DETERMINATION OF NONSIGNIFICANCE (DNS)

Description of proposal: Amendments to Chapters 18.10 Definitions, 18.20 General Regulations, and Appendix A District Use Chart of the Twisp Municipal Code. Amendments to Chapter 18.10 entail repeal and replacement of existing definitions and addition of new definitions. Amendments to Chapter 18.20 entail repeal of existing regulations regarding mobile, manufactured and modular housing and replacement with a replacement section provide residential development standards applicable to all residential uses along with minimum square footage requirements for new single family dwellings, new sections regulating the age of permissible manufactured homes, storage containers, amendments to clarify clear vision requirements and new regulations for microbreweries, breweries, distilleries and wineries. Amendments to Appendix A District Use chart include the addition of new uses corresponding with new definitions and modifications of permit requirements for some existing uses.

NOTICE IS HEREBY GIVEN, that a public hearing in the matter of the Okanogan County Six-Year Transportation Improvement Program for the years 2019 through 2024 per R.C.W. 36.81.121 will be held in the Hearing Room of the Okanogan County Board of Commissioners at 123 Fifth Avenue North in Okanogan, Washington at 10:45 A.M. on August 28, 2018. SMALL WORKS ROSTER

NOTICE IS HEREBY GIVEN that Okanogan County invites contractors interested in doing business with Okanogan County to submit an application to be included on the Small Works Roster (SWR). The SWR is used for public works projects under Three Hundred Thousand Dollars ($300,000) as provided for in RCW 39.04.155. Interested Contractors must contact Okanogan County Department of Public Works either at 1234 A Second Avenue South, Okanogan, WA 98840, by phone at 509-422-7300, by email at sstidman@co.okanogan.wa.us or a SWR application. The SWR is used in the letting of contracts for such projects as repairs, improvements, remodeling and other public works projects in and around County owned buildings and facilities and for County road construction and maintenance projects.

SWR work may involve Federal-Aid projects. The County of Okanogan in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000a to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, part 21, Nondiscrimination in Federally-assisted programs issued pursuant to such Act; hereby notifies all Contractors that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprise as defined at 49 CFR, Part 26, will be afforded full opportunity to submit SWR applications in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for a contract award.

Contractors and other service providers who wish to be included on the SWR must be a Washington State licensed and bonded Contractor and agree to comply with Washington State Prevailing Wage Law as specified in RCW 39.12. Prevailing Wage Law requires that a Statement of Intent to Pay Prevailing Wages and an Affidavit of Wages Paid must be submitted by all Contractors and Sub-contractors that perform any work that is defined as a “Public Work” according to RCW 39.04.010. The County may, upon request, require the Contractor or Sub-contractors to submit certified payrolls.

Okanogan County is seeking a qualified full-service non-profit organization (as described under 26 U.S.C. Sec. 501(c)(3) and 26 U.S.C. Sec. 501(c)(6) of the internal revenue code of 1986, as amended) to run a Destination Marketing Organization which will provide a unified and equitable tourism marketing service for the three distinct Okanogan Commissioner districts, the results of which will benefit Okanogan County’s lodging businesses, as well as the overall in-county economy due to increased tourism income.

Project Summary

Okanogan County Planning issued a notice of application and a Threshold Determination of Non Significance on May 24, 2018 for a JARPA submitted by Trout Unlimited – Washington Water Project to replace the earthen diversion system that currently delivers water through gravity conveyance to users irrigating over 600 acres with a pump to pipe and then gravity piped pressurized system. The goal of the project is to reduce diversion of water from the Methow River to increase summer flows while providing long-term water reliability for the Barkley Irrigation Canal and to allow future habitat enhancements/restoration projects to advance around the former diversion site.

The other major components of the project include approximately 8 miles of pipeline for Barkley 4 miles of MVID East Canal and up to 6 satellite wells. Completion of this work will fully enclose both irrigation purveyors systems and complete their efficiency upgrades, this work for both will simultaneously and will complete all infrastructure improvements.

Project Location:

The new point of diversion is approximately 4 miles downstream of the historic Barkley diversion side-channel on river left with in the NE 1/4 NE 1/4 of Township 34 North, Range 21 E.W.M. in Section 25, approximately 3 miles southerly of the Town of Winthrop, WA.

After review of the comments received during the initial comment period, the SEPA Responsible Official has requested a revised JARPA and withdrawn the Threshold Determination of Non Significance and issued a Threshold Mitigated Determination of Non Significance and extended the comment period. The SEPA Responsible Official has determined that this proposal does not have a probable significant adverse impact on the environment if mitigating conditions for the proposal are met in accordance with WAC 197-11-350. The SEPA Responsible Official has issued a Threshold Mitigated Determination of Non-Significance (MDNS) which requires certain conditions which must be met by the applicant to mitigate the identified environmental impacts.

Comments the Threshold MDNS must be submitted in writing to the Okanogan County Office of Planning & Development, 123 5th Ave N Ste. 130, Okanogan, WA 98840, no later than September 6, 2018. Failure to comment by the due date above shall be determined to deny a party standing to appeal the final determination. Information is available at the Office of Planning and Development.
