Request for Statement of Qualifications

For Establishing a Consultant Roster

The Town of Twisp (pursuant to Chapter 61, Laws of 1981) requests Statements of Qualifications (SOQ) and performance information from firms interested in providing professional engineering and land surveying services for the 2018 year in conjunction with Town sponsored projects.  Potential projects include improvements to the Town’s water and wastewater systems, street and storm drainage system, airport, pool, park and recreational facilities.

Professional services may include, but are not limited to planning, grant and loan application assistance, project cost estimating, surveying, environmental documentation, permit acquisition, and design and construction engineering.  Additional information about possible anticipated projects may be obtained by emailing to: publicworks@townoftwisp.com.

Statements shall include 1) description of the firm, 2) a listing of the types of services the firm provides, 3) description of the consultant’s team including references, 4) descriptions of relevant project experience related to the facilities and services listed above, and 5) firm references.

Statements of qualifications will be reviewed, placed on file for the 2018 year and will be used as the source from which to select one or more qualified firms from whom a detailed proposal will be requested for any specific project.  Projects may be totally or partially funded through the Washington State Community Development Block Grant program (with federal funds provided by the U.S. Department of Housing and Urban Development), the Washington State Department of Health, Drinking Water State Revolving Fund, U. S. Department of Agriculture Rural Development, Environmental Protection Agency State, and Tribal Assistance Grant, Transportation Improvement Board, or Washington Department of Transportation/Federal Highway Administration funding programs. Cost plus percentage of construction cost contracts will not be allowed and a number of state and federal equal opportunity and affirmative action requirements will apply to the selection process and conduct of each project.

NOTICE IS HEREBY GIVEN THAT the Winthrop Town Council will hold a public hearing to consider adoption of an updated Parks and Recreation Plan.  The hearing will be held on February 21, 2018, 6:05 pm, at the Winthrop Auditorium (Hen House of the Barn), 51 Highway 20, Winthrop, Washington.  The plan applies broadly to Town-owned parks and recreation facilities throughout the Town.  It establishes goals, analyzes demand and needs, and presents a capital improvement plan to guide development. The hearing will be conducted in accord with WMC Chapter 19.10.  Any person desiring to present written or oral testimony regarding the plan may do so at the hearing, and by doing so shall have standing as a party of record.  Any person requiring assistance to access the hearing is urged to contact Town Hall at least 24 hours in advance.

NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN THAT a public hearing will be held on February 20, 2018 at 11:00 A.M., in the Okanogan County Commissioners hearing room, located at 123 5th Ave North, Room 150, Okanogan Washington regarding an application to franchise a cattleguard by the Washington Department of Natural Resources.

The cattleguard will be a 28’ x 8’, wide, H-20 loading heavy duty steel cattleguard with wings and a by-pass gate at milepost 33.542, on OCR #9480, Chesaw Road in the SE¼, SW¼ in Section 22, Township 39N, Range 31 E.W.M.

Members of the public may comment on this proposal. Final SEPA Determination

Oakes Large Lot Segregation 2017-1

The applicants, John & Adaline Oakes, have submitted a large lot segregation application to divide parcel 3626232005 into two 20-acre parcels. Parcel 3626232005 was created by an exempt segregation in 2015 that created 4 lots. Large lot segregations are administered in accordance with OCC 16.10 and are exempt from RCW 58.17.  The property is located approximately 6 miles North of Riverside, WA. on Crumbacher Lake Rd. within township 36, range 26, sections 23. The tax parcel number is 3626232005.

According to Washington State Environmental Policy Act (SEPA) regulations, the office of Okanogan County Planning and Development issued a final environmental determination of non-significance (DNS) for this proposal. This decision may be appealed in accordance with OCC 14.04.220.  Appeals must be made in writing to the Okanogan County Hearing Examiner, 123 5th Ave N Ste. 130, Okanogan, WA 98840. Appeals must be submitted or postmarked by 5:00 p.m. on February 22, 2018 Appeals shall state with specificity the elements of the environmental checklist and resulting determination the appellant finds objectionable and shall state the reason therefore.  Appeals must include the $300.00 appeal fee. “The Planning Department has reviewed one application for building permits for single-family residences at the above-listed locations and has determined that the proposed use of a permit-exempt well in accordance with RCW 90.44.050 will provide a legal and physically adequate supply of potable water.

This decision will not be final until February 27, 2018. Anyone with standing who desires a public hearing be held on this application to determine water adequacy must submit a written request by the deadline listed above. The request must state the basis upon which the request is made which must include a statement that the requesters lawful use of water from a senior source will be impaired if the decision stands.

Any request for public hearing must be directed to the Director of Planning at the above-listed address and received prior to 5:00 p.m. on February 27, 2018.
