Methow Valley School District No. 350 will hold a public hearing on the budget for the 2015-2016 General Fund, Transportation Vehicle Fund, Capital Projects Fund, Debt Service Fund and ASB Fund at the Board of Directors meeting in the district office at 6:30pm on Wednesdays, June 24, 2015. Town of Twisp – Request for Statement of Qualifications
The Town of Twisp solicits interest from consulting firms with expertise in Civil and Structural Design. Consultants will be considered for the following project.
PROJECT DESCRIPTION
The work to be performed by the CONSULTANT consists of preparing preliminary engineering, environmental, PS&E, advertisement and award for the improvement of:
SR 20 Curb and Sidewalk: The proposed improvements include sidewalk, ADA ramps, bike lane, curb & gutter and drainage on the southerly side of SR 20. The project length is approximately 0.46 miles.
It is estimated that the design phase will occur in August 2015 and will be funded by FHWA and alternate sources.
SUBMITTAL
All proposals shall contain the following minimum information in the order shown below:
Letter of Interest and Introduction
Similar Experience: List the experience for the firm’s key staff proposed for this project. Provide detailed information, including references, on two of those projects that are considered to be very similar to this project.
Proposed Staff: List the experience and number of years with the firm for the key members of the staff proposed on the project (Resumes to be included as appendix). Also, include the experience of any sub-consultant staff to be proposed on this staff. What experience has the team had together on other projects?
Demonstration of Understanding of the Project: List and describe briefly what you think are important issues on this project and what would be your approach for successful completion of the project.
Staff Availability: Demonstrate your ability to provide the proposed staff for this project.
Project Management: Who will be the project manager? What experience does the project manager have on transportation projects generally and, specifically with the LAG Manual. What experience does the project Manager have on multi-agency projects? Describe the project management approach to be used, including how costs will be managed and controlled.
Proposal Format: Please provide the above information in the order listed in an organized fashion. The total length of the proposal shall not exceed 20 double sided or 40 single sided, letter size pages and graphics shall be kept to a minimum (resumes will not be counted on the page totals)
Evaluation and ranking of consultants shall be by Town Officials based on written evaluation forms that rate each firm based on the above 7 criteria.
The Town of Twisp reserves the right to retain the services of the successful firm for any subsequent phases associated with this project.
The Town of Twisp encourages disadvantaged, minority, and women-owned consultant firms to respond.

Notice of Application and Threshold SEPA Determination
CUP 2015-6 “Classic Towing LLC”
An application has been submitted by Classic Towing, LLC for a Conditional Use Permit (CUP) to operate a towing operation, impound yard and repair shop. The site will encompass 1 acre of the 1.44 acre lot and contain site obscuring fencing for the impound yard and structures for an office and shop. The existing residence will stay as a residence. The project site is located south and east of Twisp off of Highway 20 on tax parcel number 6850080001. According to Washington State Environmental Policy Act (SEPA) regulations, the office of Okanogan County Planning and Development issued a threshold environmental determination of non-significance (DNS) for this proposal. The public is invited to comment on this project. Said comments must be submitted in writing, or attend the public hearing. The public hearing for this project is not yet scheduled. Project comments and SEPA comments will be reviewed separately. SEPA comments must be submitted in writing no later than 5:00 p.m., June 17, 2015. Failure to comment by this date denies a party standing to appeal the final determination. INVITATION TO BID
Town of Winthrop Ice Rink Slab and Refrigeration Construction
Sealed bids will be received by the Town of Winthrop in the Office of the Town Clerk located at 206 Riverside Avenue, Winthrop, Washington, 98862 until Noon, on June 25, 2015, and thereafter be opened and publicly read aloud. Bids received after the time above stated will not be considered.
The project consists of construction of a refrigerated concrete outdoor rink slab, self contained refrigeration package and associated piping systems, replacing existing non refrigerated system, as described in construction plans and performance specifications. The project will utilize $30,000 of volunteer labor and donations, as specified in the construction documents. All work performed on the project (excluding volunteer labor and donations specified in construction plans and documents) shall be subject to prevailing wage rates. Bids shall be made on a lump sum basis.
All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check, or surety bond in an amount equal to at least five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the Town of Winthrop.
The Town of Winthrop reserves the right to waive informalities in the bidding, accept a Proposal of the lowest responsible Bidder, reject any or all Bids, republish the Call for Bids, revise or cancel the work, or require the work to be done in another way if the best interest of the Town is served.

Notice of Public Hearing
EXTENSION OF INTERIM ZONING
NOTICE IS HEREBY GIVEN that the Okanogan Board of County Commissioners will conduct a public hearing on June 16, 2015 to take public testimony regarding an ordinance extending the interim zone code adopted on December 22, 2014 in accordance with RCW 36.70.795. It is proposed the interim zone code be extended to December 22, 2015 unless earlier repealed.
The public hearing will be conducted on June 16, 2015 at 2:00 p.m. in the Commissioners Auditorium in the Virginia Grainger Building in Okanogan, WA. Verbal testimony will be taken with a time limit of 3 minutes per speaker. Written comments may be submitted at the hearing. NOTICE IS HEREBY GIVEN that the Town Council of the Town of Winthrop, Washington, will hold a public hearing on the 2016 to 2021 Six-Year Transportation Improvement Plan (TIP). Said hearing will be held on Wednesday, June 17th, 2015 at 7:05 pm in the back room (HEN HOUSE) of the WINTHROP AUDITORIUM (BARN), 51 Highway 20, Winthrop, WA. All interested persons are invited to and may appear and be heard at said time and place.
