist events or activities that draw tourists to Okanogan County;

The expected outcome is to increase tourism activity in Okanogan County in 2018 and beyond through the overnight lodging of tourists, through tourism-related expenditures, and construction or maintenance of tourism-related facilities that bring tourist to Okanogan County. 

Applications are due by close of business on Friday, September 8, 2017.  Even if postmarked earlier, applications will not be accepted if not received by close of business on Friday, September 8, 2017. Applications will not be accepted on-line.
