According to Washington State Environmental Policy Act (SEPA) regulations, the office of Okanogan County Planning and Development issued a threshold environmental determination of non-significance (DNS) for this proposal. Appeals shall state with specificity the elements of the environmental checklist and resulting determination the appellant finds objectionable and shall state the reason therefore. Appeals must include the $300.00 appeal fee. Failure to file a timely and complete appeal shall constitute waiver of all rights to an administrative appeal under county code.

NOTICE IS HEREBY GIVEN that Okanogan County Planning and Development has received a Floodplain Development Permit Application and Environmental Checklist from Eddie Cupp authorized agent for Scott Thorndike for the unauthorized placement of 1400 cubic yards of fill for residential development on parcel number 8882900200. Total fill for completed project will be 4500 cubic yards. The site is located approximately 2 miles north of Oroville on Lake Osoyoos off of Hard Cider Rd.
The SEPA Responsible Official has reviewed an Environmental Checklist and project description and has issued a Final Mitigated Determination of Non-Significance (MDNS) on this proposal in accordance with WAC 197-11-350.
This decision may be appealed in accordance with OCC 14.04.220. Appeals must be made in writing to Okanogan County Hearing Examiner 123 5th Ave N. Ste 130 and must include the $300.00 appeal fee. Appeals must be submitted or postmarked by 5:00 p.m. on July 28, 2016. Date of publication is July 13, 2016.
