NOTICE OF PETITIONS FOR EXCLUSION
NOTICE IS HEREBY GIVEN that petitions for exclusion of land have been filed with the Board of Directors of the Methow Valley Irrigation District. The names of the petitioners and the land descriptions, identified by the Okanogan County Assessor’s parcel numbers, to be excluded from the boundaries of the MVID without water rights, in Okanogan County, State of Washington, are as follows:

All persons interested in or who may be affected by the change of the boundaries of the District are to appear at the Regular Meeting of the MVID on the 10th day of August, 2015 at 7:00 p.m. at the River Bank Office, 206 Glover Street, in Twisp, WA to show cause in writing, if any they have, why the change of the boundaries of the District, as proposed in the petitions, should not be made. The failure of any person interested in said District to show cause in writing why the tracts of land mentioned in said petitions should not be excluded from the MVID shall be deemed and taken as an assent to such exclusion.

INVITATION TO BID
Sealed bids will be received by the Town of Winthrop at Town Hall located at 206 Riverside Avenue (PO Box 459), Winthrop, Washington, 98862 until 11:00 A.M. on August 20, 2015 and there publicly opened and read.
The Town of Winthrop Upper Bluff Street Water Loop consists of constructing 1000 feet of new water main, reconnecting water services, street restoration, and other work.
Plans, specifications, and bid documents are available for electronic download at the Engineer’s web site at www.scjalliance.com. Insert the eBidDoc #4032489 to download the digital documents for $10.00. Plans, specifications, and bid documents are also available at the office of SCJ Alliance, in Wenatchee at 25 North Wenatchee Avenue, Ste. 238, Wenatchee, WA 98801 upon payment of $60.00. Contract documents are on file for inspection at area Plan Centers and at the Winthrop Town Hall.
A bid bond in the amount of 5% of the bid shall accompany all bids.
All bids shall be marked “SEALED BID FOR Upper Bluff Street Water Loop”, on the outside of the envelope.
Bids must be completed on a lump sum and unit price basis as indicated on the BID PROPOSAL, and the total price shall be used for comparison of bids. The Town of Winthrop reserves the right to reject any or all bids for cause.
Time for completion of the work is limited to 20 working days. Engineer’s estimated range for this project is $75,000 to $100,000.
No bidder may withdraw his proposal after the hours set for the opening thereof, or before award of contract unless said award is delayed for a period exceeding forty-five (45) days. The Town shall have the right to reject any or all bids not accompanied by bid security or data required by the bidding document or a bid in any way incomplete or irregular.
The Town of Winthrop is an equal opportunity and affirmative action employer. Disadvantaged Business Enterprises (Small, minority and women-owned businesses) are encouraged to submit bids. All work performed on the project shall be subject to the higher of the prevailing state or federal wage rates.
This project is funded through the Washington State Drinking Water State Revolving Fund program with federal funds from the Environmental Protection Agency. DWSRF requirements and provisions must be met by general contractors and all subcontractors.

AN ORDINANCE OF THE TOWN OF TWISP, WASHINGTON, APPROVING A FRANCHISE AGREEMENT WITH METHOW VALLEY IRRIGATION DISTRICT FOR IRRIGATION WATER PIPELINES AND FACILITIES WITHIN THE TOWN OF TWISP, AND AUTHORIZING THE MAYOR TO SIGN SUCH FRANCHISE AGREEMENT ON BEHALF OF THE TOWN OF TWISP.

NOTICE OF APPLICATION & PUBLIC HEARING
FRESH GREENS CONDITIONAL USE PERMIT AMENDMENT

NOTICE IS HEREBY GIVEN THAT Austen Lott, 5 Lloyd Lane, Winthrop, WA 98862, has submitted application to amend the conditional use permit (CUP) for Fresh Greens, a marijuana retail business encompassing 540 square feet. The proposed amendment would expand the hours of operation allowed under the CUP. The permit is sought pursuant to Winthrop Municipal Code (WMC) sections 17.16.010 and 17.36.045. The business is located on Lot 29 of Horizon Flats subdivision, in the Industrial zone of the Town of Winthrop, Township 34, Range 21, NW quarter of Section 11.
The Winthrop Town Council will hold an open record public hearing to consider the proposal on Wednesday, August 19 at 7:05 pm, Winthrop Auditorium (the Barn) 51 Highway 20, Winthrop, WA. The hearing will be conducted in accord with WMC Chapter 19.10. Any person desiring to present written or oral testimony may do so at the hearing. All persons or agencies who comment or present testimony shall have standing as a party of record. Any person requiring assistance to access the Barn or requiring other special assistance are urged to contact Town Hall as least 24 hours in advance of the scheduled hearing.
