LEGAL NOTICE

ADVERTISEMENT FOR BIDS

GENERAL

The Owner of this Project is: Okanogan County Fire District #6, PO Box 895, 223 Englar Street, Town of Winthrop, WA 98862.

The Architect for this Project is: Watson and Herres, 14925 East 24th Ave, Spokane Valley, WA. 99037, Phone: 509-863-3231, Contact: George Watson, E-mail: gp.watson@comcast.net .

General Contractors are invited to submit a Bid for the construction of New Fire Station, located at 33 Horizon Flats Road, Town of Winthrop, WA.

The Work of this project is generally described as construction of a new 12,000 s.f Emergency Response Facility as described in the construction documents and project manual.

Bids must be on a stipulated sum basis.

The Owner will receive sealed Bids until 4:00 PM local time, May 12, 2015 at the office of the OCFD #6 located at 223 Englar Ave, Winthrop, WA 98862.

Bidders are required to submit Document 00 4300 – Bid Form Supplements at the time Bids are submitted.

Bids will be opened publicly during the Commissioner’s meeting May 12, 2015 7:00 PM located at 434 West 2nd Street, Twisp, WA.

The Owner requires Substantial Completion of the Work in 6 months.

A Bid Security in the amount of 5 percent of the highest possible Bid amount is required.

Bids are required to be submitted under a condition of irrevocability for a period of 30 days after submittal.

Submit Bids on the Bid Form provided.

Bidders shall submit an executed copy of AIA Document A305, Contractor’s Qualification Statement, latest edition.

Refer to Document 00 2113 -Instructions to Bidders for additional information.

BIDDING DOCUMENTS

Prime bidders will contact Watson & Herres 509-863-3231 to order Bid Documents and Project Manuals. Bidders will pick up (Project Manual and/or Working Drawings) for printing costs at Abadan Reprographics, 603 E. 2nd Ave, Ph. 509-624-0116. Printing costs are non-refundable.

Partial sets of Bidding Documents will not be issued.

Bidding Documents will not be issued directly to sub-bidders.

OFD#6 reserves the right to reject or accept any or all bids, to reject or accept any part of the bids and to waive any informalities or irregularities in the bids received.  No bidder may withdraw its bid after the hour set for the opening unless the award of the contract is delayed for a period exceeding 30 days.

EXAMINATION OF SITE

The site is available for examination by Bidders and sub-bidders at any time.

LEGAL NOTICE

NOTICE: ANNOUNCEMENT OF AVAILABILITY OF DRAFT REAUTHORIZATION PERMIT

PERMIT NO.: WA0020885

APPLICANT: TOWN OF WINTHROP

The Town of Winthrop has applied for renewal of National Pollutant Discharge Elimination System (NPDES) Permit No. WA0020885 in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW), Chapter 173-220 Washington Administrative Code (WAC), and the Federal Clean Water Act.

Following evaluation of the application and other available information, a draft permit has been developed which would allow the discharge of municipal wastewater to Methow River from its facility located at 906 Main Street, Winthrop, WA.    All discharges to be in compliance with the Department of Ecology’s Water Quality Standards for a permit to be issued.

A tentative determination has been made to reauthorize this permit based on the effluent limitations and special permit conditions that will prevent and control pollution.  A final determination will not be made until all timely comments received in response to this notice have been evaluated.

PUBLIC COMMENT AND INFORMATION

The draft permit and fact sheet addendum may be viewed at the Department of Ecology (Department) website:  http://www.ecy.wa.gov/programs/wq/permits/index.html. The application and other related documents are available at Ecology’s Central Regional Office for inspection and copying between the hours of 8:00 a.m. and 4:30 p.m., weekdays.  To obtain a copy or to arrange to view copies at the Central Regional Office, please call 509/575-2490 or write to the address below.

Interested persons are invited to submit written comments regarding the proposed permit.  All comments must be submitted by May 22, 2015 to be considered for the final determination.  E-mail comments should be sent to cynthia.huwe@ecy.wa.gov. Any interested party may request a public hearing on the proposed permit within 30 days of the publication date of this notice.  The request for a hearing shall state the interest of the party and the reasons why a hearing is necessary.  The request should be sent to the above address. Ecology will hold a hearing if it determines that there is significant public interest.  If a hearing is to be held, public notice will be published at least 30 days in advance of the hearing date. Any party responding to this notice with comments will be mailed a copy of a hearing public notice.
