(b) Description of the Contract: Real Estate Contract dated 19, 2001, executed by Everett W. Hope, Jr. and Carolyn J. Hope, both single people, as seller, and Brian K. Kent, a single person, as buyer, which Contract or a memorandum thereof was recorded under Auditor’s File No. 3042268 on 8, 2002, records of Okanogan County Auditor, Washington.
Seller’s interest in the real estate contract is now held by Everett W. Hope, Jr as his separate property, by instrument recorded on April 14, 2015 under Okanogan County Auditor’s File No. 3199186.
(c) Legal description of the property:
Lot 11, Block 15, Town of Heckendorn, as per plat thereof recorded in Volume A of Plats, page 398, records of the Auditor of Okanogan County, Washington, together with a 1960 Nashua 10×55 mobile home, VIN NTB3XXFK8407.
(d) Description of each default under the Contract on which the notice is based:
1. Failure to pay the following past due items, the amounts and an itemization for which are given in (g) and (h) below:
a. Contract payments in the amount of $200.00 or more at the buyer’s option on or before the 8th day of February, 2002, including interest from January 8, 2002, at the rate of 10% per annum on the declining balance thereof; and a like amount or more on or before the 8th day of each and every month thereafter until paid in full;
b. Late charges in the amount of $10.00 for each contract payment in arrears;
c. Okanogan County Real Estate Taxes for 2015 in the amount of $589.08, plus contract late charge of $29.45 and Okanogan County Real Estate Taxes for 2014 in the amount of $664.83 plus contract late charge of $33.24 and Okanogan County Real Estate Taxes for 2013 in the amount of $748.69 plus contract late charge of $37.43 and Okanogan County Real Estate Taxes for 2012 in the amount of $771.23 plus contract late charge of $38.56 and any taxes which become due and payable before either reinstatement or forfeiture of the contract occurs;
d. Failure to pay a contract payment in the amount of $3,000.00, due on or before July 8, 2002.
2. Other defaults: Failure to keep insurance on the property
(e) Failure to cure the default on or before filed date, will result in the forfeiture of the Contract.
(f) The forfeiture of the Contract will result in the following:
1. the buyer’s right, title, and interest in the property will be terminated;
2. the right, title, and interest in the property of others whose interests are subordinate to the buyer will be terminated;
3. the buyer’s rights under the Contract will be canceled;
4. all sums previously paid under the Contract will be kept by and belong to the seller or other person entitled to them;
5. all improvements made to, and unharvested crops and timber located on, the property will belong to the seller; and
6. the buyer and all other persons occupying the property will be required to surrender possession of the property, improvements to the property, and unharvested crops and timber located on the property to the seller on December 30, 2015, if their interests have been forfeited.

If default includes a default other than payments of money when due, then you must cure such other defaults as specified in paragraph (g)(2) by December 20, 2015.
(i) You have a right to contest the forfeiture or seek an extension of time to cure the default, or both. If you wish to exercise this right, you must file a summons and complaint on the seller or seller’s agent or attorney before a declaration of forfeiture is recorded.
NO EXTENSION OF THE TIME FOR CURE CAN BE GRANTED FOR DEFAULTS THAT ARE A FAILURE TO PAY MONEY. However, you may not be in default if you have a claim against the seller that would release, discharge, or excuse the default.
(j) You have a right to request a court to determine whether a public sale of the property should be ordered. A public sale may be ordered if the court finds that the fair market value of the property substantially exceeds the sum of the debt owed under the contract and all liens on the property that have priority over the seller’s interest. The excess, if any, of the highest bid at the sale over the amount owed on your contract will be applied to the liens eliminated by the sale and the balance, if any, paid to you. If you wish to request that a court make this determination, you must do so by filing and serving a summons and complaint before a declaration of forfeiture is recorded. If you make such a request, the court will require you to deposit the anticipated sales costs with the clerk of the court.
(k) The contract requires that notices shall either be personally served or shall be sent certified mail, return receipt requested and by regular first class mail to the Buyer c/o Michael Kutz, PO Box 225, Winthrop, WA 98862 and to the Seller at 7122 126th Dr. NE, Lake Stevens, WA 98258 or such other addresses as either party may specify in writing to the other party. Notices shall be deemed given when served or mailed. Notice to Seller shall also be sent to any institution receiving payments on the Contract. Town of Twisp-Request for Statement of Qualifications
The Town of Twisp solicits interest from Commercial Architectural Firms to design/engineer and/or review such for a Civic Building and a Public Works Shop. Firms will be considered for the following project.
PROJECT DESCRIPTION
The purpose of this project is to design and/or review two buildings that will serve long-term as 1) Public Works Shop – an equipment storage and repair and maintenance facility, and 2) Civic Building – a functional and effective space in which municipal services for the Town of Twisp will be based from which space future emergency management services will be provided for the larger Methow Valley community.
SCOPE OF WORK
The Civic Building will house the Town’s police department and serve as an incident command center as needed during emergencies or disasters in the area. The building will also provide public administration and community meeting space.
The Public Works Shop will provide a controlled temperature atmosphere for equipment to be stored, maintained, and operational for the services provided by the Town of Twisp Public Works Department.
All proposals shall contain the following minimum information in the order shown below:
Letter of Interest and Introduction
Similar Experience: List the experience for the firm’s key staff proposed for this project. Provide detailed information, including references, on two of those projects that are considered to be very similar to this project.
Proposed Staff: List the experience and number of years with the firm for the key members of the staff proposed on the project (Resumes to be included as appendix). Also, include the experience of any subconsultant staff to be proposed on this staff. What experience has the team had together on other projects?
Demonstration of Understanding of the Project: List and describe briefly what you think are important issues on this project and what would be your approach for successful completion of the project.
Staff Availability: Demonstrate your ability to provide the proposed staff for this project.
Project Management: Who will be the project manager? What experience does the project manager have on design projects? Describe the project management approach to be used, including how costs will be managed and controlled.
Proposal Format: Please provide the above information in the order listed in an organized fashion. The total length of the proposal shall not exceed 20 double sided or 40 single sided, letter size pages and graphics shall be kept to a minimum (resumes will not be counted on the page totals).
Evaluation and ranking of consultants shall be by Town Officials, committee, and staff based on written evaluation forms that rate each firm based on the above 7 criteria.
The Town of Twisp reserves the right to retain the services of the successful firm for any subsequent phases associated with this project.
The Town of Twisp encourages disadvantaged, minority, and women-owned consultant firms to respond.

NOTICE OF RESCHEDULED PUBLIC HEARING, FRESH GREENS CONDITIONAL USE PERMIT AMENDMENT, FILE #: WIN CUP 15-1
NOTICE IS HEREBY GIVEN THAT the Winthrop Town Council will hold an open record public hearing to consider a proposed amendment to the Conditional Use Permit for Fresh Greens on Wednesday, October 21, 2015 at 7:05 pm, in the Hen House of the Winthrop Barn, 51 Highway 20, Winthrop. The hearing will be conducted in accord with WMC Chapter 19.10. Any person desiring to present written or oral testimony may do so at the hearing. All persons or agencies who comment or present testimony shall have standing as a party of record. Any person requiring assistance to access the Barn or requiring other special assistance are urged to contact Town Hall as least 24 hours in advance of the scheduled hearing.
Application Information: Austen Lott, 5 Lloyd Lane, Winthrop, WA 98862, applied to amend the conditional use permit (CUP) for Fresh Greens, a marijuana retail business encompassing 540 square feet. The proposed amendment would expand the hours of operation allowed under the CUP and allow the business to open on Sundays. The permit is sought pursuant to WMC sections 17.16.010 and 17.36.045. The business is located on Lot 29 of Horizon Flats subdivision, in the Industrial zone of the Town of Winthrop, Township 34, Range 21, NW quarter of Section 11.
