Town of Twisp
Request for Statements of Qualifications
The Town of Twisp, Washington is engaged in a project to build a non-motorized public trail in the town limits and is seeking Statements of Qualifications (SOQs) from design companies who specialize in the design and construction of non-motorized urban trails.
All statements of qualifications shall contain the following minimum information in the order shown below:
Letter of Interest and Introduction
Similar Experience: Provide detailed information, including references, on two of your previous projects that are considered to be very similar to this project.
Proposed Staff: List the experience and number of years with the firm for the key members of the staff that may be working on this project (Resumes to be included as appendix). Also, include the experience of any sub-consultant staff to be involved on this project. Describe the experience the team had working together on other projects.
Familiarity with the Town of Twisp Community Trail Project: Describe briefly what you think are important issues on this project and what would be your approach for successful completion of the project.
Staff Availability: Demonstrate your ability to provide the proposed staff for this project.
Project management: Who will be the project manager? What experience does the project manager have on trail projects generally and, specifically with the Recreation and Conservation Office (RCO) grant requirements.
Proposal Format: Please provide the above information in the order listed in an organized fashion. The total length of the proposal shall not exceed single sided, letter size pages and graphics shall be kept to a minimum (resumes will not be counted on the page totals).
Firms selected for projects are required to comply with the applicable requirements of local, state, and federal contraction regulations.

The Town of Twisp reserves the right to retain the services of the successful firm for any subsequent phases associated with this project.
Evaluation and ranking of the consultants shall be by Town Officials based on written evaluation forms that rate each firm based on the above 7 criteria.
Five copies of the SOQ shall be submitted to Twisp Town Hall at 118 S Glover Street, Twisp WA 98856 or mailed to Town of Twisp, PO Box 278 Twisp, WA 98856. SOQs must be received no later than July 8, 2015 at 5:00 pm. No submittals will be accepted after that date and time. NOTICE OF PETITION FOR EXCLUSION
NOTICE IS HEREBY GIVEN that a petition for exclusion of land has been filed with the Board of Directors of the Methow Valley Irrigation District. The name of the petitioner and the land description, identified by the Okanogan County Assessor parcel number, to be excluded from the boundaries of the MVID without a water right, in Okanogan County, State of Washington, is as follows:

All persons interested in or who may be affected by the change of the boundaries of the District are to appear at the Regular Meeting of the MVID on the 13th day of July, 2015 at 7:00 p.m. at the River Bank Office, 206 Glover Street, in Twisp to show cause in writing, if any they have, why the change of the boundaries of the District, as proposed in the petition, should not be made. The failure of any person interested in said District to show cause in writing why the tract of land mentioned in said petition should not be excluded from the MVID shall be deemed and taken as an assent to such exclusion.

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.
This DNS is issued under 197-11-340(2); the lead agency will not act on this proposal for the 15 days from the date below. Comments must be submitted by July 8, 2015.
