NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY that the town of Twisp Planning Commission will hold a public hearing at 5:00 pm on Wednesday, January 10, 2018 at the Twisp Town Hall at 118 S. Glover Street. The purpose of the hearing is to take testimony on adoption of amendments to Title 17 Subdivision of the Town of Twisp Municipal Code. The amendments include updates to comply with revisions to RCW 58.17, updating language and references and the addition of a Binding Site Plan process.

All interested persons are invited to attend and provide testimony regarding these amendments. Copies of proposed amendments are available on the Town’s website or at Town Hall from 9:00 am until 5:00 pm Monday through Thursday. All persons requiring assistance in accessing Town Hall or need other assistance are requested to contact Town Hall at 997-4081 prior to the hearing.

NOTICE OF APPLICATION TO APPROPRIATE PUBLIC WATERS TAKE NOTICE: That on October 20, 2017, Methow Valley Irrigation District of Twisp, Washington, under application No. S4-33197 applied to temporarily appropriate public waters for up to four years, subject to existing rights, from the Methow River, tributary to the Columbia River, at the rate of 2.7 CFS and an annual quantity of 500 acre-feet, for the purpose of irrigation of 597.79 acres. That the source of the proposed appropriation is located within NEI/4 NEI/4 of Section 25, Township 34N, Range 21 E.W.M., Okanogan County, Washington. That the place of use of the proposed appropriation is described as being lands within the Methow Valley Irrigation District, lying east of the Methow River, Okanogan County, Washington. Protests or objections to approval of this application must include a detailed statement of the basis for objections. All letters of protest will become public record. Cash shall not be accepted. Fees must be paid by check or money order and are nonrefundable. Protests must be accompanied by a $50 recording fee payable to the Department of Ecology, Cashiering Unit, PO Box 47611, Olympia WA 98504-7611, within 30 days from: December 27, 2017.

THRESHOLD DETERMINATION OF NON-SIGNIFICANCE

PROPOSED ORDINANCE CLOSING WATV ROUTES

NOTICE IS HEREBY GIVEN that the Okanogan County Board of County Commissioners has proposed an ordinance that if adopted would close approximately 11.5 miles of county roads located primarily in County Commissioner District #3 to use by wheeled all-terrain vehicles.

The roads proposed for closure to the operation of WATV’s are:

Road 3817 Knox Road from milepost 0.000 – 1.590

Road 3819 Knox Road Extension from milepost 0.000 – 1.029

Road 3822 Ed Figlenski Road from milepost 0.000 – 1.827

Road 3833 J H Green Road from milepost 0.000 – 6.985

The SEPA Responsible Official has reviewed the proposal and an Environmental Checklist and has issued a Threshold Determination of Non-Significance (DNS) in accordance with WAC 197-11-340. Comments regarding the threshold determination may be submitted in writing to the address listed below. Deadline for submitting comments regarding this threshold determination will be 5:00 pm, January 12, 2018. Date of publishing is December 27 and 28, 2017.

A final environmental determination will be issued, and a public hearing will be scheduled in front of the Okanogan Board of County Commissioners following the close of the SEPA comment period. NOTICE IS HEREBY GIVEN that the Okanogan County Hearing Examiner has granted a request for reconsideration of the conditions of final approval for CUP 2017-6 Gardner View Ranch, LLC. The notice of final decision was published on December 20, 2017.

Correction

On December 20, 2017, a notice of final decision was published which in the caption noted the project had been approved but in the body of the notice stated it had been denied. The correct statement is the project has been approved. A request for reconsideration of the final decision has been subsequently submitted by the Director of Planning.

Hearing

The public hearing to reconsider the final decision will be conducted on January 11, 2018, at 10:00 a.m. in the Commissioners Auditorium in the Virginia Grainger Building in Okanogan, WA. Testimony and written comments will be restricted to parties with standing and must be specific to the final conditions of approval as noted in the request for reconsideration. Written comments are encouraged prior to the hearing but will be accepted at the hearing.
