2019 BUDGET PUBLIC HEARING NOTICE

NOTICE IS HEREBY GIVEN that the Town Council of the Town of Winthrop, Washington, has prepared the Town Budget for fiscal year 2019. Public hearing upon said budget will be held on Wednesday, November 21, 2018 at the hour of 6:05 p.m. in the back room (Hen House) of the Winthrop Barn, 51 SR20.

All interested persons may appear and be heard at said time and place. Written comments must be received by the time of hearing in order to be considered. All persons requiring assistance in accessing the Winthrop Barn are requested to contact Town Hall at 996-2320 at least one day prior to the hearing.

Said proposed budget will be on file on November 9, 2018 in the office of the Town Clerk, 206 Riverside Avenue, and may be examined there during regular business hours or can be mailed upon request by calling Town Hall at (509)996-2320.

NOTICE OF PROPOSAL

DETERMINATION OF SIGNIFICANCE AND SCOPING NOTICE

REVISED OKANOGAN COUNTY COMPREHENSIVE PLAN

Notice is hereby given that the Okanogan County Office of Planning and Community Development has proposed revisions to the 2014 Okanogan County Comprehensive Plan. The Comprehensive Plan proposal is prepared in accordance with RCW 36.70 Planning Enabling Act, RCW 36.70A Growth Management Act, and other applicable case law and requirements. The Comprehensive Plan contains policies that inform other land use regulation in all unincorporated areas of the county. The proposed revisions to the comprehensive plan consider the medium range of population increase prepared by the OFM which projects that the population will increase by 3511 people by the year 2040. The revised comprehensive plan includes three alternative policy approaches for dealing with the projected population increase.

After review of the proposed comprehensive plan and an environmental checklist the SEPA Responsible Official for Okanogan County has determined the proposal is likely to have significant adverse impacts on the environment and has determined an environmental impact statement is required in accordance with WAC 197-11-360.

The SEPA Responsible Official has determined the EIS should examine the likely impacts of the proposal to groundwater quality and quantity, transportation infrastructure, and critical areas.

Agencies, affected tribes, and members of the public are invited to comment on the scope of the EIS. You may comment on alternatives, mitigation measures, or other probable, significant, and adverse impacts related to the proposal. Notice of Final SEPA Determination and Hearing Date

CUP 2018-6 Pipestone Canyon Ranch Event Center

Notice is hereby given that an application has been submitted by George and Candy Hoksbergen in accordance with Okanogan County Code 17A.220.010 to permit an event center. The CUP, if approved, would allow an existing 50’ X 100’ building and outdoor lawn area with covered tents to be used as an event center that will host a maximum of 15 events per year. The events will range from 50 to 250 people. Temporary sanitation facilities will be on-site for events with more than 35 people attending. Parking will be in a pasture that adjoins the event buildings lawn. Water will be provided from an exempt well; the use of the well for commercial purposes will be interruptible. The site is located at 448 Balky Hill Rd., near Twisp WA on tax parcel numbers 3322020029. According to Washington State Environmental Policy Act (SEPA) regulations, the office of Okanogan County Planning and Development issued a final environmental mitigated determination of non-significance (MDNS) for this proposal. This decision may be appealed in accordance with OCC 14.04.220. Appeals must be made in writing to the Okanogan County Hearing Examiner, 123 5th Ave N Ste. 130, Okanogan, WA 98840. Appeals must be submitted or postmarked by 5:00 p.m. on November 29, 2018. Appeals shall state with specificity the elements of the environmental checklist and resulting determination the appellant finds objectionable and shall state the reason therefore. Appeals must include the $300.00 appeal fee. The public hearing for this project is scheduled for December 13, 2018 at 10:00 am in the Commissioners Hearing Room. Project comments can be submitted up to the hearing date and testimony may be given at the hearing. Failure to comment by this date denies a party standing to appeal the final decision.
