The Methow Valley Communications District, in accordance with RCW 39.04.155, maintains a Small Works Roster for public works projects not to exceed $300,000 and is now accepting applications.  The Small Works Roster shall include approved contractors who, when required by law, are properly licensed or registered for general or specialty contract work.

WAC 197-11-970 – Determination of Non-Significance (DNS).  Determination of Nonsignificance

Description of proposal: Town of Twisp Water System Plan update.

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment.  An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c).  This decision was made after review of a completed environmental checklist and other information on file with the lead agency.  This information is available to the public on request.

¨  This DNS is issued after using the optional DNS process in WAC 197-11-355.  There is no further comment period on the DNS.

LEGAL NOTICE

INVITATION TO BID

Town of Winthrop Ice Rink Building Extension

Sealed bids will be received by the Town of Winthrop in the Office of the Town Clerk located at 206 Riverside Avenue, Winthrop, Washington, 98862 until Noon, on June 3, 2015, and thereafter be opened and publicly read aloud. Bids received after the time above stated will not be considered.

The project consists of construction of an approximately 3,000 square foot addition to the existing Winthrop Ice Rink building at 208 White Avenue, as described in construction plans and specifications. The project will utilize $60,000 of volunteer labor and donations, as specified in the construction documents.  All work performed on the project (excluding volunteer labor and donations specified in construction plans and documents) shall be subject to prevailing wage rates.  Bids shall be made on a lump sum basis.   

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check, or surety bond in an amount equal to at least five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the Town of Winthrop.

The Town of Winthrop reserves the right to waive informalities in the bidding, accept a Proposal of the lowest responsible Bidder, reject any or all Bids, republish the Call for Bids, revise or cancel the work, or require the work to be done in another way if the best interest of the Town is served.

WAC 197-11-970 Determination of Nonsignificance (DNS)

Description of proposal: The Winthrop Ice Rink Phase 2 project will replace the existing natural ice rink with a refrigerated slab and extend the existing building to include changing rooms, additional restrooms, showers, and an expanded ticket/skate rental office.  The project involves demolishing the curb around the rink, excavating up to 1.5’, placing bedding material, pouring a slab with refrigeration piping, installation of the refrigeration system and add 2,900 square feet to the existing building for a total of 5,500 square feet.

Notice of Public Hearing

AMENDMENT TO OCC 14.08 OPEN SPACE: NOTICE IS HEREBY GIVEN that the Okanogan Board of County Commissioners has continued the public hearing held on May 12, 2015 to take additional public testimony regarding an ordinance amending Okanogan County Code 14.08 Open Space Open Space program.

This notice corrects an error in the notice published April 29, 2015 which identified OCC 18.08 as the code under consideration for amendment.  OCC 14.08 Open Space is the correct code section.

After considering public input received in the first hearing the Commissioners have directed the ordinance be revised to repeal rather than amend OCC 14.08.080 Ineligible Lands and that notice be published inviting further public review and comment.

The SEPA Responsible Official has determined this proposal is categorically exempt from environmental review in accordance with WAC 197-11-800 (19).

The continued public hearing will be conducted on June 8, 2015 at 4:00 p.m. in the Commissioners Auditorium in the Virginia Grainger Building in Okanogan, WA. Verbal testimony will be taken with a time limit of 3 minutes per speaker. Written comments may be submitted at the hearing.  Written comments will be accepted prior to the hearing and may be submitted in writing or electronically to Lalena Johns, Clerk of the Board, at 123 5th Ave N Ste 150, Okanogan, WA 98840 or at ljohns@co.okanogan.wa.us. Copy of the proposed amendment may be viewed on the Okanogan County Planning Department website at www.okanogancounty.org/planning.
