Early Winters Acclimation Site
Okanogan County, WA.
The Yakama Nation’s Mid-Columbia Coho Reintroduction Project (MCCRP) is requesting bids for construction of a juvenile salmon acclimation site to be installed on Early Winters Creek near Mazama, WA. Construction is scheduled to begin in July of 2017.
The Yakama Nation will be hosting a pre-bid site visit and project walkthrough beginning at 1:00 PM on 5/11/17. Attendance at the pre-bid visit is strongly suggested, as this will be the only opportunity to visit the project area with the engineer and project manager prior to the bid closing date.
Directions to the project site: From Winthrop, travel Northwest on WA State Route 20 for 15 miles. Turn left onto Early Winters Drive (at the Freestone Inn sign). After approximately 0.4 miles, turn right onto a gravel road and park. A map is included with the project documents.
By the close of business on Monday, 5/1/17, each contractor must have completed and submitted a signed copy of the Early Winters Acclimation Site project bid documents to be eligible for award of this contract. The Town of Winthrop Washington is inviting statements of qualifications (SOQs) from firms interested in providing planning and engineering services for a multimodal transportation plan, a downtown streetscape study, and an ADA transition plan. The selected firm or individual must have previous experience with similar plans, have the ability to perform project components in a timely and professional manner and be able to work cooperatively with the Town of Winthrop, state and federal agencies, and the public. The Town reserves the right to interview top firms or individuals. The project is anticipated to commence immediately upon approval of a contract with the selected professional service provider and must be completed within one year.

The Okanogan County Noxious Weed Control Board
has begun inspections of properties for control of noxious weed species designated by the board as enforcement species. Landowners with any of these species present on their property shall be required to control the noxious weeds according to provisions outlined in Chapter 17.10 RCW.
INSPECTIONS SHALL TAKE PLACE FOR THE SPECIES DESIGNATED FOR CONTROL BY THE WASHINGTON STATE NOXIOUS WEED CONTROL BOARD and THE OKANOGAN COUNTY NOXIOUS WEED CONTROL BOARD; a list is available in our office. All State, Federal and private landowners will be notified of noxious weeds present and classified as enforceable and control will be required.
This notice is published according to Board policy to notify landowners in our County that OCNWCB may enter their property according to the provisions outlined in 17.10.160 RCW, and that this notice shall serve as “Reasonable Attempt” as defined according to the aforementioned RCW.

Yakama Nation Twisp Horseshoe Project, SEPA 2017-1
Final SEPA Determination
The SEPA Responsible Official has issued a final determination of non-significance (DNS) on the following project. The Yakama Nation is proposing a restoration project approximately 9 miles west of Twisp, WA at 913B Twisp River Road. The primary goals of this project include increasing off channel connectivity and installing large wood structures in the main channel and side channel to improve habitat conditions for steelhead, spring Chinook and bull trout. The side channel will be created by select excavation and levee/riprap augmentation. A bottomless culvert will be placed within the existing levee/riprap area to preserve private trail access to the river. The restored side channel will create 532 linear feet of year round salmonid rearing habitat. The restored habitat will provide improved foraging and cover opportunities, flood refuge and thermal refuge for rearing salmonids. All disturbed soils will be de-compacted and seeded with a native grass seed mix, then mulched. The site will be monitored and managed for vegetation establishment and weed control for three to five years.

The project is on parcels 9800650012, 9800650013, Township 33 North, Range 20 E.W.M. in Section 11, approximately 9 miles westerly of the Town of Twisp, WA.
The SEPA Responsible Official issued a final determination of non-significance (DNS). This decision may be appealed in accordance with OCC 14.04.220. Appeals must be made in writing to the Board of Okanogan County Commissioners, 123 5th Ave N Ste. 150, Okanogan, WA 98840. Appeals must be submitted or postmarked by 5:00 pm on April 19, 2017. Appeals shall state with specificity the elements of the environmental checklist and resulting determination the appellant finds objectionable and shall state the reason therefore. Appeals must include the $300.00 appeal fee. Failure to file a timely and complete appeal shall constitute waiver of all rights to an administrative appeal under county code. CUP 2017-2 “R2 Kustoms Cannabis Farm”
Notice is hereby given that an application has been submitted Charles Farnsworth on behalf of R2 Kustoms LLC Reth Rith to permit a tier 3, commercial cannabis outdoor production facility. The CUP, if approved, would allow an eight foot tall 244 feet by 275 feet steel fenced area totaling 67,100 square feet, utilizing no more than 30,000 square feet of cultivation canopy allowing for approximately 1,875 plants and an 8 foot tall 8×20 Conex shipping container to be used as a security building. Water will be provided through a Certificate of Adjudicated Water Right. The cannabis farm will operate during daylight hours from May to November. The site is located at 145 Greenacres Rd. Unit 5 Riverside, WA. 98849 approximately 1.5 miles South West of Riverside, WA and .38 miles West of Omak Airport on tax parcel number 8877050100. According to Washington State Environmental Policy Act (SEPA) regulations, the office of Okanogan County Planning and Development issued a threshold environmental mitigated determination of non-significance (MDNS) for this proposal.
