NOTICE OF APPLICATION for Change OF Points of Diversion TO A POINT OF WITHDRAWAL under Certificate of Water Right S4-CV1-4P267.

TAKE NOTICE:

That on November 1, 2017, Trout Unlimited, on behalf of Douglas & Susan Runyan, filed Application No. OKAN-17-07 with the Okanogan County Water Conservancy Board to change Points of Diversion to a Point of Withdrawal under Certificate of Water Right No. S4-CV1-4P267.

That said Water Right, S4-CV1-4P267, authorizes the diversion of 1.56 cubic feet per second and 226 acre feet per year from two Points of Diversion from the Methow River and one Point of Withdrawal from a well, all located within Government Lots 7 and 9 in Section 29, Township 32 North, Range 22 East Willamette Meridian.

That said Water Right authorizes water to be used for the irrigation of 56.5 acres from April 15 to October 15.

That the Applicant proposes to change the two Points of Diversion and one Point of Withdrawal to two Points of Withdrawal under Water Right No. S4-CV1-4P267, located within the same Government Lots 7 and 9 in Section 29, Township 32 North, Range 22 East Willamette Meridian, all within Okanogan County, Washington.

Any protests or objections to the approval of this application may be filed with the Department of Ecology and must include a detailed statement of the basis for objections; protests must be accompanied by a $50.00 recording fee and filed with the Cashiering Section, State of Washington, Department of Ecology, P.O. Box 47611, Lacey, Washington 98509-7611, within 30 days from March 21, 2018.

Any interested party may submit comments, objections and other information to the Okanogan County Water Conservancy Board regarding this application. Comments and information may be submitted in writing or verbally at any public meeting of the Board held to discuss or decide on the application. NOTICE OF PUBLIC HEARING

Amendment of Title 15.08, Westernization

NOTICE IS HEREBY GIVEN THAT the Winthrop Planning Commission is considering amendment to Winthrop Municipal Code (WMC) Chapter 15.08 Westernization.  The proposed amendment would amend section 15.08.220.H, and would permit solar arrays provided they are not visible from SR20. The proposed amendments apply as specified in WMC in the W-3 overlay in the incorporated limits of the Town of Winthrop, Township 34, Range 21, parts of Sections 2 and 11.

Public Hearing:  The Winthrop Planning Commission will hold an open record public hearing on the proposed amendments on Tuesday, April 10, 2018 at 6:05 pm, at the Winthrop Auditorium, 51 Highway 20, Winthrop, Washington.  The hearing will be conducted in accord with WMC Chapter 19.10.  Any person desiring to present written or oral testimony may do so at the hearing, and by doing so shall have standing as a party of record.  Any person requiring assistance to access the hearing is urged to contact Town Hall at least 24 hours in advance.

Information available:  Persons wishing to view the proposed amendment or receive a notice on the action taken may contact Winthrop Town Hall, 206 Riverside Ave. between the hours of 9 a.m. and 4 p.m., Monday – Friday.  Pursuant to WMC 19.06.040, a staff report will be available seven days prior to the public hearing.  For further information contact Rocklynn Culp at (509) 996-2320.

SEPA Determination:  The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment.  An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c).  This decision was made after review of a completed environmental checklist and other information on file with the lead agency.  This information is available to the public on request. This Determination of Nonsignificance is issued under 197-11-340(2); the lead agency will not act on this proposal for 15 days from the date of this notice.

Inspections Have Begun

The Okanogan County Noxious Weed Control Board has begun inspections of properties for control of noxious weed species designated by the board as enforcement species. Landowners with any of these species present on their property shall be required to control the noxious weeds according to provisions outlined in Chapter 17.10 RCW.

INSPECTIONS SHALL TAKE PLACE FOR THE SPECIES DESIGNATED FOR CONTROL BY THE WASHINGTON STATE NOXIOUS WEED CONTROL BOARD and THE OKANOGAN COUNTY NOXIOUS WEED CONTROL BOARD; a list is available in our office. All State, Federal and private landowners will be notified of noxious weeds present and classified as enforceable and control will be required.

This notice is published according to Board policy to notify landowners in our County that OCNWCB may enter their property according to the provisions outlined in 17.10.160 RCW, and that this notice shall serve as “Reasonable Attempt” as defined according to the aforementioned RCW.

Pratt, Deceased, John Andrew Pratt, Personal Representative (Plaintiff) against the defendant Keith A. Jenkins (“Defendants”). The Judgments foreclosed the interests of all the Defendants in and to the following described property (“Property”) commonly known as 8 Bench Creek Rd, Tonasket, WA 98855 for the total sum of $78,403.44, plus interest at the rate of 12% per annum from February 1, 2015 until satisfied, plus Plaintiffs attorney fees and costs, entered by Order on March 6, 2018 in the sum of $14,166.12.

THEREFORE, pursuant to RCW 61.12.060, and in the name of the State of Washington, you are hereby commanded to sell the Property, or so much thereof as may be necessary, in order to satisfy the Judgment, including post-judgment interest and costs and free of all redemption rights as provided in RCW 6.23.010 et seq. upon confirmation of the Sheriff’s sale by the Court.

Old Highway 97 Shoreline Exemption 2018-3

NOTICE IS HEREBY GIVEN that Anna Randall on behalf of Okanogan County Department of Public Works has submitted a Joint Aquatic Resource Permit Application (JARPA) for an Okanogan County Shoreline Exemption.

The proposal will build a base of large Rip Rap excavated into the material along the river and stacked, then topped with granular material, road bed material and shoulder material.  Willow shoots will be placed within the Rip Rap and granular material as well as north and south of the work site to re-vegetate the riparian vegetation and crate bank stabilization to avoid further failure.    

The project is county roadway shoulder running along the river along OCR 9155, Old Highway 9, approximately 2 miles southerly of the Town of Malott, WA. Township 32 North, Range 25 E.W.M.in Section 19.

Notice is hereby given that an application has been submitted by Paul Christen on behalf of Eldred Barker to permit a gravel pit/quarry in accordance with Okanogan County Code 17A.220.010. The CUP, if approved, would allow rocks, topsoil and shale to be removed from six different sites ranging from 5 acres to 30 acres. The project is located at 20696 Hwy 20 near Twisp, WA.

The notice published on March 7 & 8, 2018 listed an incorrect parcel number for the project site.  The parcel numbers that follow are the correct numbers; 3322132005, 3322130028, 3322241006 & 3322244005.

On March 1, 2018 the SEPA Responsible Official issued a threshold mitigated determination of non-significance.  Due to the error the SEPA Responsible Official has extended the public comment period an additional 14 days.

The public hearing for this project has not yet been set. The public is welcome to comment on the threshold determination for this project. SEPA comments must be submitted in writing by 5:00 pm April 4, 2018.

Variance 2018-1 Roberton

Notice is hereby given that an application for a variance from the lot size requirements for the R-1 zone found in Okanogan County Code (OCC) 17A.40.050 has been submitted by Rich Burgett on behalf of Dale Roberton in accordance with OCC 17A.320 Variances.
