NOTICE OF APPLICATION for Change OF Points of Diversion TO A POINT OF WITHDRAWAL under Certificate of Water Right S4-CV1-4P267.

TAKE NOTICE:

That on November 1, 2017, Trout Unlimited, on behalf of Douglas & Susan Runyan, filed Application No. OKAN-17-07 with the Okanogan County Water Conservancy Board to change Points of Diversion to a Point of Withdrawal under Certificate of Water Right No. S4-CV1-4P267. That said Water Right, S4-CV1-4P267, authorizes the diversion of 1.56 cubic feet per second and 226acre feet per year from two Points of Diversion from the Methow River and one Point of Withdrawal from a well, all located within Government Lots 7 and 9 in Section 29, Township 22 North, Range 22 East Willamette Meridian. That said Water Right authorizes water to be used for the irrigation of 56.5 acres from April 15 to October 15. That the Applicant proposes to change the two Points of Diversion and one Point of Withdrawal to two Points of Withdrawal under Water Right No. S4-CV1-4P267, located within the same Government Lots 7 and 9 in Section 29, Township 22 North, Range 22 East Willamette Meridian, all within Okanogan County, Washington. Any protests or objections to the approval of this application may be filed with the Department of Ecology and must include a detailed statement of the basis for objections; protests must be accompanied by a $50.00 recording fee and filed with the Cashiering Section, State of Washington, Department of Ecology, P.O. Box 47611, Lacey, Washington 98509-7611, within 30 days from November 29, 2017. Any interested party may submit comments, objections and other information to the Okanogan County Water Conservancy Board regarding this application. Comments and information may be submitted in writing or verbally at any public meeting of the Board held to discuss or decide on the application. The application will be on the Board agenda during its regular meetings to be held on the first Wednesday of each month at 2:00 p.m., at its offices located at 123 5th Avenue North, Room 150, Okanogan, Washington 98840. NOTICE OF PETITION FOR EXCLUSION

NOTICE IS HEREBY GIVEN that a petition for exclusion of land has been filed with the Board of Directors of the Methow Valley Irrigation District (MVID). NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY that the town of Twisp Planning Commission will hold a public hearing at 5:00 pm on Wednesday, December 13, 2017 at the Twisp Town Hall at 118 S. Glover Street. The purpose of the hearing is to take testimony on adoption of a new Chapter 15.30 Wireless Communications Facilities Regulations and repealing sections of Chapter 18.20.080 and certain sections of 18.10.030 of Title 18 Zoning of the Town of Twisp Municipal Code. The new Chapter 15.30 has been prepared to ensure compliance with the “Middle Class Tax Relief and Job Creation Act” signed into law in 2012. Section 6409 of said act implements additional and procedural limitations on state and local authority to regulate existing wireless support structures and base stations. All interested persons are invited to attend and provide testimony regarding these amendments. Copies of proposed amendments are available on the Town’s website or at Town Hall from 9:00 am until 5:00 pm Monday through Thursday. All persons requiring assistance in accessing Town Hall or need other assistance are requested to contact Town Hall at 997-4081 prior to the hearing.

Location of proposal: The Wireless Communications Facilities regulations affect the entire Town of Twisp.

Notice of Public Hearing

LAKE MANAGEMENT DISTRICT #1 BALLOT PROPOSAL

NOTICE IS HEREBY GIVEN that the Okanogan Board of County Commissioners will conduct a public hearing on December 18, 2017 to take public testimony regarding a revised resolution stating the intent to form a Lake Management District on Lake Osoyoos in accordance with RCW 36.61. If the Board decides to move ahead with the formation of the district a mailed ballot will be issued for the property owners within the proposed district boundaries to determine if the district should be formed.  The public hearing will review the boundaries of the proposed district as revised and the assessments to be collected on an annual basis. The proposed district boundary includes property adjacent to Lake Osoyoos. There are 324 parcels owned by 251 owners within the boundaries of the proposed district.  15 agricultural lots without residential structures and the common lot owned by the Veranda Beach Homeowners Association are proposed for exclusion.  Other parcels may be excluded from the district by the Board of County Commissioners if the parcels are found to not benefit from inclusion in the district.  If approved by a simple majority of the property owners the district will conduct control measures for milfoil and other invasive species for 5 years at which time the district will dissolve.  An annual assessment of 150.00 dollars per parcel on all properties included in the district will be collected every year for 5 years. Total collections in 5 years will be approximately $230,000.00.  The SEPA Responsible Official has determined this proposal is categorically exempt from environmental review in accordance with WAC 197-11-800 (16). The public hearing will be conducted on December 18, 2017 at 6:00 in the Oroville City Hall in Oroville, WA.  Verbal testimony will be taken with a time limit of 5 minutes per speaker. Written comments may be submitted at the hearing.  Written comments will be accepted prior to the hearing and may be submitted in writing or electronically to Lalena Johns, Clerk of the Board, at 123 5th Ave N Ste 150, Okanogan, WA 98840 or at ljohns@co.okanogan.wa.us.  Date of publishing is November 29, 2017 and December 6, 2017.
