Notice of Decision

NOTICE IS HEREBY GIVEN that the Town of Twisp has granted approval of the Joe Marvelous Short Plat (No. TWP SP 18-01). The approved short plat is located at 201 Methow Valley Highway North in the Town of Twisp, within Section 18, Township 33 N., Range 22 E.W.M and consists of two lots (Lot 1 = 7,142 sq ft and Lot 2 = 16,169 sq ft). Approval of the short plat is a Type I permit process in accordance with Chapter 14.05 TMC. Approval of TWP SP 18-01 was granted on May 24, 2018 upon fulfillment of conditions required for approval. Said Short Plat conforms to the requirements of TMC Chapter Title 17.15 and Title 18 Land Use Regulations. Written appeals by a party of record with standing must be filed with the Town Clerk within 14 days of issuance of the decision (5/30/18) as provided in Chapter 14.05.070 TMC. Coordinated Public Transit Human Services Transportation Plan (CPT-HSTP) Update

Okanogan County, serving as the lead agency for the Okanogan County Regional Transportation Planning Organization (RTPO), solicits interest from consulting firms with expertise in developing CPT-HSTPs. Consultants will be considered for the following project.

PROJECT DESCRIPTION:

The work to be performed by the CONSULTANT consists of an update to the Okanogan County CPT-HSTP. The latest version of this plan was prepared in 2014. It can be viewed at the following website: https://okanogantransit.com/wp-content/uploads/2015/04/FINAL-2014-HSTP-1.pdf

The CPT-HSTP identifies transportation needs of individuals with disabilities, older adults, and people with low incomes, provides strategies for meeting those local needs, prioritizes transportation services for funding and implementation, and identifies strategies and preferred alternatives for improving transportation coordination between providers. The plan identifies each community’s unmet needs and develops transportation alternatives based on this information. Outreach efforts and developing partnerships with the region’s stakeholders are vital to developing an effective and robust CPT-HSTP. Additionally, all Human Services transportation projects must be included in the CPT-HSTP to be eligible for Washington State Department of Transportation or Federal Transit Administration funding.

INVITATION TO BID

Sealed bids for CRP No. 3532-04 Peter Dan Repair, will be received by Okanogan County at the Office of the Board of County Commissioners, located on the first floor of the Grainger Administration Building, 123 Fifth Avenue North, Room 150, Okanogan, Washington. Mailed proposals must be received by no later than the last working day prior to the bid opening date. Hand carried proposals will be received only by the Clerk of the Board of County Commissioners at the address stated above until 11:00:00 A.M. Pacific Time, Tuesday, June 19, 2018 and will then and there be opened and publicly read. No facsimiles or electronic proposals will be accepted.

All bid proposals shall be accompanied by a bid proposal deposit by certified check, cashier’s check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Okanogan County.

Maps, plans and specifications are available upon payment of a non-refundable fee in the amount of $15 per USB Flash Drive or $65 per hard copy set, at the office of the County Engineer, 1234A 2nd Ave. South, Okanogan, WA 98840 or contact Matt Stevie at 509-422-7308. This is a Federally Funded project that provides for the repair of 0.70 miles of Peter Dan Road beginning at MP 0.30 to MP 1.00. Construction includes major excavation, guardrail repair or replacement, seeding, fertilizing and mulching, project temporary traffic control, trimming & cleanup, and other work, all in accordance with the Contract Plans, Contract Provisions, and the Standard Specifications.

NOTICE IS HEREBY GIVEN by the Board of Okanogan County Commissioners that a Public Hearing is set for 3:00 PM on Tuesday, June 12, 2018 to consider a supplemental appropriation within the Public Works Road fund 102 in the amount of $873,000 and within Conconully Sewer fund 407 in the amount of $33,000. The funds are from unallocated revenue and Ending Fund Balance. The funds will be used for Contracted Services and Outside Repair & Maintenance. Forde Lake Bridge Maintenance Shoreline Exemption 2018-6

NOTICE IS HEREBY GIVEN that Anna Marie Sample on behalf of Washington Department of Fish and Wildlife (WDFW) has submitted a Joint Aquatic Resource Permit Application (JARPA) for an Okanogan County Shoreline Exemption.

WDFW intends to perform safety enhancements on the 27’ long timber bridge at Forde Lake as well as bolster the road approach shoulder slopes. The repairs include; bolster and buildup eroding and sloughing approach road shoulders just ahead of bridge deck, re-grading the road surface to match the elevation of the bridge deck, and installation of flexible fiberglass highway delineators along the outboard edge of the curves at bridge deck approach.

The project is located at Forde Lake approximately 6 miles southerly of the Town of Loomis, WA on parcel 3725031002, Township 37 North, Range 25 E.W.M.in Section 03.

Barkley Irrigation Diversion Change and Pressurization Project, SEPA 2018-2

Threshold SEPA Determination

Project Summary

Trout Unlimited – Washington Water Project is proposing to replace the earthen diversion system that currently delivers water through gravity conveyance to users irrigating over 600 acres with a pump to pipe and then gravity piped pressurized system. The goal of the project is to reduce diversion of water from the Methow River to increase summer flows while providing long term water reliability for the Barkley Irrigation Canal and to allow future habitat enhancements/restoration projects to advance around the former diversion site. 

The other major components of the project include approximately 8 miles of pipeline for Barkley 4 miles of MVID East Canal and up to 6 satellite wells. Completion of this work will fully enclose both irrigation purveyors systems and complete their efficiency upgrades, this work for both will simultaneously and will complete all infrastructure improvements.

Project Location:

The new point of diversion is approximately 4 miles downstream of the historic Barkley diversion side-channel on river left with in the NE1/4 NE ¼ of Township 34 North, Range 21 E.W.M. in Section 25, approximately 3 miles southerly of the Town of Winthrop, WA.
