SMALL WORKS ROSTER

NOTICE IS HEREBY GIVEN that Okanogan County invites contractors interested in doing business with Okanogan County to submit an application to be included on the Small Works Roster (SWR). The SWR is used for public works projects under Three Hundred Thousand Dollars ($300,000) as provided for in RCW 39.04.155. Interested Contractors must contact Okanogan County Department of Public Works either at 1234 A Second Avenue South, Okanogan, WA 98840, by phone at 509-422-7300, by email at sstidman@co.okanogan.wa.us or a SWR application. The SWR is used in the letting of contracts for such projects as repairs, improvements, remodeling and other public works projects in and around County owned buildings and facilities and for County road construction and maintenance projects.

SWR work may involve Federal-Aid projects. The County of Okanogan in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000a to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, part 21, Nondiscrimination in Federally-assisted programs issued pursuant to such Act; hereby notifies all Contractors that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprise as defined at 49 CFR, Part 26, will be afforded full opportunity to submit SWR applications in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for a contract award.

NOTICE IS HEREBY GIVEN that Okanogan County has issued a Shoreline Exemption to the City of Tonasket for the Parry’s Acres sewer system rehabilitation.

Nathan Hutchins, Varela & Associates on behalf of the City of Tonasket submitted a Joint Aquatic Resource Permit Application (JARPA). The City of Tonasket is rehabilitating an existing sanitary sewage collection system serving approximately 95 homes just outside the City limits. Project components include rehabilitation of two existing, subsurface lift stations and replacement of portions of the existing sewage collection system piping.

Final SEPA Determination

The SEPA Responsible Official has issued a final determination of non-significance (DNS) on the following project. Okanogan County Public Works is proposing a road construction project on a 1.31 mile portion of Highway 7 Road from milepost 5.320 to 6.630. The project proposes to perform a Hot Mix Asphalt (HMA) overlay that will involve excavating 2ft of gravel shoulder consisting of previously excavated material, shaping and then paving with HMA over the existing road and 2’ of shoulder material on each side. Existing culverts will be extended as needed and guardrail may be installed or replaced.

Project Location:

The project is on Okanogan County Road 9437-07 Highway 7 milepost 5.320 to 6.630 Township 37 North, Range 27 E.W.M. in Sections 16, & 9 north of the Tonasket Bridge, in Tonasket, WA.

The SEPA Responsible Official issued a final determination of non-significance (DNS). This decision may be appealed in accordance with OCC 14.04.220. Appeals must be made in writing to the Board of Okanogan County Commissioners, 123 5th Ave N Ste. 150, Okanogan, WA 98840. Appeals must be submitted or postmarked by 5:00 pm on August 30, 2018. Appeals shall state with specificity the elements of the environmental checklist and resulting determination the appellant finds objectionable and shall state the reason therefore. Appeals must include the $300.00 appeal fee. Failure to file a timely and complete appeal shall constitute waiver of all rights to an administrative appeal under county code. Information is available at the Office of Planning and Development. The SEPA Responsible Official has issued a final determination of non-significance (DNS) on the following project. The Okanogan County Public Works 6 Year Transportation Program (TIP) is a planning and funding tool. The 2019-2024 TIP lists 21 probable County Road Improvement Projects. Projects from this list are selected annually for construction based on a number of factors including accident and injury history, roadway condition, funding availability, environmental issues, right-of-way and other considerations.

Project Summary

Harry Burkholder has submitted 6 short subdivision applications on adjoining property proposing to divide 120 acres into 24 residential lots. The SEPA Responsible Official has determined the project applications are physically and functionally related and has ordered environmental review of the project in accordance with WAC 197-11-305.

The applicant proposes to provide potable water to the 12 lots located in the Thompson Creek Basin by drilling 12 “bedrock” wells. The applicant proposes to provide potable water to the 12 lots located outside the Thompson Creek Basin by obtaining a water right suitable for that purpose.

Project Location:

The property is located on tax parcels 3421210023, 3421200015, 3421210025, 3421200017, 3421210026, 3421200019, 3421200016, 3421210024, 3421202011, & 3421202012. The project will access off of Elbow Coulee Road and be served by an internal private road. The proposal is approximately 3 miles southerly of the Town of Winthrop, WA.

The SEPA Responsible Official has reviewed an environmental checklist and project application and has determined that this proposal does not have a probable significant adverse impact on the environment if mitigating conditions for the proposal are met in accordance with WAC 197-11-350.

The SEPA Responsible Official has issued a Threshold Mitigated Determination of Non-Significance (MDNS) which requires certain conditions which must be met by the applicant to mitigate the identified environmental impacts. OCC 16.12.025 (C) requires a 30 day comment period from date of publication for all short subdivision applications. The SEPA Responsible Official has ordered a concurrent comment period on the Threshold MDNS.

Comments regarding this application and threshold determination must be submitted in writing to the Okanogan County Office of Planning & Development, 123 5th Ave N Ste. 130, Okanogan, WA 98840, no later than September 14, 2018. Failure to comment by the due date above shall be determined to deny a party standing to appeal the final determination. Information is available at the Office of Planning and Development.
