THREE RIVERS HOSPITAL

NOTICE TO ENERGY SERVICE COMPANIES (ESCOs)

Three Rivers Hospital is requesting ESCO services to identify, finance, design, install, commission, verify, and  monitor energy/utility conservation  measures throughout their respective County buildings and energy-using systems.

ESCOs will be expected to provide input to the Counties energy planning / management / conservation process, including capital planning, maintenance and operations. ESCOs must be a licensed Washington State contractor at the time of submittal and employ engineers licensed in the State of Washington as part of the ESCO team.

Companies interested in providing these services are invited to submit responses not exceeding 6 pages, printed either single or doubled sided. Responses should at a minimum include the following; use this numbering system for formatting submittal materials:

Cover Letter and Introduction, Executive Summary, if applicable

  1. History of the firm and financial stability
  2. Resumes of key personnel who will actually be involved in the project
  3. Experience as an ESCO – Provide a short summary of range of services and past experiences
  4. Standard Budget Format including Cost/Profit Structure
  5. Past Project History for County projects in the State of Washington
  6. Provide a Statement of Service Capabilities to assist the County in long term Maintenance and Operations of facilities, following the installation of the agreed- upon facility improvement measures.

The selection committee will select a firm from the information provided and generated under this announcement. The County reserves the right to waive minor irregularities and to reject any or all proposals. ESCOs will be considered for selection based upon their proven ability to identify, design, finance, install, commission, and monitor the operation/maintenance of energy and utility conservation measures.

Please submit in a sealed envelope (1) original and (5) copies of your proposal by 4 p.m. on August 31, 2015. Send the response to Three Rivers Hospital, 415 Hospital Way, Brewster, WA 98812, to the attention of the “ESCO Selection Committee”. Town of Twisp

Request for Statement of Qualifications

The Town of Twisp solicits interest from consulting firms with expertise in Economic Revitalization Planning. Consultants will be considered for the following project.

PROJECT DESCRIPTION: The work to be performed by the CONSULTANT consists of preparing a master plan which assesses, prioritizes, and designs feasible projects of greatest impact for business and economic vitality for Twisp in preparation for potential implementation.

The purpose of the master plan is the creation of a document that details an infrastructure design and development strategy to revitalize and enhance business visibility, encourage economic development, and attract tourism to Twisp.

SCOPE OF WORK: Propose design elements to unify and draw attention to the business area.

Propose projects to encourage and enhance business areas to be more pedestrian and consumer friendly, in support of business development and vitality.

Propose the integration of design elements to convey the arts and culture aspect of Twisp.

Design and create a uniform street lighting plan along the length of the business corridor within town to encourage pedestrian traffic.

Design for construction of artistic freestanding gateway structures, and propose their placement along SR20 and at the entrance to Twisp recreational facilities.

Design and propose placement of Way-Finding signage to and along the business and recreational areas within town, identifying town landmarks and area business locations.

Propose and design a plan to address need for additional/improved parking.

All proposals shall contain the following minimum information in the order shown below:

Letter of Interest and Introduction

SIMILAR EXPERIENCE: List the experience for the firm’s key staff proposed for this project. Provide detailed information, including references, on two of those projects that are considered to be very similar to this project.

Proposed Staff: List the experience and number of years with the firm for the key members of the staff proposed on the project (Resumes to be included as appendix). Also, include the experience of any sub-consultant staff to be proposed on this staff.  What experience has the team had together on other projects?

Demonstration of Understanding of the Project:  List and describe briefly what you think are important issues on this project and what would be your approach for successful completion of the project.

STAFF AVAILABILITY:  Demonstrate your ability to provide the proposed staff for this project.

PROJECT MANAGER: Who will be the project manager?  What experience does the project manager have on design projects?  Describe the project management approach to be used, including how costs will be managed and controlled.

PROPOSAL FORMAT: Please provide the above information in the order listed in an organized fashion.  The total length of the proposal shall not exceed 20 double sided or 40 single sided, letter size pages and graphics shall be kept to a minimum (resumes will not be counted on the page totals).

Evaluation and ranking of consultants shall be by Town Officials based on written evaluation forms that rate each firm based on the above 7 criteria.

The Town of Twisp reserves the right to retain the services of the successful firm for any subsequent phases associated with this project.

The Town of Twisp encourages disadvantaged, minority, and women-owned consultant firms to respond.

Three copies of the SOQ shall be submitted to Twisp Town Hall 118 S. Glover St. Twisp, WA 98856 or mailed to Town of Twisp, PO Box 278 Twisp, WA 98856 (received) by 09/02/15 at 5:00 PM. Skalitude PDM 2015-4

Application & Threshold
SEPA Determination

Proposed modification of the Skalitude planned development includes preparation of a development agreement which would replace the existing contract zone document. The application proposes increased capacity of special events and overnight guests, development of camping and event areas and accessory structures, adjusting the number and location of rental unit accommodations, changes to the size and location of the zone of influence, and development of a zip line course. The property is 159.97 acres located within the Okanogan National Forest and accessed from Smith Canyon Road approximately 7 road miles northwest of Carlton, WA. Physical Address: 302 Smith Canyon Road. Tax parcel number: 9100001300. Project comments must be submitted in writing or attend the public hearing. The public hearing for this project is not yet scheduled. Project comments and SEPA comments will be reviewed separately. SEPA Comments must be submitted in writing no later than 5:00 pm September 2, 2015. According to Washington State Environmental Policy Act regulations, Okanogan County Planning and Development issued an environmental determination of non-significance (DNS). Failure to comment by this date denies a party standing to appeal the final SEPA determination. Information is available at the Office of Planning and Development.
