INVITATION TO BID. Sealed bids will be received by the Town of Winthrop at Town Hall located at 206 Riverside Avenue (PO Box 459), Winthrop, Washington, 98862 until 11:00 A.M. on January 7, 2015 and there publicly opened and read.
The Town of Winthrop Upper Bluff Street Reconstruction consists of reconstructing and widening existing road, installing new water main and services, new sanitary sewer services, new stormwater system, curb, gutter, and sidewalk, retaining walls, guardrail, paving, pavement markings, traffic control, and other work.
The Town of Winthrop in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.
Plans, specifications, and bid documents are available for electronic download at the Engineer’s web site at www. scjalliance.com. Insert the eBidDoc #3603856 to download the digital documents for $10.00. Plans, specifications, and bid documents are also available at the office of SCJ Alliance, in Wenatchee at 25 North Wenatchee Avenue, Ste. 238, Wenatchee, WA 98801 upon payment of $60.00. Contract documents are on file for inspection at area Plan Centers and at the Winthrop Town Hall.
A bid bond in the amount of 5% of the bid shall accompany all bids. All bids shall be marked *“SEALED BID FOR **Upper Bluff Street Reconstruction”, *on the outside of the envelope.
Bids must be completed on a lump sum and unit price basis as indicated on the BID PROPOSAL, and the total price shall be used for comparison of bids.
The Town of Winthrop reserves the right to reject any or all bids for cause.
Time for completion of the work is limited to 60 working days. Engineer’s estimated range for this project is $900,000 to $1,100,000. No bidder may withdraw his proposal after the hours set for the opening thereof, or before award of contract unless said award is delayed for a period exceeding forty-five (45) days.
